Sinpethe minimum educationalqualificationprescribedfor recruitmentin the lowestcategoryi.e. GP 1800/-is 10'npassor its equivalentin all GovemmentDepartments includingindianRailways,the sameshouldbe madeapplicablefor Apprenticealso.This fulfils the conditionmentionedin clause3 (v) of chapter-Ilof the Act. There is thus no need for addingthe qualificationof ITI or giving any additionalweightagefor the same.The benchmark of 50o/omarks in aggregatetaking into account the ITI qualificationneednot be prescribed.The merit list would howeverbe preparedon the basisof marksobtainedin matriculationor l0'n passor equivalent. The selectionfor training as apprenticesshould be from following sourcesduly following Government of India'sRulesfor reservation andagerelaxationfor variouscommunities/categories as revisedby the RailwayRoardfrom time to time:(a) (b) (c) (d)

The job of selectionof candidatescould be left for the concernedDivisions/Workshops to processand form listsaccordingto merit amongthe eligible candidates. 3. On perusalof the circular Federationobservesthat para C (item i to xvii) lays down recruitmentlike procedure which hasneverbeenlaid down in the past. Federationthereforerequeststhat the instructionsvide letterdated06/10/2015be withdrawnimmediately and in-putsgiven in NFIR's letter dated 0910712015 be consideredpositively.Federationmay also be advisedof actionbeingtakenin the matter
