Sir, Kindly refer to your letter No.IV13(B) dated10.05.2016.Positionon the issuesraisedin the letter is asunder:The facilities available and quality of service being provided by Railway hospitals are considered adequateand they are functioning to the satisfactionof railway medical beneficiariesboth servingand retired, their spouseand eligible dependents.As regardsavailability of doctors in Railway Hospitals-tnOianRailway Medical Service (IRMS) cadre consistsof only GeneralDuty Medical Officers. Specialistboctors recruited , through the cadre are being best utilized for providing specializedmedical care to tbe railwii beneficiaries. The vacancies, wherever arisen, are regularly filled up by recruitment,lthrough'Union Public Service Commission(UPSC) or by deployrnentof ContractMedical Practitionerson annualcontractbasis. For filling up short term vacanciesof specialists,doctors are also engagedas Honoraly Visiting Specialists(IIVSs) and by calling consultantson case to case basis. Similarly, vacancies,.ofparamedicalstaff are being filled up through recruitmentsconductedby Railway RecruitmentBoards SRBs) or on annualcontractbasis. Age of superannuationof Railway Doctors has beenraisedfrom 60 yearsto 65 years.Now, normally no further vacancyof doctorswould arisqfor noxt 5 years. An indent of 650 and 600 doclols in 2014 & 2015 respectively,has been placedwith UpSC and selectionprocessofthese 1250doctoi'b:$s in the process.In additionaround 150nos.specialistindent has also been placedto IIPSC for #$ch'belection processhas alreadybeen started.Oncethesenewly selecteddoctorsjoin, the exiiting vacancyposition would easeout. To make the service more attractive,provision has beenmade to allow IRMS doctorsto proceedon Study Leave/EOL of three yebrs immediately on completion of their probation period of 02 years, uniike other rail'""'ayoffi,ceit t'ho are allowed to prcceed io study leave only after completion of 05 years of servi"g, 11i;uch casethe IRMS doctorscan apply for PG seatsas a sponsoredcandidatealso which facilitiestheir admissionto PG courses. On joining the zonesefforts are madeto post suchdoctorsat locationsof their choice/convenience. Pro,visionhas also been made that the selectedcandidatescan join Railway and they can be granted EOL to complete their on-going PG course,if they are already admitted to such courses. This way, +-,they retain seniority and other benefitsattachedwith EOL for PG study purpose.
