: REITERATION OF E.O. NO. 002-S-2012 OTHERWISE KNOWN AS AN ORDER PROVIDING FOR THE GUIDELINES AND PROCEDURES FOR THE USE OF MULTI-PURPOSE COVERED COURTS
This is to inform you that all multi-purpose covered courts which were constructed using funds of the City Government are properties of the City Government, hence, their use is subject to the control and/or regulation of the City Government. In this regard, the provisions of Executive Order No. 002-S-2012 on the issuance of permits for the use of multi-purpose covered courts are hereby reiterated, to wit:
1. A written permit shall be required for any organization or person intending to use any multi-purpose covered corwt. 2. All applications for a permit shall comply with the following: The application shall be in writing and shall include the names (a) of the leaders or organizers, the purpose thereof and the date, time and duration of the same. The application shall be filed with the office of the City Mayor, (b) at least five (5) working days before the scheduled use. Any application filed less than five (5) working days before the scheduled use shall be deemed automatically denied. It shall be the duty of the mayor or any official acting in his (c) behalf to issue or grant a permit unless there is a clear and convincing evidence that the use of the multi-purpose covered court will create a clear and present danger to public order, public safety, public convenience, public morals or public health and/or there has already been a previous request for the use of the intended venue and the same has already been granted.

(d) The mayor or any official acting in his behalf shall act on the application within three (3) working days from the date the application was filed. (e) If the mayor is of the view that there is imminent and grave danger of a substantive evil warranting the denial or modification of the permit, he shall immediately inform the applicant. If no application was filed and/or an application has been (f) denied, it shall be unlawful for the applicant to use the multi-purpose covered court. In this case, the police authorities shall be enjoined to prevent the said gathering without prejudice to the filing of a criminal action in court. 3. Any political party supporting official candidates or any candidate individually or jointly with other aspirants may hold peaceful political rallies, meetings, and other similar activities during the campaign period subject to the foregoing guidelines. The application for permit shall either be granted or denied within three (3) days from the date of the receipt of the application. Attached hereto for your ready reference is a copy of E.O. No. 002-S2012. Let this Memorandum Order be posted on bulletin boards in barangay halls, schools and concerned subdivisions. Please be guided accordingly. Issued this 11 th day of January, 2016.

EXECUTIVE ORDER NO. 002-S-2012 AN ORDER PROVIDING FOR THE GUIDELINES AND PROCEDURES FOR THE USE OF MULTI-PURPOSE COVERED COURTS
WHEREAS, the City Government of Dasmarinas has undertaken to provide every barangay within its jurisdiction with a multi-purpose covered court for the benefit of the public; WHEREAS, at present, there are more than 150 multi-purpose covered courts in the City of Dasn-larinas; WHEREAS, these multi-purpose covered courts, being public works paid for by the City Government and constructed on lots similarly owned by the City Government, are properties of the City Government; WHEREAS, the City Government is encountering problems regarding the use of these multi-purpose covered courts considering that there have been many instances when various organizations and/or individuals are requesting for use of these multi-purpose covered courts on the same date and time; WHEREAS, in order to address the problem respecting the use of these multipurpose covered courts, the City Government of Dasmarinas deemed it necessary to formulate a set of guidelines for the use of these multi-purpose covered courts; NOW THEREFORE, the following guidelines shall be observed in the issuance of permits for the use of these multi-purpose covered courts, to wit: 1.
