Dear Students, Parents, and Guardians, Welcome to Castle Rock Elementary School and a new school year! Our dedicated staff is ready to provide a positive and challenging educational experience for the students of CRES. We will diligently work to provide an environment where children master the basics, accept responsibility, feel successful, and push themselves to excel. Our students will also learn our school’s focus. We are CRES!!!! C- Caring R/R- Responsible and Respectful E- Engaged S- Safe We feel that students with C.R.E.S. will be successful during their time in elementary school, but more importantly as they grow to be adults. We want our students to be prepared for their future. As educators, our foremost concern is the well being of our elementary school students. The education we provide can be successful only if it is, from start to finish, a team effort. The team must include, as equal partners, the student, the parent, and the teacher. FOR PARENTS C.R.E.S. Bell Schedule Monday-Friday: 7:30 Building Doors Open (Breakfast is available) 8:00 Classrooms Open 8:00 School Starts 8:10 Tardy Bell 2:40 Student Dismissal If your student eats school breakfast, they will enter the cafeteria, once breakfast is completed, or students choose not to have school breakfast, students are expected to go to their designated location. Students in grades K-3 will go to the cafeteria Students in grades 4-5 will go to the gymnasium Student Drop Off There are two options when dropping your student off for school and or picking up your student from Castle Rock Elementary. Both the front and back parking lot are available for student drop off and student pickup. If you need longer than a simple drop and go, please use Roake Street to access the back side of the school where you can park your vehicle. Due to student safety, the back gate will be locked from 8:30am and 2:40pm. Student Pickup Students who are in grades K-3 will be picked up by their guardian in the elementary cafeteria. If students are in grades 4-5, students will be picked up in the elementary gymnasium. If students ride a bus or walk home, they will be dismissed by their teachers. Students who walk home are expected to leave the school grounds once dismissed from their designated teacher. Students who are riding the bus, are expected to calmly walk to the bus loading zone. Buses leave the elementary school at 2:45. ATTENDANCE POLICY Perfect Attendance Perfect attendance is considered N ​ O​ tardies or absences. Student Release During School No student may be removed from the school grounds during school hours unless they are checked-out through the front office. Parents, guardians, or individuals listed on the “Emergency Contact List” will be the only individuals allowed to pick up a student. These forms are completed when a student is enrolled and updated each year by the guardian. Office staff will ask for appropriate ID when students are being checked out.

Tardiness Being tardy is defined as arriving in class after 8:10 a.m. on Monday-Friday. The student is responsible for being punctual. Arriving last to school in the morning is excused by a call or a signed note from a parent. Students are considered tardy if they are not in class by 8:10 a.m. and will need to check in at the office for a tardy pass before going to class. The school appreciates parents’ efforts to help their child develop a habit of being punctual. Contact Changes It is very important the school has current phone numbers of parents, guardians and emergency contacts. If you or one of your contacts changes, phone numbers or addresses at home or at work, please let the office know immediately. School Visitors/Volunteers All Visitors entering the school must stop at the office to sign in and receive a visitor badge prior to visiting a classroom. We ask you to wear the badge while you are on campus. In order to protect valuable instructional time, parents may be limited from visiting classrooms during school hours. When you are leaving the school, please return to the office to sign-out. This is to ensure student and staff safety. We welcome volunteers in our building and appreciate any help offered. Our students greatly benefit from this assistance. All volunteers must complete a Background Check form. These forms can be found at the front office or at the Castle Rock District Office. Early Dismissals Occasionally our district has early dismissals in our calendar. During these days students will have a modified schedule and be dismissed from school at 12:00 p.m. Students will have the opportunity to each lunch and attend their specialist each day. Emergency Information In the event your child should become ill or suffer an injury, it is important that the school office know how to contact you during the school day. Please keep the office up-to-date on your home and or work telephone number. Should school be closed early, due to bad weather or other emergency situation, it is important that your child know an alternate place you wish him/her to go in case no one is at home. This is for the safety of your child. You are urged to determine an alternative plan and be sure the child knows it. Custody Concerns In the absence of appropriate legal documentation, we must consider that all children are in joint custody with legal parents and guardians. And, that the person who enrolls a student in school is considered the “residential” parent of the student. If a court-imposed restraining order or other documentation exists barring a parent, guardian, or other individual from contact with a student, a copy of that order or documentation must be filed with the child’s school. Special notations are made in computer system so that all appropriate school staff know restrictions. Without such orders or restrictions on file, the school assumes there are no restrictions regarding non-residential parental contact with the student or their records.

We request that a custodial parent or guardian sign all permission slips and school forms. In the event that a child is to leave school before the end of the school day, it is requested that the custodial parent or guardian call the school in advance to specify who will be accompanying the child. All children who are leaving the school grounds during the school day must be signed out in the main office. In the absence of any official documentation restricting access, both custodial and non-custodial parents and guardians may request joint or individual school conferences with teachers or other school staff members. If duplicate copies of school newsletters, announcements or other communications are requested, you must register with the office to receive such mailings. Health Health Room The health room is available for students who become ill while at school or who need care for a health problem or injury. A student should stay home if he/she feels ill or has a fever when it’s time to leave for school. If a student needs to go home, the parent or emergency contact will be contacted by the school. Medication School personnel are not allowed to give students any medicine, including over the counter medication. Written permission by parent/guardian AND signature authorization by a doctor is required when medicine is needed at school. Medicine must be transported to and/or picked up by parent/guardian. Students may not personally transport medicine to and from school. Medicine must be in the original container with physician’s instructions. Forms for “Student Authorization for Administration of Medication at School” can be picked up in the office. This information is kept on file in the office. Immunizations Castle Rock Elementary follows the State of Washington student immunization law, which requires all students to be adequately immunized according to their age and grade level. Proof of immunization must be presented to the school before the registration will be processed. This information must be recorded on a Washington State CIS form signed by the parent/guardian. Exemptions are available for medical, personal or religious reasons. Medical or personal exemptions must be signed by a doctor. Please keep in mind that if an outbreak of vaccine-preventable disease should occur, the students will be excluded from school for the duration of the outbreak if they are exempt from receiving that vaccination. Emergency Drills Throughout the school year, a regular series of practice fire, earthquake and lockdown drills are scheduled for our elementary students and staff.

Fees ASB Cards ASB Cards Purchasing an ASB card supports field trips at Castle Rock Elementary School, and offers many benefits and savings. Students must have an ASB card to attend school field trips. You may purchase an ASB card from the office The ASB card costs & gives you: Grades 1 –4: $5.00 Grades 5: $10.00 Admission to MS & HS home sporting events for $1.00 Yearbook If you would like to purchase a yearbook from Castle Rock Elementary, you can do so for $10.00. You can purchase yearbooks from the office. Fines Students will be assessed a fine for any loss or damage to school property for which the student is responsible. This includes damage to textbooks or library items beyond normal wear and tear, lost athletic equipment, and any other fees that have not been paid. Official grades or records will not be released if a student has an outstanding fine, and all fines must be paid before a student will be allowed to participate in athletics, activities, receive a high school diploma or other privileges. A student or parent may appeal to the administration if they disagree with a fine that is imposed. School Meals Lunch and breakfast can be prepaid by sending cash or check to the school office. Payments can also be made at the school website w ​ ww.castlerockschools.org​ under the Departments section- Food Services. Any negative or unpaid balances must be paid prior to the end of the school year. You may be eligible for reduced priced or free lunch. Applications are available online or in the main office, and the information is confidential. Your parents will have to provide information to qualify for free or reduced lunches. 2016-2017 Meal Prices Breakfast $1.50 Lunch $2.65 Milk $0.50 Dress Code Students and their parents have the primary responsibility for determining if student attire is within the guidelines established. Dress or appearance that has the potential for causing disruption is not permitted. Clothing or accessories that advertise, promote or depict alcohol, tobacco, illegal drugs, display of profanity, vulgarity, or sexual innuendo are not appropriate for school. Students should not wear clothing that is excessively revealing. Tube tops, halter tops, tank tops with straps that are narrower than one inch are not allowed. Any attire that exposes a student’s midriff or has excessive holes or holes in revealing locations are not permitted. Shorts and skirts are permitted but may be no shorter than the extended reach of the student’s fingertips. Head coverings may be worn to and from school and at recess, but are prohibited within the building of Castle Rock Elementary. Head coverings for medical reason may be authorized by the principal. The principal or his/her designee will have the final decision as to the potential for disruption at school, and the requirement that the attire be changed. Students wearing inappropriate attire may be sent home to change. Lost and Found Clothing is displayed in the main hallway across from the office in the building. Parents, as well as students, are encouraged to check it often. We send lost and founds items to charity before winter break, spring break and at the end of the school year. We encourage you to label your children’s outerwear. Items of value (eyeglasses, watches, etc.) are kept in a drawer in the office. Please call or come in to the office to check for these items. Electronic Devices Castle Rock Elementary is not responsible for lost or stolen property. Student i-pods, MP3 Players, video games, etc. are not allowed at school. If a student must have a cellular phone at school, it must be out of sight and in a secure location during the school day. Cell phones will be confiscated if they become a disruption, and will be returned to the student's parent/guardian. Castle Rock Elementary discourages students from bringing any type of electronic device. Assessments The State Superintendent of Public Instruction has mandated that the Smarter Balanced Assessment be administered to students in grades 3 through 8 and 10 in the spring. The Castle Rock School District will also administer both math and reading assessment to all K-5 students in the fall, winter and spring. These assessments help us determine individual student’s academic strengths and weaknesses. We then develop curriculum and instruction to meet individual students’ needs. Internet at School All Students in grades K-12 may at times be accessing the internet for academic purposes. If you do not want your child student(s) to have access to the internet at school, please notify the office in writing. Field Trips Chaperones attending field trips are expected to complete a background check. These forms can be found at the elementary office or the Castle Rock District office. All students who go on Castle Rock Elementary school sponsored field trips are expected to ride the bus both to and from the field trip. Playground School playgrounds are provided for children’s enjoyment, with playground rules existing to minimize the possibility of student hurting themselves or one another. Students are expected to be courteous and considerate of others on the playground and to obey instructions of the playground supervisors. Playground supervisors have a set posted rules that govern the area of their supervision that students are expected to abide by.. WE ARE ​C.R.E.S.​… CARING!

School Wide Behavior Expectations Rocket Reboot Center When students choose to not participate or interrupt the learning process, they will be sent to the Rocket Reboot Center (RRC) by a staff member. The RRC is a clean ventilated, temperature controlled and well-lit room intended for the express purpose of removing a student from social contact with fellow students as an opportunity for students to refocus from inappropriate behavior. While attending the RRC, students may work on classroom assignments and or problem solving activities The RRC may be used as a time-out from the classroom. Bullying and Harassment Bullying and harassment will not be tolerated at Castle Rock Elementary School! We are a community, and it is unacceptable to purposely make any student feel less welcome or less valued in our school. If you want to make a difference, stand up against bullying! There are far more bystanders than bullies — do the right thing and tell them to stop, or report what you see. Bullying can take many forms, from rude comments to demeaning text messages to threats of physical violence. Other forms may include slurs, rumors, jokes, innuendoes, mean comments, drawings, cartoons, pranks, gestures, physical attacks, threats, or other written, oral, or physical actions. In some cases, bullying or harassment is actually a crime, and may be reported to the police. State law requires that the school take action, and this can include consequences up to and including expulsion. Bullying creates an unwelcoming climate, and the administration will investigate reports and deal with it swiftly. The district policy is available on our Web site at www.castlerock.wednet.edu/bullying. What can you do if you’re being bullied? First, tell the bully to stop and that their actions are unwelcome. Don’t give a bully the reaction to their taunts or rude comments they are looking for — it only encourages them to continue. If you are threatened or bullying continues, tell a teacher or an administrator. If you know somebody is being bullied or harassed, let somebody know. You can report anonymously by using the forms in the library or on the district Web site. You can also make a report to any staff member, or make an anonymous report by sending an email or text message to [email protected]. School Transportation Bus transportation is provided for students in qualified areas. Each day students will be dismissed directly to the buses unless we have written notification of change. If you are unsure what bus route your children ride please contact the transportation department at (360) 501-2940 or online at www.crschools.org. The school messenger phone call system will be used to notify parents of school delays and closures, school emergencies or to provide important information regarding school event or activities. Please contact the school office to update phone numbers or email addresses when changes occur. School District PTO Our Parent Teacher Organization assists our elementary in many ways throughout the school year. In order to be successful, parents are needed to assist with projects such as family fun events, school carnival, and teacher appreciation activities. All parents, guardians and relatives are encouraged to attend monthly PTO meetings. Watch for meetings days and times in the school newsletter or PTO flyer. Anyone wishing to know more about volunteer opportunities may contact the elementary office.

Weather and Emergency Closures School may be closed or schedules changed on an emergency basis due to inclement weather, adverse road conditions, or other unforeseen situations. School closure and late-start information will be broadcast on the radio and television stations and Websites listed below. If a closure is not announced, students and parents should assume normal school hours. Castle Rock School District also subscribes to the Flash Alert service, which provides emergency information and the ability to receive text messages about closures. Child Nutrition Program – CRSD Policy No. 6700 Castle Rock School District has developed a policy for free and reduced-price lunches/snacks and/or free or reduced-price breakfasts for children who qualify according to the eligibility standards, for meals under the National School Lunch and/or School Breakfast Programs. Each school and the central office have a copy of the policy, which may be reviewed by any interested party. Applications are available at each school building. Confidentiality (FERPA) – CRSD Policy No. 3231 This annual notice is to inform parents or eligible students of Castle Rock School District of their rights in accordance with Section 99.7 of the Federal Regulations titled Family Education Rights and Privacy Act (FERPA). If the parents or eligible students have a primary or home language other than English, the district will effectively notify them of their rights under this Section. Parents and eligible students will also be notified of their FERPA rights annually by publication in the local newspaper at the beginning of each school year.

Education of Homeless Children and Youth – CRSD Policy No. 3115 Homeless children and youth have equal access to the same free, appropriate public education and comparable services as provided to other children residing in the district. The District will disseminate the educational rights of homeless children and youth to places where homeless services are provided (family shelters, etc.).

Class fees for the use of supplementary supplies and materials and for rental of musical instruments are waived or reduced for students whose families, by reason of income, would have difficulty paying the full fee. The USDA Child Nutrition Program guidelines are used to determine qualification for waiver. Internet Access In the past few years our district has been able to add many computers to our schools, and is using them for student learning activities such as going to an Internet site that has extra math learning materials; completing research projects; and finding materials in our library card catalog located on our district server. If a parent or guardian checks NO in section 3, the child will not be able to use the Internet for learning activities. Analysis or Evaluations: Protection of Pupil Rights Amendment (PPRA) – CRSD Policy No. 3232 The district is committed to protecting students’ personal information, and makes arrangements to protect student privacy during the administration of surveys and the collection, disclosure or use of personal information for marketing, sales or other distribution purposes. All instructional materials, including supplementary materials and teachers manuals, used with any survey, analysis or evaluation in a program or project supported by federal funds are available for inspection by parents and guardians. No student participating in any project or program supported by federal funds is required to submit to survey, analysis or evaluation that reveals information concerning: Political affiliations; Potentially embarrassing mental or psychological problems; Sexual behavior and attitudes; Illegal, anti-social, self-incriminating or demeaning behavior; Critical appraisals of close family members; Privileged or similar relationships; Religious practices, affiliations, or beliefs of the student or student’s parent; or

Income other than information necessary to establish eligibility for a program without the prior consent of adult or emancipated students, or written permission of parents. The Board of Directors of Castle Rock School District has developed and adopted policies regarding these rights, as well as assured arrangements to protect student privacy in the administration of protected information. The district will provide an opportunity for the parents of students scheduled to participate in the specific activities noted below to opt his or her child out of participation. Parents will also be provided an opportunity to review any pertinent surveys. Specific activities and surveys covered under this requirement are: Collection, disclosure or use of personal information for marketing, sales or other distribution Administration of any protected information survey not funded in whole or in part by the US Department of Education. Any non-emergency, invasive physical examination or screening as described above. Parents’ Right to Teacher Qualification Information – CRSD Policy No. 4130 This notice is made in accord with the current Elementary and Secondary Education Act (ESEA), also known as the No Child Left Behind (NCLB) Act of 2001, to advise parents of their right to teacher qualification information. School districts receiving Title I funds must notify all parents of children attending Title I schools that they may request information about the qualifications of their children’s teachers and paraprofessionals. The law states that parents have the right to request the following information on the professional qualifications of their children’s teachers: Whether the teacher has met state qualifications and has a license for the grade level and the subject he or she teaches; Whether the teacher has an emergency or provisional license;

What degrees the teacher holds and the field of discipline of his or her certification or degree; and Whether the child is being provided services by paraprofessionals and, if so, their qualifications. If you would like to receive any of this information, please call the Castle Rock School District office at (360) 501-2940. As per Title I, individual schools receiving Title I funds will notify parents of children being taught for four or more consecutive weeks by a teacher who is not “highly qualified.” For additional information contact Human Resources at (360) 501-2940. Prohibition of Harassment, Intimidation and Bullying – CRSD Policy No. 3207 (Note: Revised in 2010) The District is committed to a safe and civil educational environment for all students, employees, parents/legal guardians, volunteers and patrons; that is free from harassment, intimidation or bullying. “Harassment, intimidation or bullying” means any intentional written message or image – including those that are electronically transmitted – verbal, or physical act, including but not limited to one shown to be motivated by race, color, religion, ancestry, national origin, gender, sexual orientation including gender expression or identity, mental or physical disability, or other distinguishing characteristics, when an act: · Physically harms a student or damages the student’s property. · Has the effect of substantially interfering with a student’s education. · Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment. · Has the effect of substantially disrupting the orderly operation of the school. Nothing in this section requires the affected student to actually possess a characteristic that is a basis for the harassment, intimidation, or bullying. “Other distinguishing characteristics” can include but are not limited to: physical appearance, clothing or other apparel, socioeconomic status, and weight.

“Intentional acts” refers to the individual’s choice to engage in the act rather than the ultimate impact of the action(s). Behaviors/Expressions Harassment, intimidation or bullying can take many forms including, but not limited to: slurs, rumors, jokes, innuendos, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks, threats, or other written, oral, physical or electronically transmitted messages or images. This policy is not intended to prohibit expression of religious, philosophical, or political views, provided that the expression does not substantially disrupt the educational environment. Many behaviors that do not rise to the level of harassment, intimidation or bullying may still be prohibited by other district policies or building, classroom, or program rules. Training This policy is a component of the district’s responsibility to create and maintain a safe, civil, respectful and inclusive learning community and shall be implemented in conjunction with comprehensive training of staff and volunteers. Prevention The district will provide students with strategies aimed at preventing harassment, intimidation and bullying. In its efforts to train students, the district will seek partnerships with families, law enforcement and other community agencies. Interventions Interventions are designed to remediate the impact on the targeted student(s) and others impacted by the violation, to change the behavior of the perpetrator, and to restore a positive school climate. The district will consider the frequency of incidents, developmental age of the student, and severity of the conduct in determining intervention strategies. Interventions will range from counseling, correcting behavior and discipline, to law enforcement referrals. Retaliation/False Allegations

Retaliation is prohibited and will result in appropriate discipline. It is a violation of this policy to threaten or harm someone for reporting harassment, intimidation, or bullying. It is also a violation of district policy to knowingly report false allegations of harassment, intimidation, and bullying. Students or employees will not be disciplined for making a report in good faith. However, persons found to knowingly report or corroborate false allegations will be subject to appropriate discipline. Compliance Officer The superintendent will appoint a compliance officer as the primary district contact to receive copies of all formal and informal complaints and ensure policy implementation. The name and contact information for the compliance officer will be communicated throughout the district. The compliance officer is Bryan Keatley, who may be reached at 360-501-2920 or [email protected]. The superintendent is authorized to direct the implementation of procedures addressing the elements of this policy. ​Rental of Musical Instruments The district purchases only those instruments which, because of cost and/or unsuitability as a solo instrument, are not likely to be purchased by parents and yet are needed for full instrumentation of school music groups. Such instruments are rented with the fee used to help cover maintenance costs, except when the rental instrument is in addition to an instrument already owned or rented by the student.

Rental instruments shall be used only in preparation for and playing in school organizations. The user shall be responsible for any damage to the instrument which might occur while it is in his/her care. The superintendent establishes a rental fee for school-owned instruments.

The district will take prompt, equitable and remedial action within its authority on reports, complaints and grievances alleging sexual harassment that comes to the attention of the district, either formally or informally. Allegations of criminal misconduct will be reported to law enforcement and suspected child abuse will be reported to law enforcement or Child Protective Services. Engaging in sexual harassment will result in appropriate discipline or other appropriate sanctions against offending students, staff and contractors. Anyone else who engages in sexual harassment on school property or at school activities will have access to school property and activities restricted, as appropriate. All staff members are responsible for receiving informal complaints and reports of sexual harassment and informing appropriate district personnel of the complaint or report for investigation and resolution. All staff members are also responsible for directing complainants to the formal complaint process.
