[email protected] November 10, 2016 To: All Interested Contractors Project Location: 07299 Maple Creek Road Westlake, OR 97493 Regarding: Riparian Planting Services for the District’s Grant Creek Stream and Wetland Restoration Project The Siuslaw Soil and Water Conservation District is currently seeking licensed contractors to implement the riparian planting portion of our Grant Creek Stream and Wetland Restoration Project. The deadline for bid submissions is November 28, 2016. The preferred time to begin implementation is immediately after the stated bid submission deadline. Project components include but are not limited to:
Site Preparation of All Planting Areas: Gas powered equipment (brushers) are preferred to site prepare these areas, completely down to top soil, as specified and agreed upon in advance by the Project Manager. *Reference the “Grant Creek Treatment Map.”
Live Willow Stake Collection: Up to 17,500 large willow stakes (~5-6 feet long, ~1 or more inches in diameter) are required for project implementation and will need to be collected at the willow source areas identified and transported to the project area. All of the willow source areas are within 2.25-7.25 miles of the project area. *Reference the “Lower Maple Creek Willow Source Area Map” and the “Lower Fiddle Creek Willow Source Area Map.”
Riparian Planting of Zones A and B: These areas will be planted with ~17,200 large willow stakes (~5-6 feet long, ~1 or more inches in diameter) previously collected by the selected contractor from the willow source areas identified. Stakes will be planted in rows spaced ~5 feet apart, with ~2 foot spacing between stakes planted within each row. Stakes will be required to be planted a minimum of ~2/3’s their total length or more, into the ground (example: stake ~6 feet in total length, ~4 feet of stake within the soil, leaving ~2 feet of stake exposed above the ground). *Reference the “Grant Creek Treatment Map.”
Riparian Planting of Zone C: The riparian planting area immediately adjacent to the West Tributary (~120 feet in length and ~26 feet wide) will be planted with ~300 large willow stakes (~5-6 feet long, ~1 or more inches in diameter) previously collected by the selected contractor from the willow source areas identified. Stakes will be planted in rows spaced ~5 feet apart, with ~2 foot spacing between stakes planted within each row. Stakes will be required to be planted a minimum of ~2/3’s their total length or more, into the ground (example: stake ~6 feet in total length, ~4 feet of stake within the soil, leaving ~2 feet of stake exposed above the ground). The remaining floodplain of this zone (~120 feet in length and ~84 feet wide) will be planted with ~2,520 wetland plants (10 cubic inch plugs or larger) on a 2 foot grid pattern. The District will provide all of the wetland plants required for implementation.*Reference the “Grant Creek Treatment Map.”
Special Note: There may be opportunities for additional work to be provided, in which case the cost will be mutually agreed upon in advance, by the selected contractor and the Project Manager. Conservation – Education – Local Leadership
Contractors will be responsible for the following: Coordinating with the Project Manager (Seth Mead, District Watershed Conservationist) and the associated landowners during the length of the project. Providing all necessary labor and equipment to fulfill the job requirements. Providing documentation of current contractor’s license and work man’s comp insurance prior to beginning any services. To perform specified work associated with the Grant Creek Stream and Wetland Restoration Project, as instructed by the Project Manager. To be considered, bid totals need to be broke down in the following format: Site Preparation: Cost per man hour=$? o Example: Cost per man hour= $25 per man hour. Collection of Willow Stakes: Cost per stake collected=$? o Example: Cost per stake collected= $.50 per stake collected. Planting of Willow Stakes: Cost per stake planted=$? o Example: Cost per stake planted= $.50 per stake planted. Planting of Wetland Plants: Cost per plant planted=$? o Example: Cost per plant planted= $.50 per plant planted. To be considered, please provide the following additional information: When will you begin? How many crew members do you anticipate utilizing? How long do you believe it will take to fully implement? References (prior experience of specific skills (including but not limited to site preparation, willow stake collection, willow stake planting, and wetland plant planting) are preferred). Submit bids via standard mail, fax, or email. Complete bids need to be received by the District on or before November 28, 2016 to be considered. The District will make a decision and notify the selected contractor shortly after the closing date stated above.
