In the circumstancesexplained in your Railway's letters quoted above, the matter has been examined and it is clarified that Board's instruetions dated 18.03.2014still hol&good. The backgroundleadingto issueof Board's letter dated 18.03.2014is that as per University Grants Commission'sletter dated 3I.01.2014, erstwhile DEC had accorded programme wise recognition to Vinayaka Missions University, Salem on the basis of recommendationsof the expert committee of UGC-AICTE-DEC for a period of three years from academic year 20Il-I2 to 2013-14. However, Diploma in Health & Sanitary Inspection was not there in the list of recognized programmes (copy attached). Further, the intention of issuing Board's instructions dated 28.08.2014was only to restrict the delays in finalising referencesfrom field/RRB on the issue of qualification, as it were to be referred to the nodal department of Government of India which hardly responded in time leadingto non-finalisationof panelsetc. Therefore, further 2. administration.
