The underslgned.is dlrected to refer to this Departmentt OM No. 42|L3|ZOL2-P&PW(G) dated ZndMay,2013on the subjectmentionedaboveand to that President is pleasedto decidethat the DearnessRelief(DR) payableto state the pensionersshall be enhancedfrom the Central Governmentpensioners/family o/o existlngrate of 80 to 90o/o w.e.f. l$July,2013. 2. Theseorders apply to (i) All CivilianCentralGovernmentPensioners/Family (li) The ArmedForcesPensioners, Pensioners paid out of the Defence CivillanPensloners (iv) RailwayPensioners ServiceEstimates,(lai)All India ServicePensioners and (v) The Burma Clvlllan pensioners/familypensionersand penslonersfamlliesof dlsplaced pensionersfrom Pakistan,who are Indian Natlonalsbut receivingpension Government on behalfof Governmentof Pakistanand are in receiptof ad-hocex-gratlaallowance of Rs. 35001- p.m. In terms of this Department'sOM No. 23|L|97-P&PW(B) dated 23.2.1998 readwith this Department's oM No.z3/3naa$-p&pw(B) dated15.9.2008. 3. Central GovernmentEmployeeswho had drawn lump sum amount on absorptionin a PSU/Autonomous bodyand havebecomeeligibleto restorationof 1/3'd commutedportionof pensionas well as revisionof the restoredamountIn termsof this DepartmenfsOM No. a/59/97-P&PW (D) dated14.07.1998will also be entitledto the paymentof DR@ 90Yow.e.f.1.7.2013on full pensionl.e. the revisedpensionwhichthe absorbedemployeewould have receivedon the date of restorationhad he not drawn lump sum Paymenton absorptlonand DearnessPensionsubJectto fulfillmentof the conditlonslald down in para 5 of the O.M. dated 14.07.98. In this connectlon, instructions containedIn this Department's OM No.al29lg9-p&pw(D) dated.12.7.2000 refer.

-z5' Other provisions governing grant of DR in respect of employed family pensionersand re-employedCentral GovernmentPensionerswill be regulated In accordance wlth the provlsionscontainedin thls DepartmenfsOM No. 45173197-P&PW (G) dated 2.7.1999 as amendedvide this Department'sOM No. F. No. 38/88/2008P&PW(G) dated 9s July, 2009. The provisionsrelatingto regulationof DR where a pensloner is in recelptof morethanonepenslon, will remainunchanged. In the caseof retiredJudgesof the SupremeCourtand HighCourts,necessary 6. orderswill be issuedby the Departmentof lusticeseparately. 7. It will be the responsibllity of the pensiondisbursingauthorities,Includingthe nationalizedbanks, etc. to calculatethe quantum of DR payablein each individual case. 8. The offtces of AccountantGeneraland AuthorisedPubllcSector Banksare requestedto arrange payment of relief to pensionersetc. on the basis of these instructions withoutwaitingfor anyfurtherinstructionsfrom the ComptrollerandAudttor Generalof India and the ReserveBankof India in view of letter No. 528-TA,II/34-g0-lI dated 231041L981 of the Comptrollerand Auditor Generalof India addressedto all AccountantGeneralsand ReserveBankof India circular No. GANBNo. 2g5g/GA-64(il) (CGL)/81datedthe 21$ May, 1981addressed to StateBankof India and its subsidiaries andall Nationalised Banks. 9. In their applicationto the pensionersfamily belongingto Indlan .penslonens AuditandAccountsDepartment,theseordersissueafter consultationwlth the C&AG. 10. Thls issues wlth the concurrenceof Mlnistry of Finance, Departmentof Expenditure conveyedvide their oM No. 1(4)/EV/2004 dt. 01stoct, 2013. 11.
