Kind attention of Railway Board is invited to NFIR's letter of even no. dated 2411112017 (copy enclosed). Federation also invites Railway Board's attention to the clarificatory instructions issued vide Board's letter dated 2310212010(clarification issued on Item No. iv) clearly statesthat the incentive payment should be decided on the basis of the post/desigrrationheld by the employee. While this clarification is in vogue since severalyears, the Railway Board's decision vide letter dated 3010812017 restricting the payment of PCO Allowance at the revised rates to the SSEsin Level 7 in the 7d'CPC Pay Matrix at the rate of 60/oof Basic Pay and non-supervisorystaff/JuniorEngineersupto Level 6 in the Pay Matrix @ 12% of Basic Pay is unjustified. All those SSEs and JEs working in the Production Control Organizationsare required to be allowed paymentof PCO Allowance irrespectiveof their pay level as the said palanenthas been decided on the basis of post/designationheld by the employee.Attention is also invited to "second clarification" issued by Railway Board vide letter dated 2710712010for kind appreciation NFIR, therefore,requeststhe Railway Board to expediteaction for restoringthe PCO Allowance with retrospectiveeffect to SSEs and JEs in terms of Board' s clarification issued vide letter dated 23I 0212010 and27I 07I 2010.
