The undersignedis directedto referto lettersofFederationsunderreferenceon the subject issue and to state that with a view te examine / processthe issue further, data of postsof medicalLab staff as in operationsin variousRailwayHospitalshavebeencalledfor The 7th and the issuehas beengone into in consultationwith other concerneddirectorates. have taken cognizance of para report 7.7.29-7.7.31 of their CentralPay Commissionvide restructuringof Laboratory staff of various Central GovernmentHospitals and have observedthat " The approach of this Commissionis to bring about uniftrmity in the entry level qualffications, nomenclaturesand pay scales while dealing with cadres with similar job contentand responsibilily acrossorganisations. The cadre of Laboratory Staffpresents a -fit case for such harmonization. A.ccordingly, the Commission i,ecommendsthat administt'ativeministries take appropriate stepsfor aligning the laboratory staffunder their respectiveju'isdictions on the lines reflected in the above table." The restructuringwould entail changein the recruitmentqualifications/ eligibility conditions for promotion which may result in certain staff presently eligible for appointment/promotion to higher gradein existing set up not remqlningeligible for suchappointment/promotion.

While it may be desirableto phaseout the gradeof Lab Attendantin Gp Rs.lg0g, the entry scaleRs.2800requiresminimum entry qualificationwhich presentincumbents may not possess.
(iv)
Creationof Gazettedpostsmay upsetexistingrelativitiesacrossthe cadres.
It is iequestedthat theseaspectsand their implicationsmay be consideredby the Federationsand commentsregardingaceeptanceor otherwiseof the changesthat will come into effect as a result of the changedcadrestructureproposed, may kindly be communicated on priority to enablefurtherconsideration/processing. ^ ^
