The Federation is disappointed to note that the Railway Board have since issued cadre restructuringordersfor IT staff working in the Zonal Railways/ProductionUnits vide Board's letter dated at the ratio of 67:33 in GP 4600/tevel 7 and GP 4200lPay giving effect from 01,10412017 1810412017, from Novembet l, 2013. Irvel 6 respectivelyinsteadwith effect 2.
In this connection,NFIR placesbelow the following points for reviewing the decision:(a) The Federationhad, during discussions,categoricallypointed out that the cadrerestructuringfor IT staff should be given effect from 1" November 2013 as was done in the case of Technical Supervisorsvide Board's letter dated0811012013. (b) It needsto be appreciatedthat pursuantto the revision of staffing pattern of EDP Centresstaff, the designationsof IT staff have been revised to fhat of Jr. Engineer(IT) and SSE (IT) GP 4200 & GP 4600 respectively.Thus they have been treated at par with Technical Supervisorsin the Railways. oC' cadreshas been decided (c) Traditionally, the cadre restructuring exercise of various Group through bilateral agreements.But in the instant caseof JE (IT) & SSE (IT), the Railway Board instead l" November 2013.The decision of has arbitrarily decidedthe date of effect 0110412017 and discriminatory. is totallyunjust Railway Board (d) Attention of Railway Board is also invited to the record note of discussionsheld by the Board wherein it was clearly emphasizedthat the date of effect as with the Federationson 1810712014 cadrerestructuringshouldbe from 0lll1l20I3 as was done in the caseof TechnicalSupervisors. il2il (f1 The healthy traditions and conventionsbuilt over a period of time for working towards arriving at cadre restructuring agreementsshould not be disturbed to deny legitimate benefit to the staff. Federationis of the view that this is a classic example wherein the Board have taken U-turn by not giving upgradationbenefit w.e.f. 01/1112013,causing disappointmentand frustration among IT staff. 'C' cadreswere Board may also kindly appreciatethat the restructuring exercisein all Group 3. carried outjointly, agreementsreachedand consequentlyorders were issuedin the year 1993,2003 and 20 13. But rudly, ih" iase of IT Staff has beenprocrastinatedfor over three years. The delay on the part of the Railway Board.in finalizing cadre restructuring should not result in under-mining the entitlement w.e.f. 1" November, 2073 to this small category. 4. Federationalso does not agree with surrenderof all vacant posts without realistically assessing the workload content. This needs to be debated further and in this context Federationinvites Board's attention to its commitment vide record note of discussionsdated 18/0712014and Board's letter No. to FA & CAOs of ZonalRailways/PUs. 2007IAC-WCCI37l4-Yol.tr dated2310712014 NFIR, therefore,urges upon the Railway Board (MS & FC) to kindly appreciatethe above facts and review the casefor granting restructuringbenefit to IT Staff w.e.f. 01/1112013for ensuringequitable justice.
