Respondingto the proposalreceivedvide RailwayBoard'sletterdated2410312015, NFIR vide letters dated 2610312015 & 3110312015 furnished detailed commentson ths draft report of the Committee of IT cadre for both non-gazetted& gazettedcadres.Consequently,Railway Board vide letter No. 2016/AC-II (CCy3719dated1810412017 issuedhalf-bakedand erroneous orders in respect of non-gazetted IT cadres, the same have been disputed by NFIR as communicatedto the Board vide Federation'sletter dated 08lLIl20I7. There is, however, no responseto Federation'scommunicationwhile at the sametime, no progresshas been apprised to the Federation in respect of IT Gazettedcadre restructuring, as a result there is all round discontentmentand fiustration among IT staff (Gazetted and ,Non-Gazetted)throughout the Indian Railways. The recommendations of 7tr CPC (ytara7.7.21& 7.7.22)whereinmodel cadrestructure of EDP staff with their placementin the pay was also brought to the notice of Railway Board vide NFIRos letter of even no. dated llll2l20I7 to revisit the instructionsand draw structure which is more in tune with the current technology, unfortunately Federationis yet to receive Board's response.Pursuantto the recommendations of 7^ CPC, the.DoP&T have called for detailedcommentsfrom the Ministries/Departments vide OM dated17mOctobe42016,but what information has been sentby the Railway Ministry, is not known to the Federationas no copy of communicationhasbeenmadeavailableto us to considerfor making availableadditionalinputs. Further to above, Federationdesiresto mention that the EDs' Committeeconstitutedby the Railway Board has also recommendedplacementof 15Yoof JA Gradepostsof IT cadre in GP Rs. 8700 i.e. selectionGrade and also recommend ed 64 JA Gradeport, on the Zones & ProductionUnits, chargeableto 'Revenue'againstonly 4 postspresentlyavailableon IR. (one on S.C. Railway & 03 on ICF). At the sametime, NFIR's suggestionfoi provisionof one SAG post in each Zonal Railway & Production Unit, needsto be acceptedto have better control and for improving efficiency, taking into consideration the technological advancement/changes alreadytaken place. The ICF being the biggest ProductionUnit of Intlian Railways, deserves to be provided withatleast 26 posts on par with RCF, Kapurthala. NFIR, therefore, requests the Railway Board to kindly consider points mentioned in Federation'scommunications,cited under referenceas well meniionedabove,and take action for cadrerestructuringand upgradationat the earliest.
