Responding to the cadre restructuring instructions issued vide Board's order RBA 45/2017dated 18/0412017, (copy enclosed)conveyed the NFIR vide its letter dated2010412017 to the Railway Board that the said order is unjust, discriminatory and arbitrary and therefore demandedreview and modification of the decision. Federation also places below additional points which should hopefully compel the Railway Board to appreciateand admit that its decisionis illogical and unprincipled. 1. One of the grave injustices done to IT cadrethrough Board's order dated I8lO4l2Ot7 is that the Cadre Restructuringhas been allowed on the basis of operationalstrength on 0l/04/2017, insteadsanctionedstrengthas on 3111012013 while in the caseof all other Group 'C' cadresthe sanctionedstrengthas on 31/1012013 was takenand benefitgranted with effect from 01/1ll20l3.In all past casesof cadrerestructuringbilateral agreements were reachedafter in-depth discussionsand accordinglyordersissued.In the instantcase, the Board never cared to work towards such conclusion. Our discussionsand letters would reveal that 67 : 33 ratio was re-emphasizedat par with JEs/SSEswith effect from ol/t 1t2013. 2.
