The Statisticaland Traffic CostingWings onZonal Railwaysplay very crucial role at top management's level not only to overseesuccessfulimplementationof policies but also assistin providingvaluablein-puts for shapingfuture policies.Over the periods,it has beennoticedthat the Statisticaland Traffic CostingWings are not given due preferencewhich they deserveeven though the data collected and compiled by these wings is useful for taking decisionsat the highestlevel. No social or economicpolicy can be derived and implementedwithout the data collectedand compiledperfectlyby the StatisticalDepartment. While performing the duties of collection and compilation of data by the Statistical Departmentcertain"deficiencieshave been noticed as a result of study conductedby NFIR's affiliate(SCRESangh).The Federationaccordinglyplacesbelow suggestions:o The Statisticalsectionsworking on the ZonalRailways(in Hd. Qrs. & Divisions) havea meagerstaff strengthunderthe supervisionof a Chief OS (GP 4600/-,PB-2). In addition, there are Statisticallnspectorsin the apex level of Group'C' (GP 46001-,PB-2). These staff are supportedby Office Superintendant and StatisticalInspector(GP 42001-,PB-2), Sr. Clerk(cP 2800/-,PB-l) andJr. Clerk(GP 1900/-,PB-l). The strengthof the support staff is grossly inadequatein all the Zonesas majority o f posts have.beensu.rrendered without caring the important assignmentsexpectedto be handledby the Statisticaland Traffic CostingWings of the Zonal Railways. o To managethe Statisticaland Traffic Costingjobs efficiently,freshrecruitmentshouldbe madefrom Open Market wherethe candidatespossessing professionalqualificationand proficiencyin the costaccountingcanbe inducted. The man power in the Statistical and Traffic Costing Wings needs to be strengthenedsuitably both in the Head Quarters and Divisions to ensure quality output. o The Statistical& Compilation rying is normally mannedby TWO Gazettedofficers (One Senior'Scaleand One iunior Scalelin gazetted-set up. The Gazettedpost of Statistical& Analysis Officer (Sr. Scale) is being mannedby offi cersfrom Commercial/Operating Departments. The Group 'B' Gazettedpost of AssistantStatistical& AnalysisOfficer is being filled from lower gradestaff from the Cadre. Thereis no furtherpromotionalprospectsfrom Group 'B' (gazetted)to Sr. Scaleand it is from the positionof previousyearsthat the staff olncebecameAS&AO (Group l!:..*:9 'B') will have to stagnatefor more than 15 to 18 years in the samepost and retire on superannuation sincethere is no further channelof promotion.Thereiore,the Assistant Statisticaland Analysis officer shouldbe providedpromotion avenueto Sr. Scaleafter servingfour years. Cadrerestructureshould be createdfor ensuringadequatepromotionalopportunities to the officers working as Assistant Statistical and Analysis Officer (Jr. Scale) and Statisticaland Analysis Officer (Sr. Scale)to removethe presentstagnation and equally attracttalentedoffi cials. o
The EDP Centresworking on the Zonesand Divisions shouldbe augmented with young and efficientJEISSEwith IT qualificationsand may be linked witf, the Statistical and Traffic Costing Cells working on the Zones and Divisions for better coordination and improvedoutput.
