Sr,rb. : Restructurineof Group'C RPF/RPSE staff. {C.gmbatised} The Ministryof Railways havehad underreviewcadresof Group'C' staff of RailwayProtection (RPF) Force and RailwayProtectionSpecialForce{RPSF) with a view to strengthenand rationalize the staffing pattern in these forces. As a result of the review undertakenon the basisof functional, operational andadministrative requirernents, it hasbeendecidedwith the approvalof the President that the Group 'C' Combatisedstaff of RPF/RPSF shouldbe restructuredin accordance with the revised percentages indicatedin the enclosedAnnexure. While implementingthese orders the following instructions shouldbe carefullyand strictlyadheredto : Date of effect

The restructuringof the cadres will be with referenceto the sanctionedcadre strength as on Ot-04-2077. Staff who will be placedin highergradepay as a resultof implementation of these orderswill accordingly draw pay in the respective highergradesw.e.f A1r-A4-ZAfi.The benefit of restructuringwill be restrictedto the personswho are workingin a partlcularcadrer:n the crrt-off-dare !.e. oL-o4-2017.

Applicability

Theseorderswill be applicableto the permanentregularcadresand will excludesurplus& supernum€rary posts. Thosetemporaryposts that are in operationfor atleastthree yearsmay alsobe taken into accountfor the purposeof applyingrevisedpercentage.Thiswill be subjectto certification that thesepostsaremeant.forregularactivities whichwill continueandnot for anysporadicadhocrequirements.

In caseswhere percentages havebeen reducedin the lowergradeand no additionalpost becomesavailableas a resultof restructuring, the existing vacancieson 01.04-20!7 should be filled up by normal selectionprocedure.

Directrecruitmentpercentages will not be applicable to the additional postsarisingout of these restructuringorders as on the date of effect. The direct recruitmentpercentagewill apply for normal vacancies arisingon or after the date followingthe date of effect i.e. at-04-20!7, The direct reguitment quota as existingprior to:the date of effect,will continueto be maintained

Employees who retire/resign/expireor become medically decategorisedin between the period from the date of effect of these orders to the date of actualimplementationof these orders,will be eligiblefor the fixationbenefitsand arrearsunder these ordersw.e.f date of effect i.e. 01-04-20!7, if they are otherwise eligiblefor the saidbenefit.

Extantinstructionsfor D&A/Vigilance clearancewill be applicablefor effecting promotions under these orders with referenceto date of effect ofthese orders.

10. The administrationshouldtake stepsto pin-pointthe additionalposts arisingout of this restructuringas per administrativerequirements. This should be done in consultation with the chief. securitv commissioners of the ZonalRailways. However,in those caseswhere due to pin-pointingof posts staff is requiredto join duties in the upgradedposts at a different station,such staff may be allowed the benefit of upgradation/promotion on "as is where is basis,,for the time beingand allowedto join the pin-pointedpost at the new station within six months.time from the date of issueof promotion order, subjectto the satisfaction of chief securitycommissioneron merit in eachcase. ..........4/-

Such of the Staff as had refused promotion before issr.feof these orders and stand debarredfor promotion may be consideredfor promotion, in relaxation of the extant provisions as a one time exception, if they indicate in writing that they are willing to be consideredfor suchpromotionagainstthe vacanciesexistingon date of effect i.e. 01-04-2017and ar,isingdue to restructuringon the date. arisingafterthe This relaxationwill not be applicableto the vacancies date of effect i.e.O1-04-2017.

Entire scheme of restructuring is to be a self-financing and expenditure neutral proposition. Financialimplicationsshould be worked out taking into account mid-valueof pay structure (level)as per pay matrix notified vide Part ?' of Ministry of RailwaysGazette Notificationdated 28.07.20t6 {RBENo. 9O/2AL6\with the Dearness Allowanceas applicableon date of effect of these orders.

After working out the financialimplications,the matchingsavings shouldnormallybe effectedfrom the lowest grade (Constablein lgvel3) in the cadre itself, Whereverit is not found possibleto do so from the cadre itself, the matching savings can be arranged from the Departmentat the divisional/zonal level. Care may be taken before grade posts, if any, that such surrenderwill not surrenderinghigher affect promotionalprospectsof feeder grades. However,in any case, before restructuring the cadre of RPF/RPSFas per the revised percentagedistribution of posts, mltching savingswill have to be ensured. While effecting surrender of posts of equivalent financial value,only existingvacantpostsavailableon the date of effect should be considered for the purpose of off-setting the cost of restructuring/financialeffects of restructuring. There would be no restructuring without matching savingsby surrender of posts.
