Kind attention is invited to the instructions issued by the Railway Board vide letter dated 1.810412017 (RBA 45i20I7)wherein orders have been issued for cadre restructuring of staff working in the IT Cadre on Indian Railways with referenceto the demandraisedby the Federation(DC/JCM Item No. 1812007). conveyed its strong protest h this connection,NFIR vide its letters dated 2010412017and 0110512017 against the said order which is unjust, discriminatory and arbitrary. The Federation is disappointed to note that the Railway Board have since issued cadre restructuring orders for IT staffworking in tbe Zonal RailwayslProduction Units vide Board's letter dated 18/04/2077, gwing effect &om 01/04/2017 at the ratio of 67:33 in GP 4600/Level 7 and GP 4200/Pay Irvel 6 respectively instead with effect from Novemb a 1, 2013. 2.

kl this connection,NFIR placesbelow tlie following points for revieli'ing the decision:(a) The Federation had, during discussions, categoricallypointed out that the cadre restructuri:rg for IT staff sbould be given effect from 1$ November 2013 as was done in the ease of Technisal . Supenrisorsvide Board's letter dated08/10/20i3. (b) It needs to be appreciated that pusuant to the revision ofstaffng pattem of ED? Centres stafl the designations of fI staffbave been revised to that of Jr. Engineer gI') and SSE (IT) GP 4200 & GP 4600 respectively. Thus they have been tealed at par with Techirical Supervisorsin the Railways. 'C' cadres has been decided (c) Traditionally, the cadre restructuring exercise of various Group through bilateral agreements.But in the instant case of JE (n) & SSE (IT), the Railway Board has arbitrarily decided the date of effect 01/04/2017insteadl't November2013. The decisionof Railway Board is totaily unjust and discriminatory. (d) Attention of Railway Board is also invited to the record note of discussionsheld by the Board with the Federations on 18/07/2014 u'herein it was clearly emphasizedthat the date of effect as cadre restructuringshould be from 0l/ll/20l3 aswas donein the caseof TechnicalSupervisors. (e) The Federationfeels that the Board have done injustice to this small cadrewith an intention to save a few lalhs of rupeeswbich is reallv sad. Contd.Page...2
