1. The Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) toward the cost of Health Human Resources Sector Development Program, and it intends to apply part of the proceeds of this loan to payments for package EQ 22: Practice Equipment for Odonto Lab for Health Professional Training Facilities. 2. Note: Bidders are only allowed to bid on the whole package. 3. International competitive bidding will be conducted in accordance with ADB’s single stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries. Interested eligible Bidders, who are qualified with: a) Financial capacity: Soundness of the Bidder’s financial position showing long-term profitability demonstration for the last three years (since 2011-2013). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. b) Contractual experience: Minimum two (2) successfully completed, as main suppliers within the last three (3) years, with minimum value of 500,000 USD, nature and complexity of this contract should be comparable to the contract to be let. c) Litigation history: All pending claims, arbitration, or other litigation shall represent in total not more than fifty percent of the Bidder’s net worth may obtain further information from Project Management Unit of Health Human Resources Sector Development Program, Ministry of Health and inspect the Bidding Document at the address given below, from 08:00 on 29 October 2014 to 14:00 on 15 December 2014 (local time). 4. The Bidding Document, in English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 4,000,000VND or 200USD plus 75USD of delivery to overseas. The method of payment will be in cash or bank transfer to the account below (transfer fee to the Purchaser’s account to be paid by the Bidder). The bidding document may be delivered by courier. No liability will be accepted for loss or late delivery. 5. Bids must be delivered to the address below on or before 15 December 2014, 14:00 hours (local time). All Bids must be accompanied by a Bid Security as specified in the bidding document.
6. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below on 15 December 2014, at 14:30 hours (local time). 7. The Project Management Unit of Health Human Resources Sector Development Program, Ministry of Health will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 8.
In the comparison of Bids, domestic preference scheme will not apply.
