MINISTRY ORDER NO. fc-4 77^ j May 30, 1979 SUBJECT:

Delegation of Authority to sign & review Official Papers and communications in the Office of Local Government Finance -

In the interest of the service and in order to expedite action on official matters assigned to the different Divisions of the Office of Local Government Finance, the authority to sign official papers and communications are hereby delegated as follows: A. To the Division Chiefs 1.

Requests for comment and recommendation on queries, protests. on appointments of local treasury and assessment personnel, appeals from local tax ordinances or real property assessments, and other similar correspondence addressed to Provincial/City Treasurers and Assessors;

2.

Requests addressed to Provincial and City Treasurers and Assessors to submit supporting papers or such requirements necessary to complete sets of correspondence submitted to the Ministry for action;

3.

Referrals to the Provincial Treasurers of municipal tax ordinances for review;

4.

Certificates of appearances when on official business in Manila for a period not exceeding five (5) days of officials and employees below the rank of Assistant Provincial/City Treasurers or Assistant Provincial/City Assessors;

5.

Explanatory Memoranda accompanying official actions;

6.

Tracers/follow-up letters addressed to provincial and city treasurers and assessors;

"Isang Bansa,lsang Diwa"

7.

Requests for submittal of curriculum vitae and other pertinent papers of local treasury and assessment officials and employees;

8.

Transmittal of missent papers to Regional or local government offices;

9.

Telegrams requiring submittal of reports;

10.

Letters to the Regional Directors for Local Government Finance and Provincial Treasurers/Assessors transmitting copies of Ministry Orders, Circulars, Regulations and other administrative issuances for information, dissemination and compliance; and

11.

Time Cards of Division Personnel and reports of attendance.

For purposes hereof, the Division Chiefs or Heads of the Local Treasury Operations Division, the Real Property Assessment Division, the Local Tax Advisory Board and the Finance Field Operations Unit of the Office of Local Government Finance shall sign official correspondence pertaining to their respective divisions or units as follows: "By authority of the Minister:

B. To the Acting Assistant Director for Local Fiscal Operations - (Mr. Jesus I. Calleja, City Treasurer of Manila) 1.

Replies to queries and other correspondence reiterating Ministry Orders, Circulars, Opinions, rulings or administrative issuances already issued by the Minister of Finance;

3 2. Requests for comment and recommendation on official matters addressed to the Regional Directors for Local Government Finance; 3.. Confirmation or certification of appropriations for the local counterpart fund provided for in local government budgets for purposes of RA

No. 917, as amended; 4. Transmittal letters or indorsements to the local governments of requests for allowances, permission to teach, and other similar correspondence already authorized or approved by the Office of the President, the Ministry of Local Government and Community Development, the Civil Service Commission, and other national offices; 5. Actions regarding settlement of outstanding accounts of local governments with national lending institutions; 6. Requests for submission of records/dockets of administrative cases addressed to Provincial/ City Treasurers and Assessors; 7.

Referrals to the Regional Directors for Local Government Finance and/or Provincial/City Treasurers and Assessors requiring submittal of written explanation on administrative complaints, directing the institution of formal administrative charges, directing that the complaints be looked into and other related correspondence, involving local treasury and assessment officials and personnel;

8. Authority for local government personnel to take delivery of printed forms from national offices; and 9. Actions on requests of local treasury and assessment personnel for change of name and civil status. The Acting Assistant Director for Local Fiscal Operations shall sign the official correspondence referred to above in the following manner: "By authority of the Minister: JESUS I. - 4 In the absence of Mr. Calleja, the Acting Director, Office of Local Government Finance, shall sign the abovementioned correspondence. In addition, Mr. Calleja shall review all official correspondence/communications pertaining to administrative cases against local treasury and assessment officials and employees such as decisions, resolutions and other matters related thereto before the same are forwarded to the Office of the Deputy Minister for Administration or the Minister. C..

To the Acting Director, Office of Local Government Finance 1. Referrals of official correspondence to national officials below the rank of Deputy Minister; 2. Requests for appropriate action on official matters addressed to Regional Directors and Provincial/City Treasurers and Assessors; 3. Actions on applications for leaves of absences, official travel, certificates of settlement of local treasury and assessment officials and personnel delegated to the Regional Directors for Local Government Finance under Ministry Circular No. 23-78, dated July 26, 1978, but which are still received in the Ministry; 4. Designations of Municipal Treasurers as Collection Agents of the BIR, DBP, and other national agencies;

5. Certifications ad to theccompiance:_Ofttbe necessary requirements on the face of the appointments of local treasury and assessment officials and personnel;, 6. Actions on applications for leaves of absences of local treasury and assessment officials and personnel in excess of thirty (30) days, or those accompanied by requests for commutation of the money value of said leaves not delegated to the Regional Directors for Local government Finance; 7. Application for terminal leaves and retirements of local treasury and assessment officials and personnel; 8. Transmittal of appointments of local treasury and assessment personnel duly approved or being returned for compliance with certain requirements by the Civil Service Commission;

- 5 9. Notices of automatic retirement to Provincial/City Treasurers and Assessors; 10. Certificates of appearance of Provincial/ City Treasurers and Assessors, their respective Assistants and officials/ personnel of other local government offices; 11. Calls to meetings/conferences addressed to the Regional Directors for Local Government Finance and Provincial/City Treasurers and Assessors; 12. All other official papers or communications regularly assigned to Finance Service Chiefs not specifically mentioned herein; and 13. All other papers/communications not otherwise included in the enumerations herein made and which are not included among those to be signed by the Deputy Minister. The Acting Director shall sign the official correspondence referred to above in the following manner: "By authority of the Minister:

CARLOS (Finance Service Chief) Acting Director Office of Local Government Finance In the absence of the Acting Director, the Deputy Minister for Administration shall sign the above-mentioned correspondence. In addition, the Acting Director for Local Government Finance shall review all official correspondence/communications pertaining to local tax ordinances, local tax opinions or rulings, protests cases and other matters related thereto before the same are forwarded to the Office of the Deputy Minister for Administration or the Minister. All existing Ministry Orders, Circulars, directives and/or memoranda contrary to or inconsistent therewith are hereby amended or modified accordingly. This Order shall take effect dune 1, 1979.
