Pursuant to Section 2 of Presidential Decree No. 465, the Province of Oriental Mindoro is hereby reclassified as First Class, effective July 1, 1978, on the basis of its average annual income of P4,825,411.06 actually realized during the last four (4) consecutive fiscal years (1974-1977) as certified by the Commission on Audit under letter dated September 6, 1979. Furthermore, and considering that the former classification of said province is First Class-C, the same is hereby sub-classified as First Class-B, also effective July 1, 1978, on the basis of its ave

The foregoing classification and sub-classification shall be the basis for determining the maximum amounts expendable for salaries and wages, representation allowances, administrative aids and other statutory contributions in the adoption of the annual budgets, as well as the maximum salary rates of local government officials and employees in accordance with existing law and regulations.
