Procedures to be followed in the Selection and Promotion of Personnel in the Regional Offices (OLGF) under the Ministry.

Sec. I

Legal Basiss In accordance with the directive of the President under the provisions of Letter of Instructions No. 799, dated January 29, 1979 and as implemented by the Civil Service Commission in its Rules and Regulations Governing the Establishment of Selection and Promotion Boards under Memorandum Circular dated March 6, 1979, the herein procedures in the Selection and Promotion of personnel in the Regional Offices shall be followed by the different Selection/Promotion Boards established pursuant to Ministry Order No. 30-82 dated April 19, 1982 and as herein provided.

Sec. 2

Scope: The provisions of this Order shall apply to positions provided, or those that may be subsequently created, for the Regional Offices (OLGF) under this Ministry.

Sec. 3

Selection of Personnel in the different Regions: Selection and Promotion Boards of the different Regions shall act on, the recruitment for and promotion to, all positions below the Division Chief or equivalent and the Regional Director shall submit his recommendations together with supporting papers for consideration of the appointing authority. (See annexes I - iv)

Sec. 4

Procedures: On Recruitments a.

The Administrative officer or equivalent or someone duly designated as such, hereinafter referred to as Administrative Officer, shall provide all Heads of Division/Units with a list of new positions that may be filled by recruitment, reinstatement or reemployment together with the qualification requirements for each position.. -2 the said list as well as the existing vacant positions, the Heads of Division/Unit shall certify to the Administrative Officer as to the urgency of the position to be filled. Meanwhile, lists of vacancies together with the qualification requirements for each position shall be posted on the bulletin board, and within five (5) days therefrom interested parties may submit their information sheets to the Administrative Officer6 b.

The Administrative Officer shall conduct preliminary interview and screening of prospective applicants after which, he shall submit to the Selection Board a list of all applicants who meet the minimum requirements of the position to be filled considering all the documents.submitted by the Heads of Division/Unit and by the original (Annex II) applicants.

The Selection Board to be created by the Regional Director in an appropriate order, consisting of the Administrative Officer, the Civil Service Commission Representative and the Head of Organizational. Unit where vacancy is, shall proceed to evaluate the qualification of the applicants and determine their knowledge, skills and abilities. When deemed necessary, the Board shall conduct interviews and/or tests, reference checks of the applicants' work experience, school.records_and personal references..

The Selection Board shall determine en banc and recommend in smiting to the Regional Director the names. of at least three (3) applicants whom it considers best qualified for the vacancy together with the basis of the recommendation. The Regional Director, after assessing the merits of the recommendation of the Board, shall select the applicant he deems best qualified for the position and submits his recommendation to the appointing official :enclosing all pertinent papers including the corresponding appointment for appropriate action. (Annexes I - IV) The Action of the Regional Director shall immediately be published in the Bulletin board of the Regional Office concerned*

In the event the appointing authority disagrees with the said recommendation, he may select from among the candidates the person whom he deems best qualified for the position informing the Regional Director concerned accordingly for proper implementation.

3 On Promotions a.

In making promotions to any vacant positions whether in the first or second level, all employees within the Region who are qualified and competent shall be considered for promotion.

The Administrative Officer shall send a list of vacant as well as newly-created positions together with the qualification requirements for the positions to Heads of Division/Unit where the vacancies are, with a request that the names of their subordinates who meet the minimum requirements be indicated and their recommendees.be specified by them. Meanwhile, list of vacancies together with the qualification requirements for each position shall be posted on the bulletin board, and within five (5) days. therefrom interested parties may submit their information sheets to the Administrative Officers

The Administrative Officer after considering all the individual qualification of the candidates as well as documents submitted by the Heads of Division/Unit shall identify the employees within the organization who are deemed qualified And competent for promotion together with the incumbents of positions determined to be nextin-rank.

The Administrative Officer shall submit to the promotion Board the promotional line-up, which is a listing of all candidates for promotion to the vacancy using the required form. (Annex II) The names of those certified by the Administrative officer shall be posted on the bulletin board. However, any interested person who is competent and qualified but not so listed, may file an application with the Promotion Board for consideration within five (5) working days after publication of the list in the bulletin board*

The Promotion Board shall determine an bane and recommend in writing to the Regional Director the names of at least three (3) candidates whom it considers best qualified for the vacancy together with the basis of the recommendation. The Regional Director, after assessing the merits of the recommendation of the Board shall select the candidate.s:he deems best qualified for the position. Immediately thereafter, his action shall be published in the bulletin board of the Regional Office concerned and five (5) days from the publication thereof, he shall submit his recommendation to the appointing official enclosing all pertinent papers including the corresponding appointment for appropriate action. (Annexes I - IV)

In the event that the appointing authority disagrees with the said recommendation, he may select from among the candidates the person whom he deems beat qualified for the position. The choice of the appointing authority shall be communicated in writing to the Regional Director concerned. The latter shall cause a copy thereof to be posted in the bulletin board. Within five (5) days from receipt of said notice, the Regional Director shall submit the corresponding appointments to the Ministry for appropriate actions

Recommendations of Regional Directors for promotion to positions from Division Chief and above or its equivalent shall be evaluated by the Selection and Promotion Boards of the Ministry pursuant to Ministry Order No. 32-80 dated January 10, 1980.

In both cases, any person who feels aggrieved by the choice of the appointing authority may file a petition for reconsideration. If he is still not satisfied with the decision made by the appointing authority, he may file a protest with the Merit Systems Board of the Civil Service Commission. Appointments thus issued shall be subject to the outcome of the protest. All orders, circulars,; memoranda, regulations or other issuances contrary to or inconsistent herewith are hereby revoked and/or modified accordingly. This order takes effect immediately and all concerned shall be guided accordingly.
