Priorto implementation of the recommendations of 6thCPC,the Government of India vide DOP&T O.M. No. 2012912006-CSII dated25tn September2006 had issued instructions to upgradethe postsof Assistants and PersonalAssistirnts from Rs.5500(5'nCpC). 9000to Rs.6500-10500 Obviously, this decision was required to be implementedin the categoryof Stenographers in scaleRs. 5500-9000(Gr II) working in the Zonal Railwaysand Production Units maintaining parity. Unfortunatelynon-implementation of the , decisionhaswidenedthe existingdisparityand hasincreased dis-satisfaction amons Stenographers overthe lR.

Consequentto the implementationof the recommendations of 6thCPC as circulated by the Government of India Ministry of Finance under Extraordinary Gazette IGSR622(E)]dated29thAugust2008(Item l/II of Page45) the V CPC grud.r of the categories of staff working as HeadClerk/Assistants/Steno Gr ll or equivalentin 5th cPC pay scalesRs. 4500-7000& 5000-8000have beenimprovedto Vth cpc pay scaleRs.6500-10500and have been allottedGP 4200 in PB-2, pursuantto the modificationsby the Government.It is clearthat the Stenographer in GP 4200+pB-2 hasbeennamedas Stenographer Gr II.

Federationis disappointedto note that the Railway Board while issuing list of designations(provisionally)in Group 'C' categoriesof staff vide letter dated 1410912010 diluted the designationof StenographerGP 4200+PB-2as Gr I for implementation over IR, which is unjustified. Contd.Page...2

//2/t NFIR is surprised to note that the authorities on Northern Railway vide notice na.752E/4/Re-design/EIIIBdated rcA9/2015(copy enclosed)have revisedthe designationsof Stenographers category merging Stenographers Gr II (5500-9000/5thCPC) and Cbnfidential AssistantsGr. I (Rs. 5000-8000)in PB-2 + GP 4200 and re-designatingStenographer Gr I i.e. diluting from Gr II. A copy of the noticeis enclosedfor reference. The positionbroughtout aboveshowsthat the dilution of the designationof Stenographer Gr II as Gr I is in violation of the decision circulated by the Ministry of Finance (Government of India),causingharmto this category. NFIR, therefore,requeststhe Railway Board to revise the designationof Stenographer Gr I to Gr II in conformity with the designationcirculatedby the Governmentof India and grant consequential benefits.A copy of the instructionsissuedmay be endorsedto the Federation.
