In continuationof NFIR's letter of even no. dated 0810112018, the Federation desiresto convey that the Hon'ble SupremeCourt ISLP (C) Diary No.(s) 37460120171 has given clear order to the Railway Ministry to revisit the Scheme(LARSGESS)and takeconsciousdecisionwithin a periodof six weeks. In this connection,NFIR desiresto remindthe Railway Board that pursuantto the National Safety Seminarheld at New Delhi on l2'hll3'h July, 2003 and conclusions arrivedat in the said Seminar,the Railway Ministry havevery deeplyexaminedall safety aspectsof Railwaysand role of safetycategoriesstaff and had formulatedpolicy namely "safety RelatedRetirementScheme"vide Board'sletterdated02ndJanuary2004. Taking into account the experiencegained since January 2004 onwards,the Scheme(SRRS) was further reviewed and "LARSGESS" has been introducedvide Board's letter dated I l'h September,2010 with certain amendmentsto its earlier letter dated02ndJanuary2004.The Railway Board have further reviewedand covereda few moresafetycategoriesunderthe LARSGESS. As the Schemehas beenaimedat public safetyand safetyof Railway employees perform crucial safety related duties, the Schemeneedsto be continuedand further improvedduly addingthe importantcategories(StationMastersetc). , Contd.Pase...2

Sincethe Hon'ble SupremeCourt gave clearanceto the Railway Ministry to take consciousdecision,we trust that the Railway Board(CRB, MS) will take decisionfor not only safe-guarding_and retainingthe existingLARSbESS but also coveringa few more safety categories.In this connection,Fedeiationinvites kind attentionof the Railway (cRB, MS) to the minutesof safetymeetingheld by the Member Staff with the logd Federations on 25thAugust 2009 as a follow up of rieeting held betweenthe Hon,ble MR and the Federations/Associations on 24/081t00gwherein, vide Item 2 (6) following decisionwastaken:"Safefy Related Voluntary Retirement Schemeneeds to be modified and more categorieslike ASM and Techniciansbe includedin the Scheme,, NFIR also requeststhe Railway Board to kindly alrange to withdraw Board,s letter dated2711012017 to facilitatetheGMs to appointwards of Safetystaffwho have alreadybeenselectedwithout further delay.The Federation further requeststhat pending frnalizationof consciousdecision,the GMs may kindly be advisedto'proceedaheadfor implementing the LARSGESS.
