Thank you for the reply, Mr. Perkins. I appreciate it. As I go through the disc, l'll try to stay focused on records pertinent to the PDC. Sometimes, a record is noteworthy in a different way, or it seems to be a matter of judgment. Some of the evidence seems represented in the sheer volume of district effort. I have had a steep learning curve on this. It would be great if the PDC and AGO had offices in Spokane where a member of the public could receive guidance. As you know, it's a lot to learn. In addition, one must pay attention so that one chooses the records pertinent to the issue at hand and not all records that seem problematic. Many times, I commented on PDC issues and PRA issues, not separating them. You did receive the binders I sent in December? In September I wasn't sure if you wanted everything the district gave me, so I sent all of it and then tried to narrow it down in December with the spreadsheet and the binders, to help you see clearly what I saw. The learning curve continues. I'll do my best to get you only that which you need. Thanks again. I'll be in touch.

Thanks for your email, Laurie. You are welcome to continue sending evidence my way. If the records you’ll send are an isolated few, please do just what you’ve done below—send me an email with the record attached in a separate file. If following your review there appear to be a large number of records that directly relate to your allegations in RCW Case No. 12‐145, it would probably be best for you to compile printed copies of the records into a binder (etc.), or send me a CD containing the records. Whether you provide printed or electronic copies, it’s most helpful if you omit any records that don’t pertain to your allegations. Please let me know if you have any questions. Thanks for your continued assistance with the PDC’s investigation.

Good morning, Mr. Perkins. I hope you're well. I wanted to provide you with an update, relative to PDC investigation 12-145. PDC investigation #12-145: As you know, in January 2011, I filed a Public Records Request with Spokane Public Schools to obtain records pertinent to the district's levies. I received records in February 2011. In July 2011, I filed a Public Records Request with the district pertinent to board candidate Deana Brower. Those two requests prompted my complaint to the Public Disclosure Commission. My complaint has led to PDC investigation #12-145. Update: As it turns out, I did not receive all of the records regarding either the levies or Deana Brower. In February 2012, I filed a lawsuit against the Spokane Public School District to obtain the other records regarding the levy. I recently received an additional disc with 804 records, a bit fewer than I received the first time around. I had no idea there were so many more to come. I also received a list of redactions and exemptions. There are some duplicates contained in the second set of records I just received, but most of the records I've looked at so far appear to be ones I hadn't seen. They follow the same pattern as the records I provided to you already. Some are not relevant to #12145, many are relevant, and a few stand out. Attached, and pasted below, is one that I believe is very important, relevant to my complaint, and it stands out. I thought you should have it now. In this email, the associate superintendent, Mark Anderson, is suggesting to the superintendent, Nancy Stowell, that she communicate with the pro-bond-and-levy group Citizens for Spokane Schools about "levy/bond promotional matters" by using a private email address. (Emphasis added.) In addition, Mark Anderson is communicating with the pro-levy group about how to increase its donations through the district's payroll. With respect to the other 803 records, I am still going through them. Should I provide them to you at this time?
