NFIR invites kind attentionof Railway Board to the ordersissuedvide letter No. PC VII/2016/RSRP/2 dated 0210812016(Anrtexure-B, Note 2, RBE No. 9312016),pursuant to the implementation of the recommendations accordingto which the postsof ASMs in GP lgdO rtood upgradedto Gp 4200 with effect from January1,2016. In this connection,Federationalso invites Railway Board's attentionto Para5 of Annexureto Board's letterNo. PC-V12009/ACP12 dated1010612009 (RBENo. 10112009) in which following provisionexists:-

"Promotions earned/upgradation granted under the ACP Scheme in the past to those grades which now carry same Grade Pay due to merger of Pay Scales/upgradationoi.posts recommlnded by the Sixth Pay Commission shall be ignored for the purpos-e-ofgranting upgradation under modified ACPS."

Consequentupon merger of the posts of ASM GP 2800 with GP 4200 through upgradationwith revised designationas Station ]Ma{9r, the Pay Level 6 has become as "entry Pay Level" for Sia:tionMaster category. Consequently,the StationMastersstand eligible for financial upgradationin 6n CpC Gp 5400/Level9 Jf i,h CPC PayMatrix when they complete30 yearsregularservice,as per extantinstructions.Accordingly,NFIR vide PNM agendaitem No. l5 sentto Railway Board on2010212017, urgedthe Boardto issueinstructionsto the GMs of ZonaIRailwaysto grant3'dMACP in Pay Level 9 for thoseStationMasterswhoseregularserviceis 30 years" Federationis howeverdisappointedto conveythat though a periodof over six months fiassed,instructionshave not beenissuedby the Railway Board. NFIR, therefore,requeststhe Railway Board to expeditethe matter and issueinstructionsfor granting third financial upgradationto SMs in Pay Level 9.
