Federationdesiresto remind the Railway Board that on a referencefrom NFIR with regard to incorrect placement of Pharmacist in GP 28001-and their continuancefor further two years before placing them in GP 42001-(PB-2) despite the fact that theseincumbentshad alreadyrenderedtwo years or more servicein the prerevised scaleof pay Rs. 4500-7000,the Railway Board vide letter No. PC-W2010/IR-N/2 datedl9llll2010 had issued a clarification to the Zonal Railways to the effect that the servicesrenderedby Pharmacistin the prerevised scaleRs. 4500-7000 shouldbe countedas servicein GP 2800/- for being placedin NFG of Pharmacistin GP 42001-+ Pay Band-tr. Federationis constrainedto mention that theseinstructionsof the Board are not being followed scfupulouslyby various zonescausinghardshipsto the Pharmacists. In this connection, NFIR vide letter No. tryUPRMS/Pt. tr dated l5l0\l20l4 brought to the notice of Board a caseof Shri Sushil Kumar, Pharmacistworking in Bikaner Division of N.W. Railway who cameon inter railway transfer from West Central Railway where he was in receipt of GP 42001-(PB-2). Federationvide its letter dated l5l0ll20I4 cited under referenceinvited Board's attentionthe irregularity committed by the Bikaner Division by depressingthe Grade Pay and emolumentsof Shri Sushil Kumar. Federationalso contendedthat the action of Bikaner Division is unjustified and violative of Board's instructionsdated 1,911,112010 as the employee had already completedtwo yearc servicewhile working on West Central Railway and was eligible to GP 42001(PB-2) which is personalto him as NFG. A period of more than l% yearshas passed,unfortunately,instructions have not been issuedto the North WesternRailway. Copy of NFIR's letter datedl5l0ll20I4,refened to above,is again enclosedfor ready reference. The Federationhas come to know yet anothersimilar natureof caseon CentralRailway, Nagpur Division where Shri Shailendra C. Ramteke, Pharmacistwhose emolumentsalso have been depressedby the Nagpur Division though the employeehad alreadyrenderedtwo years servicein pre-revisedscaleof Pay Rs. 4500-7000 beforehis promotionto Rs. 5000-8000on0310112007. NFIR, therefore, once again requeststhe Railway Board to issue clarification to North Western and Central Railways to rectifu the deficienciesand to abide by Board's instructions dated l9ll1l20l0 so that the concernedstaffare not put to financial hardships. A copy of the instructionsissuedmay be endorsedto the Federation.
