stlrilized, maintain the records regarding dressingroom and supply of medicinesetc. In the caseof Railways,thefirst dffirence is that the Dressers/OTAssistantswork in the Operation theatresand also since they are working in the hospitals,their responsibilitiesand nature of work would be higher. As far as the dressersin SafdarjungHospital and kW Hospital are concerned, we find from Annexure A-l and Annexure A-14 (colty) that duties and responsibilities of Dressers working in those hospitals are slightly dffirent. The details regarding specific nature of duties of Dressers in CISF have not beei given and thaifor Dressers in National Institute of Ayurveda, Homeopathic Pharmacist, Panchkarma Technician, Dental Technicians, Dark Rooms and other organizations have not been provided and are only stated to be identical. Any observation,therefore,regarding similarity of the work of applicantsvis- '-visthesecategoriesis notpossible.However,it is notedabove that there is a dffirence in the duties of CGHSDresserswith thosein the Railways working as Dressers/OTAssistantsas also thoseworking in Safdarjungand RML Hospitals. We have also observed that under the V Central Pay Commission,the post of applicants was carrying lower pay scale that that of the post cited by the opplicants in the

It is thereforeclearthat (copyofjudgment orderannexedatAnnexure-Il) Dressersof Railways were carrying a higher responsibilitiesand accordinglywere kept:on a higher pedestalboth in termsof pay structureas well as functionalresponsibilityin comparisonwith their counterpartsunderthe MoH&FW. However,while Dressers-IllunderMoH&FW have beenplacedin the equivalentof GP-2000pay matix (higherreplacementlevel),Dressers/OT attendants under the IWo Railways have not been similarly upgradedand continueto be place{ in the GP-1900equivalentin the 7thCPCpay matrix. 5. In view of the above,restorationof at leastpanty amongstDressers/OTAin Railways with their counterpartsin MoH&FW is necessary.Representations on this issuehave also beenreceived.Copy of NFIR LetterNo. IVA{FIR/7'nCPClImp)/2016/R.8.dated22.09.2016 is also enclosedin this connection(Annexure-Ill). Ministry of Finance is requestedto conveyapprovalfor grant of GP Rs. 2000 (pre-revised)from GP Rs. 1900(pre-revised)to the entry gradeof Dressers/OTAin Railways.The higher(promotionalgrades)will continue to be Dresser/OTAin GP Rs.2400 (pre-revised)andGP Rs.2800(pre-revised). 6. Enhancedentry level qualificationof 12d'standardand in absenceof the sametotal years of experienceof 5 years as recommendedby 7e CPC in Para 7.6.108, will be incorporatedin the RecruitmentRulesappropriately,oncethepay structureis approved. 7.

ApplicantNo.3was appointedon 15.06.1981. as NursingAttendantand was subsequently promotedas Dresseron 24.A4.20d0. npplicantsNo,1 and 2 were highersecondarywhile ApplicantNo.3was matriculate. As per the RecruitmentRulesfor the post of Dresserin CGHS, the educationalqualifications requiredare Middle Passand passingof FirstAid Examination from a recognizedlnstitutealongwith adequateexperienceof FirstAid. A specific case of Dresser is cited as an example for appreciation.The entry Grade Pay of Dresserib Railways is Rs. 1900/-.The said GradePayhas beenupgradedto G? 2000/-vide MoF'snotification dated25oJuiy, 20i6. They are therefore entitled to be placedin GP 2000/-with pay fixation benefit andthereafterthey arerequired to be plaeedin Level 3 of 76 CPC Pay Matrix.
