Keepingthe above in view, it has been decidedthat requestsfor permissicnfor privatevisits abroadmay be processedin the attachedformats.As clarifiedvide the OM dated LstSeptember,2008, the competentauthoriry for granting permissionwill be as per instructionsissuedby the CadreAuthority/administrativeMinistry/Department.In authority.In casedue to it is the leavesanctioning the absenceof any suchinstructions, exigencies, or some adverse specificnature of worl< in a Department,administrative factorsagainstthe Governmentservantetc.,it is not expedientto grant permissionto the Governmentservant,suchdecisionfor retusalshouldnot be taken below the levelof Head of Department.
