AOSIS Applauds Momentum on Kyoto Protocol Bonn, Germany—As the second week of climate talks begins here on Monday, the Alliance of Small Island States (AOSIS) welcomes the momentum building around support for a second commitment period of the Kyoto Protocol (KP) in Durban. On behalf of AOSIS, Ambassador Antonio Lima, Permanent Representative of Cape Verde to the United Nations and Vice Chair of AOSIS, released the following statement: “The first week of negotiations in Bonn has breathed new life into the Kyoto Protocol. A critical mass of countries is prepared to take the Kyoto Protocol forward and avoid a gap between commitment periods. We applaud South Africa for accepting this challenge when they host the annual climate summit in Durban at the end of the year. It is a goal and a duty that gives hope and provides renewed confidence, especially to the most vulnerable.” On Saturday, during negotiations on the KP, countries unanimously agreed to a proposal to resolve outstanding political and technical issues in parallel. With this agreement in hand, the stage has been set for progress on the KP in the context of a legally binding regime. The Kyoto Protocol is widely regarded as an essential component of the international response to climate change, containing a robust accounting framework and accountability provisions needed to ensure that countries are meeting their emissions reduction commitments. This important development should inspire all countries to redouble efforts to do what is necessary to avoid the worst impacts of climate change.

Local group reaches top 24 at Australia’s Pacific Break 2010 Competition AustralianHighCommission, Tarawa---The Australian High Commission has presented the ‘Best of Pacific Break 2010’ CD to local group/studio Island Xtreme whose song ‘Kawau Oh’ was selected in the top 24 songs of the Pacific Break Competition 2010. The group comprises of Boutabu Bakaoti, Bwenaa Teannaki aka Bwenaman, Rimon Maroti Rimon and Taukoriri Meita. Mr. Rimon, a member of the group quoted “...I believe that Kiribati people are very talented and reaching the top 24 in the Pacific Break Competition last year makes us realise that we have the potential to do better”. This is a great achievement given that 2010 was the first time that Kiribati musicians have entered this competition. The Pacific Break competition is managed by Radio Australia and has been running since 2008. To qualify, musicians cannot have a current recording contract with a music publisher and the song entered must be an original.

CONTRACT ACCOUNTANTS Three (3) qualified and experienced Local Accountants will be required with a strong background in accounting and extensive experience in preparing and analysing financial accounts. The work will comprise contract assignments in Accounting and related work for the reform of State-Owned Enterprises (SOEs) under the guidance of the SOE Reform Local Facilitator. Remuneration, terms, and conditions will be discussed with shortlisted candidates.

2. ACCOUNTING GRADUATES Six (6) graduates with Diploma or Degree in Accounting studies with sound technical accounting and book-keeping skills are required. The successful candidates will form a pool of Trainee Accountants who can gain enriching work experience from this position. The successful candidates with be responsible to the SOE Reform Local Facilitator but will work under the daily supervision and guidance of Local Accountants assigned to undertake contract work with SOEs. SPECIFIC PROCUREMENT NOTICE Invitation for Prequalification KIRIBATI KIRIBATI ROAD REHABILITATION PROJECT IMPROVEMENT OFTHE MAIN BETIO-BUOTAROAD, TEMAIKU ROADAND FEEDER ROADS IN BETIO, BAIRIKI & BIKENIBEU Rehabilitation of ~40km of the existing road network on Tarawa atoll World Bank Grant No. H645 and ADB Loan No. 2718-KIR Contract no. KIR-11/01 1 This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. No. 45233141 of 29 July 2010 on-line and in DG Market. 2 The Government of the Republic of Kiribati has received financing from the International Development Association (IDA) and the Asian Development Bank (ADB) toward the cost of the Kiribati Road Rehabilitation Project, and it intends to apply part of the proceeds toward payments under the contract for Improvement of the Main Betio-Buota Road, Temaiku Road and Feeder Roads in Betio, Bairiki & Bikenibeu. This contract will be jointly cofinanced by the World Bank and Asian Development Bank. 3 The Ministry of Public Works and Utilities (MPWU) intends to prequalify contractors and/or firms for works associated with rehabilitation of the following roads on the atoll of Tarawa: South Tarawa · Main road, Betio – Bairiki causeway ~3.2 km · Main road, Bairiki – Bonriki ~21.5 km · Priority feeder roads within Betio and Bikenibeu ~8.0 km · Section of the Temaiku ‘loop’ road ~6.2 km · Repair of localised sections of roads upgraded in 2008 (within Betio and Bairiki) North Tarawa · from Tanaea to the northern end of Buota island, ocean side (2.0km), lagoon side (1.5km) and cross-link (0.5km) 4 The works are anticipated to involve the following main construction activities: · Scarify, reshape and compact existing pavement · Construction of new pavement layers · Installation of concrete edge strips/kerbs · Bituminous surfacing · Drainage improvements · Provisions for existing and future services · Installation of road safety features 5 It is expected that invitations for bid will be made in August 2011. 6 Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised in October 2006 and May 2010 and is open to all bidders from eligible source countries, as defined in the guidelines. 7 Interested eligible applicants may obtain further information from, and inspect the prequalification document at the MPWU (contact details below) from 08.30hrs to 15.30hrs Monday to Friday. A complete set of the prequalification document, in English, may be purchased by interested applicants on the submission of a written application to the MPWU (contact details below) and upon payment of a nonrefundable fee of One Hundred Australian Dollars (AUD 100). The method of payment will be by bank check or direct transfer to the Governments preferred bank account, details of which are printed below (fees to be exclusive of any charges at the receivers bank and a copy of the confirmation notice, from the applicants’ bank, is to be forwarded to the MPWU at the contact details provided below). If requested, an electronic copy of the prequalification document may be provided, in addition to the hardcopy, to the address provided by the applicant.
