GUIDELINES FOR DELEGATION/PUBLIC SESSION PRESENTATION(S) The Board of Trustees welcomes constructive public input into its deliberations at delegation/public session. Any citizen or group 18 years of age or over served by the Ottawa Catholic School Board may appear during the delegation/public sessions before the Board of Trustees to express views or concerns pertaining to matters within the mandate of the Ottawa Catholic School Board which are in accordance with the Board’s Procedural By-laws. PUBLIC SESSION: During the Public Session on the agenda, individuals who have signed up prior to the start of the Board meeting and meet the criteria stated above may address the Board of Trustees at this time. NOTE: maximum 5 minutes/per presenter, at discretion of Chair. DELEGATION: All delegations are required to submit a “Delegation Registration Form” outlining key points to be presented. This form must be received in the Director’s Office no later than seven (7) days prior to the Board meeting (see Board’s website for more information and to access the form). NOTE: maximum 10 minutes per delegation with no more than two (2) spokespersons and maximum two (2) delegations per Board meeting, at discretion of Chair. In recognition of our Catholic values, and in view of established standards of decorum, civility and propriety, the following guidelines have been instituted to promote an atmosphere of dignity and respect in all Board delegation/public sessions: 1) The spokesperson(s) will be asked by the Chair to come to the presentation table. All other guests of the Board shall remain seated in the gallery behind the presentation table. 2) Only constructive criticism of ideas, proposals or resolutions is appropriate. In presenting opinions on contentious issues, presenters will refrain from criticizing individuals by name or position. 3) Presenters will refrain from the use of derogatory, defamatory or inflammatory language in presenting their point of view. 4) Guests are asked to not interrupt the speaker during his/her presentation. 5) Signs and/or placards are prohibited in the meeting. 6) To assist presenter(s), a timekeeper will be displayed on the projection screen counting down from the allotted time. When one (1) minute remains, the spokesperson will be notified. When time has elapsed the Chair will inform the spokesperson. When decorum standards are not followed, members of the public may be asked to change their behaviour or they may be asked to leave. Following the presentation, the Chair of the Board will ask Trustees if they have any questions for clarification from the spokesperson. NO DECISION OR DEBATE RELATIVE TO THE DELEGATION/PUBLIC PRESENTATION(S) WILL BE MADE THAT NIGHT IF THE ITEM IS NOT ON THE REGULAR AGENDA UNDER “L. PRESENTATION AND CONSIDERATION OF STAFF REPORTS”. Summer Institute 2017
Summer Institute 2017 is the seventh year that summer learning opportunities for staff has been offered during the month of August. This past August, 31 sessions were led by OCSB staff members who designed professional development sessions based on their own learning and experience. Over 700 staff members participated in the program this year. Attached is a table that lists the title of the workshops, the names of the facilitators and the number of participants who attended each session. Bill Corcoran, Educational Consultant in the Learning Technologies Department coordinated the program again this year. He and session participant, Jackie Mason, teacher at St. Emily Elementary School, will join me at the Board meeting and we will be pleased to provide more information and details at the meeting on Tuesday, September 26, 2017.

The Ottawa Catholic School Board’s Leading & Learning Journey is recognized throughout the province for its success in offering all staff professional development and personal growth opportunities. The program is coordinated by the Leading & Learning Department and sessions reflect our Gospel values and align with Board Priorities. School Climate Survey, 2016-17
As mandated by the Ministry of Education, a climate survey is administered across our system every two years. Students, staff and parents have the opportunity to provide our board with feedback in areas such as school environment, school safety, resiliency, stressors, and social emotional learning. In 2016-2017, participation by all 3 groups surveyed was quite high. Jennifer Oake, Donna Mailloux, Dr. Lauren Figueredo and I are pleased to bring a summary of the school climate survey results to the Board of Trustees. We would be pleased to respond to any questions. 2016 – 2017 Board and School-by-School EQAO Results for Grades 3, 6, 9, and OSSLT
The Education Quality and Accountability Office (EQAO) conducts province-wide assessments and reports the results at key points in students’ primary, junior, and secondary education. These assessments are designed to measure student performance in reading, writing, and mathematics based on the expectations set out in The Ontario Curriculum. Attached you will find a package containing the Board and school-by-school EQAO results for Grades 3, 6, 9, and OSSLT. Mary Donaghy, Superintendent of Student Success, Elementary, Debbie Frendo, Superintendent of Student Success, Intermediate/Secondary and Research Officers Dr. Lauren Figueredo and Donna Mailloux will be present at the meeting to provide an overview of the results and we would be pleased to respond to any questions you may have. RECOMMENDATION: THAT the Memorandum from the Director of Education dated September 19, 2017 entitled “ 2016 – 2017 Board and School-by-School EQAO Results for Grades 3, 6, 9, and OSSLT” be received.

2017 Highlights EQAO Grades 3, 6, 9, and OSSLT GRADES 3 AND 6 Reading: Continuing the increasing trend over the last 5 years, 80% of Grade 3 students and 85% of
Grade 6 students met the provincial standard. The Board results are higher than the provincial results of 74% and 81% for grades 3 and 6 reading, respectively.
Writing: Maintaining the strong historical results in Writing, 82% of Grade 3 students met the
provincial standard and the Grade 6 results increased by 2% this year with 86% of Grade 6 students meeting the provincial standard. The Board results are higher than the provincial results of 73% and 79% for grades 3 and 6 writing, respectively.
Mathematics: Maintaining the results from previous years, 70% of Grade 3 students met the provincial
standard and the Grade 6 results were maintained this year with 54% of Grade 6 students meeting the provincial standard. The Board results are higher than the provincial results of 62% and 50% for grades 3 and 6 mathematics, respectively.
GRADE 9 Applied Mathematics: This year, the Grade 9 result for applied mathematics declined by 7% with 49% of students
meeting the provincial standard. The Board result remains higher than the provincial result of 44% of students at standard.
Academic Mathematics: Generally maintaining the strong historical trend, 89% of students in the academic pathway
met the provincial standard. The Board result is higher than the provincial result of 83% of students at standard.
OSSLT First-Time Eligible Students: Continuing the strong historical trend, 85% of students were successful. The Board result is
higher than the provincial result of 81% of students attaining success.
Previously Eligible Students: Consistent with previous years’ results, 51% of previously eligible students were
successful. The Board result is higher than the provincial result of 49% of students attaining success.

Our Board Innovation Plan for Student Achievement and Well-Being continues to provide a strategic and integrated approach to supporting student success. The attached report provides information indicating the success we are witnessing in our secondary panel and provides data on credit accumulation, credit recovery, co-operative education and graduation rates. Our regular review of the data offers an opportunity to set direction and develop actions which can be incorporated into the cycle of school innovation planning. Research Officer, Donna Mailloux and I are pleased to present the report highlights to the Board of Trustees. In accordance with the schedule of Board Meetings, it is to be noted that there is a Regular Board Meeting scheduled for Tuesday, November 14, 2017. On that same date, the Institute for Catholic Education (ICE) is facilitating a two day “Renewing the Promise” Symposium that will be attended by Ontario Catholic Directors of Education, Chairpersons, Student Trustees and other stakeholder groups from Catholic boards across the province. On the same evening, there is a local high profile event at which time the Ottawa Catholic School Board will be recognized. The Associate Director and Vice-Chairperson will represent the Board at that event. Due to the absence of the above-noted individuals from the Board Meeting on that date, I am recommending that the Regular Board Meeting be postponed to Tuesday, November 21st, 2017. RECOMMENDATION: THAT the November 14, Regular Meeting of the Board be postponed to November 21, 2017.

BY-LAW FOR CURRENT EXPENDITURE BORROWING BY-LAW number 01-2017 of the OTTAWA CATHOLIC DISTRICT SCHOOL BOARD A BY-LAW to authorize the borrowing of fifty-five million dollars ($55,000,000) WHEREAS the Board deems, if necessary, to borrow monies from time to time to meet, until current revenues are received, current expenditures of the Board for the year. AND WHEREAS pursuant to the authority of this by-law the amount that may be borrowed at any one time, together with the total of any similar borrowings that have not been repaid, shall not exceed the sum of fifty-five million dollars ($55,000,000). AND WHEREAS the total amount of the estimated revenues of the Board as set forth in the most recent estimates adopted, not including revenues derived from the sale of assets, borrowings or issues of debentures or from surplus is 2017/2018 Budgetary Estimates Dollars ($577,300,000) AND WHEREAS the amount of uncollected revenues of the Board for the year based on the estimated revenues for the year is Dollars ($577,300,000) AND WHEREAS the amount of similar borrowings, in the current year authorized by the Board, still outstanding and unpaid to August 31, 2017 is Dollars ($NIL) THEREFORE, the Trustees of the OTTAWA CATHOLIC DISTRICT SCHOOL BOARD hereby enact as follows: 1.
That the Chairperson and Treasurer are hereby authorized, on behalf of the Board, to borrow in total fifty-five million Dollars ($55,000,000) by way of promissory note, or notes, from the NATIONAL BANK OF CANADA, necessary to meet, until current revenues are received, the current expenditures of the Board for the year provided that the amount that may be borrowed at any one time, together with the total of any similar borrowings that have not been repaid, shall not exceed the sum of fifty-five million Dollars ($55,000,000) and to give on behalf of the Board, to the said Bank a promissory note or notes signed by the Chairperson and Treasurer for the monies so borrowed.
2. All sums borrowed pursuant to the authority of this by-law as well as all other sums borrowed in this year and in any previous years from the said Bank for the aforesaid purposes shall, with interest thereon, be a charge upon the whole of the revenues of the Board for the current year and for all preceding years as and when such revenues are received. Recommended Attendance Boundary for the New Kanata North Catholic Elementary School
The purpose of this report is to obtain Board approval for the establishment of the boundary for the new Kanata North Elementary School, with associated changes to St. Gabriel and St. Isidore boundaries. The new site is located at 785 Goulbourn Forced Road, on the south side of Terry Fox Drive, where the existing Goulbourn Forced Road is to be realigned to the west (Reference Appendix A and B for detailed maps of the new school site). On May 9, 2017, a consultation plan for the proposed attendance boundary for the new school was received by the Board of Trustees. A public meeting was held on Thursday, June 15, 2017 at St. Gabriel. Status of Construction Schedule At this point, we continue to try to secure the site for the new school and unfortunately construction has not yet been able to commence. The developer, City, and Ministry of the Environment are still in the approvals process to finalize the realigned Goulbourn Forced Road and associated stormwater services. This process has been on-going for a number of years now. If we are unable to commence construction in the next few weeks, it will not likely be possible to open the school for September 2018. Further updates will be forthcoming as the situation becomes clearer. In the meantime, it has been the Board’s practice to establish new school boundaries between one-and-a-half and two years ahead of the opening of a new school; we recommend we continue with the establishment of the boundary, even if the opening is delayed until September 2019.

Summary of the June 15 Public Meeting In attendance on behalf of the Board were Trustees John Curry and Sandra Moore; Shelley Montgomery, Principal (St. Gabriel) and Caroline O’Connor, Principal, (St. Isidore); Ben Vallati, Superintendent of Schools; Fred Chrystal, Superintendent of Planning and Facilities; Ken Kary, Manager of Planning and Construction; and Planning Officers Toni Marcon-Stewart and Cindy MacMillan. Approximately 25 people attended the public meeting. There were no specific concerns raised from the public with regard to the proposed boundary nor have staff received any further correspondence/comments since the public meeting. Both St. Gabriel and the new school will provide the same program of Full Day Kindergarten, French Immersion, Extended French and an Extended Day program for before and after-school care. There will also be a Pre-School Childcare centre at the new school. The community appears to be satisfied with the recommendations for the attendance boundaries put forward by staff. Some additional questions of clarification that were asked at the meeting included the timing of other future schools in the area; bell times, walk zones and hazard zones; traffic issues and the timing of the Goulbourn Forced Road realignment; process for acquiring a play structure; class sizes, school site sizes and portables; drop off areas; and transition plans. Staff responded to all questions that were raised at the meeting. Recommended Attendance Boundary The attendance boundary for the new Kanata North ES will generally be bounded by the Old Carp Road to the north, the CNR railway line to the south, Huntmar Road to the west, and March Road to the east. This boundary incorporates all of the students from the Morgan’s Grant area, as the new school will be closer than St. Gabriel. The boundary will also extend northerly to capture portions of St. Isidore’s existing boundary to accommodate the northeast, southeast and the southwest quadrants of the Kanata North Urban Expansion Area (KNUEA). Please reference Appendix C for a map of the KNUEA Boundaries. Urbandale’s planned Phase 8 in Kanata Lakes will also be directed to the new school. The attendance boundary for St. Gabriel will be modified by using the CNR railway as the northern boundary line. The remainder of the boundary to the south, east and west remains unchanged. The modified St. Gabriel boundary will include Phase 7 of Urbandale’s Kanata Lakes Development, new developments planned for areas south of the railway straddling Terry Fox as well as other infill development in the existing areas surrounding St. Gabriel. Minor adjustments to St. Isidore’s attendance boundary are recommended, which will distribute some of the new Kanata North Expansion Area to the new school. There are currently no students residing in this area.

A general map of the recommended boundaries will be found in Appendix D and written descriptions can be found in Appendix E for the new school, Appendix F for St. Gabriel and Appendix G for St. Isidore. Please be advised that since street patterns are very preliminary in certain areas, updates to the written descriptions will be ongoing as new streets are added and approved. Recommended Grade Configuration With the opening of the school a year away, staff recommend that the school open as a JK-6 facility. Parents and students will have sufficient notice of the proposed redirection for childcare or other planning purposes. As the school is to open in September, Grade 6 students will have a full year at their new school and will be able to participate in all the activities associated with the opening of a new school. Opening the school with a full complement of grades will also help address the overcrowding and portables at the existing St. Gabriel. Summary Although staff recognizes that the redirection of students can be disruptive, the proposed boundaries seek to minimize the relocation of existing students. At the same time, we wish to ensure a stable and supportive boundary for all schools while considering each school’s long-term viability. The recommendations attempt to take a long-term view and provide a better balance of enrolments between the area schools over time. RECOMMENDATIONS: THAT the memorandum from the Superintendent of Planning & Facilities dated September 20, 2017, entitled “Recommended Attendance Boundary for the New Kanata North Catholic Elementary School” be received; and THAT the new Kanata North Catholic Elementary School open as a JK-6 facility offering both the Extended and the Immersion Programs; and THAT the attendance boundaries for the new Kanata North Catholic Elementary School, St. Gabriel and St. Isidore as outlined in Appendix D, E, F and G be approved and students be directed to their appropriate school as a block move for the opening of school.
