Terms of Reference For hiring junior individual consultant for Training at State Mission Management Unit (SMMU) Umed- Maharashtra State Rural Livelihood Mission (MSRLM)

Background The Maharashtra State Rural Livelihoods Mission (MSRLM) has been constituted under the aegis of the National Rural Livelihoods Mission (NRLM) in Maharashtra in July 2011 with the support of the Government of India, the World Bank and the Government of Maharashtra. For effective implementation, the mission has been registered under the Societies Registration Act 1860 as an independent society under the chairpersonship of the Hon. Chief Minister of

the state. The Mission aims at eradication of rural poverty by building sustainable institutions of poor and ultimately leading them to sustainable livelihoods. The mission envisions poverty

elimination through social mobilization, institution building, financial inclusion and the creation of several models of sustainable livelihoods so that each poor family is able to secure incremental annual income. The key task under the mission is to reach out to 45 Lakh rural

poor households of Maharashtra and stay engaged with them till they come out of poverty. The mission will bring about a paradigm shift in the approach to rural livelihoods and rural poverty eradication in that it engages directly with institutions of poor and empowers them to

find lasting solutions to poverty. It sees the poor as the engines of growth rather than mere receivers of aid or being dependent on ‘trickle down’. The NRLM believes that poor have the innate capabilities to overcome poverty if they are supported with sensitive, dedicated and responsive institutions at one level and by building strong and sustainable institutions of the poor themselves on the other.

Three tier committees have been formed under the MSRLM which comprise a General Body, Governing Body and an Executive Committee at the state level and governing bodies and

executive committees at the district and block levels. Meetings of all the three state level committees are held regularly and the appropriate committees have sanctioned the creation

of the State Mission Management Unit (SMMU), District Mission Management Units (DMMU), Block Mission Management Units (BMMU) and the appointment of key staff. The SMMU

has been already established and effectively functioning under the leadership of the Chief Executive Officer, Chief Operating Officer and other team members This document is the draft Terms of Reference (ToR) to define the scope of work for the engagement of Junior Training consultant to support the HR vertical of SMMU on a retainer basis.

Objectives

After the successful closure of Human Resource Agency contract, need for Junior ConsultantTraining felt for effective and smooth implementation of Human resource services and functions.

Given that MSRLM is now poised for efficacy and optimal implementation, the MSRLM seeks to engage a Junior individual consultant in the SMMU. The purpose of this engagement would be to support the development and implementation of various HR Systems and routine HR activities which would be needed by Mission for improving the efficiency and accuracy of the HR processes.

Scope of services:

Individual consultant will be responsible for following task to be carried out in efficient manner Training and Development

a. To develop yearly training calendar for Mission with advice of Mission Manager – Training and upload on website

b. To work with Mission Manager Training to develop and implement effective induction/training/ Workshops/ Meeting and HR related programs and material. c. Coordination for all kind of workshop/training and Meeting will be conducted in mission regarding HR vertical d. To do the help in development of training module, Scheduled, Curriculum etc. e. To lead in logistic arrangement for training , workshop and meeting arrangement To handle communication part of induction/training/ Workshops/ Meeting with participants, resource person, training centers and other related to stakeholders.

g. To get feedback from participants regarding training / workshop and do the evaluation and analytical report after every event.

To keep accurate training records that are comprehensive and up-to-date. To deal with enquiries relating to training and development.

To develop and maintain database of Resource Person/ Trainers/Key experts internal and external, including their profile.

k. Assist for conducting training need assessments. l.

To send report and photographs of workshop/training to KM cell with approval of Mission Manager- training to upload on website

m. Submit monthly training report conducted in mission. n. Do the data entry and minting online HRIS regarding training o. Travel and stay in field area of mission to conduct trainings/ workshop as per the requirement.

When a particular candidate is finalized and selected, giving him offer letter or letter of intent On joining the services, issuing an appointment letter with brief working agreement or policies.

Qualification Criteria

Essential PG or PG Diploma in HR or social work with total 5 years’ experience in Capacity Building sector and minimum 3 years’ experience in rural development sector in Capacity Building of staff. Knowledge of Marathi is essential Desirable

Experience in handling HR software, Mass recruitment, Organizational Development (OD), Employee Communication and Engagement, Contract Management of employee, Performance Management System (PMS), Leave and Attendance Management

Consultant will be responsible for completion of task mentioned in the scope of services as per the finalized/agreed monthly work plan. Consultant will prepare monthly advance work plan ensuring the deliverables for the month, the same will be scrutinized and sent to consultant for improvements or recommended for approval by the coordinator of the assignment to the review committee.

Reporting mechanism

w

The consultant would report to the State Mission Manager-HR, MSRLM for operational and functional purposes. Consultant’s work location and deliverables for each month would be the MSRLM State Unit.

Deliverables and Timeline

5 The deliverables and timelines will be finalized mutually in the monthly work plan. Consultant will support all the routine operational activities and ensure smooth functions of HR vertical. Consultant will work monthly official working days.

Financial Aspects

Payment will be made on monthly basis Remuneration INR 35000.00 which will be inclusive of local taxes. Tax will be deducted at source asper the statutory requirements. Fees to the Consultant shall be paid on a Monthly basis upon satisfactory delivery of work and a detailed

invoice with breakup of expenses and number of workdays for the month. In addition MSRLM will also reimburse the cost of lodging, boarding and travel incurred for the purpose of the

assignment. The rates of lodging, boarding and travel will be applicable as per the TADA rates to District Manager.

The consultant will prepare a monthly work plan providing details of activities to be performed to support MSRLM in functions specified in scope of work. At the end of work month, the done in the month with details of progress.

The progress report will have information about the activities performed to support the thematic in accessing Information and Communication technology related services. The consultant will provide consultancy services for entire month and he will be eligible for holidays applicable to mission staff. The monthly progress report will be approved by MSRLM in consultation of thematic expert assigned for the assignment and will be the basis for the payment.

All locations apart from the consultant’s home location (i.e. CBD Belapur) will be considered

Duration and Annual Honorarium Increment

Consultant’s services would be required for 12 months form date of signing of the agreement which may be extended as per the need of mission and performance of consultant. Decision of annual honorarium increment will be taken by CEO, MSRLM based on the performance of consultant.

Termination / Discontinuance/ Notice

6 In case of discontinuance, either party is required to give one month notice of one month honorarium in lieu thereof and rescind the contract. If performance of consultant is not satisfactory, CEO, MSRLM may terminate contract during the contract period.

Facilities provided by MSRLM

MSRLM will provide the information, forms and related documents for carried out the assignment. Consultant may use current infrastructure of MSRLM (i.e. printers etc.) but he

The consultant would report to SMM-HR, Monthly work plan needs to be submitted by consultant latest by 28/30th day of the every month during the contract period. This reporting mechanism would be in the form of a monthly progress report analyzing the results achieved by the consultant against deliverables planned for that month. Review Committee chaired by Chief Executive Officer, MSRLM will supervise the implementation, review the overall progress of work and will provide approvals to reports and deliverables submitted by Individual Consultant through reviews of reports.
