Town of Scarborough, Maine Transportation Committee – Regular Meeting October 22nd, 2013 – Town Manager’s Conference Room, Town Hall Call to Order and Introductions Carol called the meeting to order at 6:30PM. The committee took attendance. Committee members Roger Chabot, Jennifer Williams, Steve Berg, Richard Sullivan, Ron Mazer, and Carol Rancourt were in attendance. Town staff Dan Bacon, Tom Hall and Jim Wendel were also in attendance as well as Bill Bray, the Town’s traffic consultant. Approval of Minutes The minutes for the September 17th, 2013 meeting were reviewed and approved. Review of Draft Preliminary Interchange Justification Report
Dan and Tom introduced the preliminary interchange justification report to the committee and highlighted that this effort is in part due to the committee’s desire to try to encourage more regional transportation changes to avoid continued expansion of Route 1, including widening of the intersections along Route 1, and in particular Oak Hill. Dan indicated that this Turnpike interchange pre-study has been underway for over a year and is funded jointly between Scarborough and Saco. The effort is being performed to meet the Maine Turnpike Authority’s policy requirements to do enough initial study work before, and to help justify, the Turnpike spending time and money on a more in depth feasibility study for a new interchange. Dan outlined the area and the possible interchange locations that the project consultants looked at and discussed the pros and cons of each concept interchange location. The committee discussed and asked questions. Tom indicated that the next step in the process is to finalize the draft justification report and have the Town Council review it and hopefully endorse it to be submitted to the Maine Turnpike Authority, which the City of Saco would also be doing. He said this would be done in early November. Review Alternatives for Improvements at Fairfield/Route 1 and Citgo/Black Point Dan updated the committee on the work that has occurred on this matter since the committee last discussed the Oak Hill high crash locations back in the spring. Town of Scarborough, Maine by the committee, staff has focused on the high crash location on Black Point Rd at the Citgo curb cut as the first priority, given the high occurrence of crashes here. Bill Bray has observed the Citgo curb cut on Black Point Rd and has generated a range of concept plans that could help lessen or eliminate the accidents occurring at this location. Bill walked the committee through each of the five alternatives, which ranged from closing the curb cut entirely to allowing for a right out / left in and right in. The committee discussed each of the alternatives and their pros and cons. After a thorough discussion the committee decided that the right-in only was the alternative that would be the most effective in reducing accidents and preventing left turn movements, while still allowing access to the gas station from Black Point Rd. Given the committee’s recommendation, staff indicated that they would schedule a meeting with the owners of the gas station and review this matter with them. Following this meeting, next steps would be decided. Updates on Other Initiatives Dan updated the committee on the current construction projects that are on-going. As of right now, the improved Eastern Trail crossing of Pine Point is complete except for the rapid flashing beacons and street lighting. On the Black Point sidewalk and crosswalk effort, the project is well underway with a completion date for the season slated for midNovember. Scheduling of the Next Meeting The committee discussed and decided on meeting again on December 3rd, 2013. The meeting concluded at 8:00 PM.
