This meeting of the Board was publicly noticed according to the Division of Professions and Occupations' Policy 80-17. I.
CALL TO ORDER Richard Burkley, Board Chair, called the meeting to order at 9:00 a.m.

REVIEW OF MINUTES It was moved and seconded to approve the May 4, 2016 meeting minutes as written. The motion carried with Maria Dominguez abstaining from the vote.

INTRODUCTION OF JOE NEGUSE, DORA EXECUTIVE DIRECTOR Joe Neguse, DORA’s Executive Director, was planning to attend the meeting but could not make it. He will be formally introduced and discussed his goals for DORA during his tenure at a future meeting.
IV.
INTRODUCTION OF RONNE HINES, DIVISION DIRECTOR, DPO Ronne Hines, Division Director of the Division of Professions and Occupations, was invited to formally introduce herself to the Board. She shared her goals for the division during her tenure and thanked the Board for their service.
V.
STAFF UPDATE Nicki Cochrell, Program Manager, said Staff had some new business at the end of the meeting that is not on the agenda. Ms. Cochrell said the fall inspectors’ meeting will be held on August 30, 2016. More information regarding this meeting is posted on the Board’s website calendar. Ms. Cochrell said Board members have a list of the 2017 meeting dates in their folders. The meeting dates are posted on the Board’s website calendar. Ms. Cochrell said the next Board meeting would be held on October 27, 2016 in Denver at 1560 Broadway in Conference Room 1250-C at 9:00 a.m. The deadline for agenda items is October 6, 2016. She also stated the next Technical Committee is scheduled for October 7, 2016 via conference call at 1560 Broadway, Suite 1550-Small Conference Room at 9:00 a.m. The deadline for the meeting is September 23, 2016. Updates about these meetings will be posted on the Board’s website calendar. Ms. Cochrell said the Board will be having their next training session after the October 27, 2016 meeting. Ms. Cochrell said this year’s renewals would be going out around the first of September. Like last year, areas are to send their renewal(s) and the correct fee(s) to the Board office. Also like last year, areas should plan on some minor delays when submitting renewals. Therefore, areas are asked to plan ahead when renewing their licenses this year. Ms. Cochrell said the process for printing tramway licenses will also be like last year. Licenses will no longer be mailed. When a license is approved, the area’s designated agent and current substitute designated agent will receive an email with a PDF attachment of the license to print. Like the inspection reports, designated agents are responsible of forwarding the email to other staff at their area if needed.

Ms. Cochrell said the Crisis Management Plan will be updated and the Board will be going over the plan during the October training session. Ms. Cochrell said Board members have in their folders the Board Confidentiality Agreement and Policy 8 that staff and Board members have to sign each year. She asked Board members to sign the forms and return them to her at the end of today’s meeting. Larry Smith, Supervisory Tramway Engineer, said the Lieutenant Governor and DORA’s Executive Director recently went on a tour with him at Keystone. He thanked Keystone for a great tour. Both the Lieutenant Governor and Executive Director were impressed with the complexity, size and scope of the tramway equipment and the quality of the tramway inspection program. Mr. Smith said Purgatory has proposed installing in a new two-way rope tow that is somewhat similar to the one at the Alta Ski Resort in Utah. He is planning to go to Salt Lake around the end of September to meet with Skytrac, the equipment designer, on the equipment and visit Alta to see their equipment. He informed the Board there will be multiple variance requests coming in for this equipment. Mr. Smith said the latest ANSI ballot is completed. The final ballot will be coming out this winter. There will be a lot of changes in the Colorado rules when the next ANSI is adopted and Mr. Smith will inform the Board of the items that will require changing at the next Board meeting. Mr. Smith said the Division is in process of sending out surveys to industry constituents to get feedback on how we are doing. Tramway will be sending out a link to the Tramway Board survey with each inspection report email starting this licensing season. Mr. Smith announced that Mr. Bob Ernest passed away. He was a form Board member and Board Chair in the late 80s. He was also a previous tramway inspector. Mr. Smith announced that Mr. Bill Alsup passed away in a crane accident. Mr. Alsup was very involved in the tramway industry. Mr. Smith showed pictures of the Bogus Basin work chair incident that recently occurred in Boise, Idaho. The chair fell to ground at tower 3 and caught a cable catcher due to a use of short shank Riblet clip workchair. Two workers had multiple injuries. Mr. Smith showed pictures of the cracks discovered on several towers on the Silver Queen quad lifting frame and handrail supports at Crested Butte. The cracks were discovered through the areas visual inspection program. Mr. Smith showed pictures of a foundation failure at Sunday River Resort in Maine. The foundation designed utilized a concrete foundation poured directly onto a rock surface and was pinned using rebar to holes drilled into the rock surface. The grout used was a water-soluable grout and after years of exposure, the grout failed. Mr. Smith stated a memo was sent to Colorado areas asking them to inform the Board if they have any

foundations using this type of foundation and also requested they complete an evaluation of their chairlift terminal foundations as a precautionary measure. Mr. Smith show pictures of the Howelsen Hill mud slide that was discovered at the area’s jumping hill and the movement that affected the conveyor foundations. The conveyor was adjusted back to specifications and was re-opened for summer ski jumper usage. Mr. Smith showed photos and videos of the new 1,000 foot long conveyor at Copper Mountain that was granted a variance to operate at its full speed of 240 feet per minute this past summer. Richard Burkley, Board Chair, had no current updates regarding maintenance training.

PASSENGER TRAMWAY INCIDENTS Pursuant to Rule 23.2 of the Colorado Passenger Tramway Safety Board’s Rules and Regulations, during the operating season, all “passenger tramway incidents” must be verbally reported to the Board, as soon as reasonably possible, but no later that twenty-four (24) hours after the time of such an incident. A written report must be mailed or faxed to the Board, on forms approved by the Board, within five (5) days of such incident.

CPTSB Form 25-06/Items to be Completed Prior to Operation
This is just a reminder that CPTSB Form 25-06, Items To Be Completed Prior To Opening, is being addressed in the inspectors’ reports as a general deficiency for all tramways. The areas must respond to the general deficiency by stating that the items listed on CPTSB Form 2506 will be completed prior to public operation. This is the only deficiency whereby the response may state, “will be completed prior to public operation.” All other deficiencies must be completed before a license is issued. If there is no response to this general deficiency, the tramway licenses listed in the response will not be issued. Please also note that if the items on CPTSB Form 25-06 are not completed prior to opening to the public, they may be considered a previous deficiency during the unannounced inspection. A copy of CPTSB Form 25-06 follows this memo and is also located on the Board’s web page at https://www.colorado.gov/pacific/dora/Tramway_Applications. CPTSB ITEMS TO BE COMPLETED PRIOR TO OPENING During the licensing annual inspection, all of the following items may or may not be in place for the Inspector to observe. For winter operation, it is understood that with early season snow conditions, snow may be nonexistent and that you remove many of these items because of vandalism, construction etc., when the lift is not being operated for public operation.
IT IS THE RESPONSIBILITY OF THE OPERATOR TO HAVE ALL OF THESE ITEMS IN PLACE PRIOR TO OPERATION OF THE LIFT FOR PUBLIC USE. X.1.1.5.1
Vertical clearances. Install appropriate barriers where there is inadequate clearance under the lift line.

Vertical clearances. Remove temporary closure barriers that do not have adequate clearance under the lift.

Loading and unloading areas. Properly prepare the surface at loading and unloading areas.

Brakes and rollback devices. Torque test all brakes according to the approved torque test procedures.

Counterweights. Install appropriate fencing around counterweights to prevent unauthorized persons from coming in contact with or passing under counterweight.

At the August 25, 2016 meeting, the Board granted a temporary blanket variance for relief from ANSI Rule 3.1.4.3.4.3 Incorrect attachment beginning August 25, 2016 through October 15, 2017. The following requirements for this blanket variance are as follows: 3.1.4.3.4.3 Incorrect attachment (Previously 3.1.4.3.7 in ANSI 1992) May 2, 2011 to Present: The designer shall incorporate provisions to stop the grip and carrier in a controlled fashion when a grip is incorrectly attached to the rope. a) monocable systems The path of the rope from the terminal where passengers are loaded shall be approximately level or inclined upward for a length at least equal to: =

It shall state the “maximum rope speed during loading” (see table D-1(s)) if the aerial lift must be slowed below the designed speed to comply with 3.1.4.3.4.3(a).

When a grip is detected to be incorrectly attached to the rope, the designer shall incorporate provisions to stop the grip and carrier so that it will come to a stop in a controlled fashion, or the path of the rope from the terminal where passengers are loaded shall be approximately level or inclined upward for a length at least equal to the calculated stopping distance. Upon clamping to the haul rope or haul-carrying rope, the carrier velocity and rope speed shall not vary sufficiently to introduce unduly either passenger discomfort or mechanical wear.

The granting of such an exception would be consistent with, and would aid in, implementing the legislative policy set forth in C.R.S. 25-5-701; and

Compliance with applicable rules and regulations from which an exception is sought would create an unreasonable operational or design.
