Town of Edgecomb Selectmen’s Meeting Minutes – May 18, 2015 Present: Jack Sarmanian, Jessica Chubbuck, Mike Smith (Selectmen), Sherry Tibbetts (Secretary) Pledge of Allegiance: Minutes: Jessica made a motion to approve the minutes of the April 20, 2015 meeting as presented and Jack seconded the motion. Vote: 2-0 in favor. Mike was not present at that meeting. New board member: Jack welcomed Mike to the board. He was elected at last week’s town meeting. Annual election of Chairman: Jessica made a motion to nominate Jack as Chairman for this coming year and Mike seconded the motion. Vote: 3-0 in favor. New Business: Art. 10 – Somehow between the budget work sheets and the warrant printed in the town report, a couple of figures were used from last year’s budget instead of the correct numbers. This creates a shortage of $1,455 in government and town expenses and a $5,811 shortfall in Salaries. There was a discussion on how this might be corrected without holding a special town meeting. It was suggested that money might be able to be appropriated from building and plumbing fees. The actual numbers in those categories might also come in lower than expected. It was decided to hold of doing anything with this until later in the year. Bank Cards – Mike needs to be put on the bank cards and Stuart taken off. Claudia will bring the cards to the next meeting. Mike’s name will also need to be put on the two Wells Fargo accounts. Town owned property – Claudia said there was a individual, Janet Israel, she talked to back in December who would like to purchase back her property that has been foreclosed on. She could not pay the taxes in time. Jessica made a motion for Claudia to contact the individual and give her the option of buying back the property for costs (back taxes, current taxes, interest and all related costs). The individual will be given 30 days to respond. If there is a positive response the individual would be given until March 1. 2016 to have everything paid. Mike seconded the motion. Vote: 3-0 in favor. This led to a discussion of other town owned properties and how they should be sold and put back on the tax rolls.
Art 22 – This article was to raise $1,600 for the survey of part of Map R05/lot 8.1 Bob Leoni will be contacted to start work on this. Mike is going to a meeting on Wednesday and will discuss this with Mr. Leoni. Roy asked what the town’s intent was for the roads on the Schmid Preserve. He said part of the original agreement was for the roads to be maintained for Fire Protection and this is not being done. Claudia reminded the Selectmen they need to find a property to replace the Tennis Courts and maybe some pathways at the Schmid Preserve would fit the bill. The land needs to be of equal value to that of the land the tennis courts were on. Old Business: School tractor – The School board said it should be the Selectmen who sell the tractor. It was voted at town meeting to sell the tractor and to put the proceeds towards the principal of the loan for the new tractor. Discussed were the various options, closed bids, open auction or consignment. Roy said the tractor is currently at the Fire Department and there is not always someone there to let people in to view the tractor. Mike will look into the various options and report back at the next meeting. Warrants: General warrant # 24 Road Reconstruction #414 TIF # 210

Jessica made a motion to approve the above warrants and Jack seconded the motion. Vote: 3-0 in favor. Public Comments: Roy asked about animal control. He said he had a call a couple of weeks ago about a cat approximately 40 feet up in a tree. He was told animal control said it was too high up for them to get. He went to check and discovered the tree was not strong enough to put a ladder against. The cat starved to death in the tree after crying for about a week. He said he was called three times, and is wondering what the right steps are to take if this happens again. Jack French from the Planning Board talked about the town’s website. He said the forms are incorrect and there was a law suit because of it. He asked the Selectmen to appoint David Nutt
and Jarryl Larson to a Website committee. He would also like to see one of the selectmen on the committee. Jack said he would invite them to the next meeting for a discussion on this. Jack also asked if some of the old papers/maps on the walls could be taken down and a current zoning map be put up on display as required by Maine Law. Jack talked about the land use ordinance committee and the new forms they are working on and that they should all be up to date in about six months. Roy said a blasting permit was issued last year and the Fire Chief was not notified. The CEO should bring any blasting permits to the Selectmen for the approval and they should notify the Fire Chief. A form should be created that would make sure everyone who needs to be notified is notified. Adjourn: Jack made a motion to adjourn the meeting at 7:15PM and Jessica seconded the motion. Vote: 30 in favor.
