At a regular fall meeting of the Ice Age Floods Institute Board held at The Wenatchee Valley Senior Activity Center, Wenatchee, WA on September 18, 2015, on Friday, President Gary Ford called order at 8:40 a.m. PST with Secretary Melanie Bell audio recording proceedings and Recorder, Sylvia Thompson, keyboarding proceedings. in Pasco, Washington were presented by Gary Ford. (M1) A motion was made by Consuelo Larrabee to approve the April 25 & 26, 2015 spring Board Meeting Minutes. Gene Kiver seconded the motion. Motion passed unanimously. Motions Passed Report for September 18, 2015 IAFI Board Meeting (M1) A motion was made by Consuelo Larrabee to approve the April 25 & 26, 2015 spring Board Meeting Minutes. Gene Kiver seconded the motion. Motion passed unanimously. (M2) A motion was made by Consuelo Larrabee to accept Palouse Falls as a provisional chapter. John Moody seconded. Motion passed. PROCEEDINGS To-Do List 1. Gary Ford will send pdf of IAFI tri-fold brochure to Ken Lacy. 2. Ken Lacy will get cost estimate for IAFI brochures and then board can vote via email. 3. Gary Kleinknecht will get the contact information for the chapter maps and send it to Gary Ford for distribution. 4. Melanie Bell will create a certificate for George Last as a thank you for the work he did on the Lake Lewis brochure. 5. Gary Ford will see that Last is recognized in the spring 2016 newsletter for his work. 6. Gene Kiver will secure a Stev Ominski print to be presented to Last at the spring board meeting. 7. Gary Ford will invite Last to attend spring board meeting for the presentation. 8. Gene Kiver will talk with Stacy Warren regarding being an editor or proofreader for all the chapter brochures. 9. Jim Shelden will ask people in Missoula who can help get the chapter brochure template into various web formats. 10. Gary Kleinknecht will contact people in Tri-Cities to see who can help other chapters develop their brochure. 11. Gary Kleinknecht will get the dpi requirement for photos to be used in chapter brochures. 12. John Moody will get from his members a list of five sites to be featured in their chapter brochure. 13. Melanie Bell will send the Cheney-Spokane chapter bylaws to Lloyd Stoess. 14. Melanie Bell will contact DUNS office to check on duplication of DUNS number for IAFI. 15. Ken Lacy will write a press release on the Othello Sandhill Crane Festival and send it out to all chapters.

16. Gary Ford will put the Othello Sandhill Crane Festival on the April meeting agenda for review. 17. Melanie Bell will put the Othello Sandhill Crane Festival event on the IAFI events page. 18. Melanie Bell will revise the Reimbursement Request Form 19. Gary Ford will request a year-end treasurer and membership report to evaluate our financial position. 20. Gary Ford will put the Long Range Interpretive Plan on the spring meeting agenda. Agenda 1. Introductions. Gary Ford opened the meeting at 8:40 a.m. and thanked Brent Cunderla for the social event the previous evening and introduced Lloyd DeKay, president in the Columbia River Gorge chapter. Dave Tosch, Executive Director of the Wenatchee Valley Senior Activity Center was introduced and thanked by Ford for letting us use the facility for our meeting. Ford introduced Keith Dunbar who has been working on congressional exposure for IAFI. 2. Additions to Agenda. Dale Middleton added the long-range interpretive plan. Lloyd DeKay asked to talk on FaceBook and the website. Melanie Bell added posting calendar events, use of the drop box and window decals. 3. Approval of Minutes from spring 2015 Board Meeting. The Minutes of the Board of Directors meeting held in Pasco, Washington were presented by Gary Ford. (M1) A motion was made by Consuelo Larrabee to approve the April 25 & 26, 2015 spring Board Meeting Minutes. Gene Kiver seconded the motion. Motion passed unanimously. 4. Membership Manager Report. Sylvia Thompson presented the Membership Report and stated that memberships are down at this time compared to last year by 19 memberships. Actually 8 of those were paid but checks were held by the chapter heading up the field trip and were not forwarded until after the report cut off date. Gary Ford directed chapters that when doing a field trip the membership checks should be sent on immediately to the membership manager. Ford said that a benefactor was not listed in the summer newsletter because the check was held. Lloyd DeKay asked if we should publish donor’s names on the website. Norm Smyers said we would need to get their approval first.

5. Bookstore Manager’s Report. Gary Ford gave the bookstore manager’s report in Patty Hurd’s absence. Ford stated that Hurd wishes to remain as bookstore manager in spite of Terry Hurd’s passing this year. Ford reported that our bookstore income this year is about half of what it was last year. Ellen Morris Bishop has a new book out that will be in the IAFI bookstore soon. We need to continue looking for items to add to the bookstore. 6. Treasurer’s Report. Gary Ford handed out the profit and loss report prepared by Monte Nail which was reviewed. Ford relayed that income has gone down $3,000. Two main reasons are the store income is down by half and the board meeting costs have doubled. There may have been a few more people attending but more people are requesting reimbursement where in the past some have not. Norm Smyers stated that he had only asked for a portion of reimbursement but was sent the full amount. Brent Cunderla suggested that the reimbursement form have a section at the bottom clarifying what reimbursement amount is being requested. Melanie Bell said she will revise the form. Tony Lewis suggested that those who donate a portion of their reimbursement should also be listed in the IAFI newsletter or at least something saying that the board members donated a certain amount. Ford said that not all chapters have paid the field trip surcharge amount to IAFI and requested that chapters review their records and send in their payments if they have not already done so. Sylvia Thompson suggested chapters contact expired members and encourage them to renew. Ford passed on Hurd’s concern that people will see an item in the IAFI bookstore and then go buy it on Amazon for less. Ford suggested that we emphasize that buying from our bookstore helps us do various activities and we should list those activities. Ford said he will ask for a treasurer’s and a membership report at the end of the year to see where we stand.

7. Report from Interagency Coordination Committee. Brent Cunderla stated that Jorie Clark is the lead on the logo committee but there is no logo yet; perhaps next May. Keith Dunbar asked if anyone had reviewed the Long Range Interpretive Plan which he said is the key to open the door to congressional funds; several indicated they had. Tony Lewis stated that it had a list of items for IAFI to do. Dunbar indicated that the success of the Ice Age Floods National Geologic Trail (IAFNGT) is contingent upon all partners doing their part. Gary Ford stated that he will put the Plan on the agenda for the spring meeting. Dale Middleton said that the Jones and Jones information has been removed from the website and the Parks Department links no longer work. Concern was voiced that it appears the easy items listed on The Committee Report were being done instead of working on the harder ones that will take longer and time might run out. Jim Shelden urged that if there is interest in a project that it should be started and not to wait on the Committee Report timetable or the Park Service. John Moody mentioned a four-minute video that the Port of Quincy produced that could be used. Dunbar stated that he would like the Trail to be listed on the National Parks Service website along with all the other parks and the site should have all additional information like the Jones and Jones report. Gene Kiver said that more cooperation from the Department of Transportation would be helpful. Cooperation among the various agencies was discussed. 8. IAFI Brochures. Gary Ford asked which chapters would like the previous IAFI tri-fold brochure reprinted. Emily Fong is our new contact at Jones and Jones who sent a pdf to Ford and can send an InDesign file in which changes can be made since with a new chapter the brochure must be updated. Norm Smyers suggested wording such as: “see our website for a local chapter” be added to the brochure. John Moody stated that Soap Lake needs to be listed on the inside map. Discussion followed regarding cities versus geologic sites on the map. Ken Lacy suggested we do a large run, such as 30,000, in order to get a good printing price. Discussion followed regarding pricing. Ford will send the brochure pdf to Lacy who will get a printing quote. 9. Update on Lake Lewis Brochure. Gary Kleinknecht shared the process that the Lake Lewis chapter went through to produce their chapter brochure. Kleinknecht suggested each chapter develop a team consisting of: 1) a technical expert, 2) a graphic designer, 3) a GIS person and 4) a writer/editor. Gary Ford said that the Cheney-Spokane chapter might like to use the same photo of Palouse Falls. Sylvia Thompson said that a number of chapters using the same front photo might be confusing for people who want to collect all the chapter brochures. Keith Dunbar suggested that the use of a color band could help distinguish each chapter map. Kleinknecht said that the brochures need to be similar enough that there is a consistency among them. The photos need to be high resolution and it is difficult to find that quality from photos on the web. Tom Foster of www.HugeFloods.com has been very cooperative in letting people use his photos and would be a good resource. Kleinknecht will get the dpi requirement for photos to be used in chapter brochures. He said that the Lake Lewis chapter had 7,500 printed for $5,000 by a local printer who gave them a discount and they are already giving them away at the REACH. Norm Smyers brought up the idea of selling the chapter brochures. Lloyd DeKay offered the idea of selling them as a set through the IAFI bookstore. 10. Dedication ceremony for memorial tiles for Wenatchee Erratics members. At 10:30 board members went to the front entrance of The Wenatchee Valley Senior Activity Center to view the name bricks during a special dedication ceremony for IAFI deceased members Charlie and Ruth Mason who donated $45,000 to the Center and Gayle Savage who also left funds to the Center when she died in January at age 100. Susan Lacy displayed a lovely photo montage of the Masons which she had prepared and gave a talk about each member. 11. Website changes for brochures. Gary Ford distributed an email from IAFI webmaster, Steve Carr, announcing that Lake Lewis Chapter brochure information is now on the web and additional recommendations for adding other chapter brochures, doing QR code document integration and other improvements to upgrade the website. Melanie Bell explained that the one of the upgrades would let us know how many visits each section of the web received. 12. Work Session on chapter brochures. Brent Cunderla reviewed the layout as a map on one side and 12 panels on the other side that would highlight the features or stories for that region. He suggested that possibly a team could

be formed or a university student could develop the template and then all the information could be dropped in and the brochures would all tie together. Gary Kleinknecht said that the wording under the photo for each feature should be around 200 words and all brochures should be in agreement on dates used. Gary Ford asked each chapter to present the work they have done so far. The following is a list of the sites mentioned by each chapter. Brent Cunderla presented for Wenatchee Valley Erratics: 1) glaciation and relationship of the flood stories to Waterville Plateau, 2) Moses Coulee, 3) flooding in the Wenatchee Area, 4) Babcock Bench & West Bar, and 5) Early Man – Clovis Points. Jim Shelden presented for Glacial Lake Missoula: 1) gigantic ripple current marks, 2) Camas Prairie Ripple Marks, 3) ancient shorelines, 4) sediment valley fill, 5) Eddy Narrows, and possibly Rainbow (Dog) Lake and Ninemile. Shelden mentioned that Brian Collins is an excellent cartographer who is helping on their chapter map. Shelden asked that Gary Kleinknecht get the contact information for who did their map and send it to Gary Ford for distribution to the chapters. Tony Lewis and Roy Breckenridge presented for Coeur du Deluge: 1) Clark Fork Ice Dam, Green Monarchs, Purcell Trench Lobe; 2) Outburst , Farragut State Park, Lake Pend Oreille; 3) giant current ripple field, Spirit Lake; 4) Rathdrum Prairie, Spokane Valley Aquifer; and 5) Lake Missoula Strandlines and rhythmites in the lower Clark Fork Valley, Cabinet Gorge, and Lightning Creek. Norm Smyers suggested that the Coeur du Deluge chapter could do sites in northern Montana and Lake Pine since the Montana chapter will not be able to cover that section of the state. Jim Shelden said perhaps some sites would not get a panel on the brochure but have a dot on the map and be explained on the website. Tony Lewis said that they have been considering putting two sites on each panel. Roy said they used the geologic map that they have been working on instead of the one in the template and the map will need to be re-oriented on the page. Gene Kiver presented for Cheney-Spokane: 1) Turnbull National Wildlife Refuge, 2) Williams Lake Cataract and Plunge Pool, 3) Spokane Falls and Riverfront Park 4) Water Tower Site on Eastern Washington University Campus, and 5) Palouse Falls. Gary Kleinknecht said the streamlined Palouse Hills should be included somewhere. John Moody represented Lower Grand Coulee and said they did not have a submission at this time but he will be talking with people in the chapter who have photographs and then they will decide what to include. John Lasher presented for Ellensburg: 1) Frenchman Springs Coulee, 2) Ginkgo Petrified Forest, 3) Sentinel Gap, 4) Potholes Coulee, and 5) George Gravels. Lasher stated that the Ellensburg chapter has received Bruce Bjornstad’s permission to use his photos and writing from his first book. Sylvia Thompson presented for Lower Columbia: 1) Fields Bridge Park and the Willamette Meteorite, 2) Tualatin, Oregon – flood channels, erratics, kolk ponds, and ice age fossils, 3) Erratic Rock State Natural Site with the Bellevue Erratic, 4) Willamette Falls; Camassia and Canemah scablands, 5) Oregon Museum of Science and Industry. Lloyd DeKay presented for Columbia River Gorge: 1) Columbia River Gorge, 2) scablands and streamlined bedrock outcrops at Columbia Hills State Park, 3) kolk pond at the Columbia Gorge Discovery Center, 4) landslides, mima mounds and kolk ponds at the Tom McCall Preserve on Rowena Crest, and 5) ancient cataclysmic flood deposits on US 197 near The Dalles. DeKay said that sites listed should have good access, the terminology used should fits travelers not scientists, and the more photos the better but be sure and check on copyright. Dale Middle represented Puget Lobe and stated concern that they only had ice lobe stories and felt this would detract from the trail story. Norm Smyers mentioned where Bretz taught school or lived. Gary Kleinknecht urged starting with the story of Bretz and tying it to the geologic sites. Smyers said their Pardee research revealed people like human interest stories. Gary Ford stated there is a lot of enthusiasm in seeing a Puget Lobe brochure. Gary Ford said a lot of work went into the production of the Lake Lewis brochure and George Last was the driving force behind it. Ford suggested that IAFI send Last a certificate. Melanie Bell offered to make the certificate since she has a program that can put everyone’s signature on it and said Last should be acknowledged in newsletter. Gene Kiver suggested IAFI give a Stev Ominski print to Last as a thank you gift and offered to secure a print which will be presented at the spring IAFI board meeting. Brent Cunderla said we still need an editor/proofer to vet the brochures. Gene Kiver said he will check with Stacey Warren who might help with proofing or editing. Jim Shelden and Gary Kleinknecht offered to check with people in their area to see who might be willing to help other chapters with their brochures. John Moody

stated he will get his members together to see if they are willing to work on the brochure. Lower Grand Coulee partners with Friends of Grand Coulee and they might be able to work with them. Brent Cunderla suggested if the chapter could come up with five sites then perhaps Bruce Bjornstad could help. Moody said he will get a list of five sites from his members. John Lasher said they need a GIS person and help on wording. Lloyd DeKay asked if individual chapters were doing the work or sending it to a central pool. Kleinknecht suggested that each chapter do what they can in getting a draft and then later it be submitted to a central person for review. Shelden suggested that we get the template into a version that can be used on several types of format and he will be get in touch with Kleinknecht after he receives the contact info from Gary Ford. 13. Update on work to develop a new floods pamphlet. Dale Middleton said Scott Burns was very interested and has agreed to re-write the pamphlet at no charge. We can move forward with the Jim Adams, Discover Your Northwest. Consuelo Larrabee asked how we pay for it. Middleton said that Discover Your Northwest is chartered with the national forests and parks to be able to sell at their sites and whatever money is made is turned back to educational programs. Discover Your Northwest has a good graphic designer and they think they can get photographs but they need text. Jim Shelden said perhaps IAFI would have some funds to pay the graphic designer and then we would receive money back from the sales. Middleton disagreed saying he thought instead funds should go to the educational programs. Gary Ford asked if we have a time line. Middleton explained that Burns will be sending him his timeline and an outline of what work he will be doing. Ford said that when we receive some work from Burns that some of our members should review it. 14. Application for Provisional status for Palouse Falls chapter. Gary Ford introduced Lloyd Stoess who is the provisional president of the Palouse Falls chapter. Stoess was a member of Cheney-Spokane Chapter for 12 years and led field trips and manned a booth at fairs. The chapter gathered 62 signatures, far exceeding the requirement of 11. Stoess read the declaration. The chapter area will include Adams, Whitman and Franklin counties. Gene Kiver and Bruce Bjornstad will be their advisors. Officers will be: President, Lloyd Stoess; Vice-President, Paul Dunster; Secretary, LeAnn Blankenship; Treasurer and Membership Committee Chair, Melody Wixom. Stoess gave Melanie Bell the declaration and signatures of members and requested that some chapters send him their bylaws to help create their chapter bylaws. Bell said she would send the Cheney-Spokane bylaws to Stoess. (M2) A motion was made by Consuelo Larrabee to accept Palouse Falls as a provisional chapter. John Moody seconded. Motion passed unanimously Jim Shelden stated that we now have a SAMS contract profile and DUNS number which covers the entire institute for dealing with the government and accepting grants. Bell said we already have a DUNS number. Shelden replied they couldn’t find it so they issued us a new one. Bell will call and check on this duplication. 15. IAFI and 2016 Othello Sandhill Crane Festival. Ken Lacy distributed copies of the Othello Sandhill Crane Festival 2015 catalog. In partnering with them IAFI will gain experience running a multi-day event which thousands attend. In 2016 IAFI will have six speakers on Saturday, March 19th and a number of all-day tours on Sunday, March 20th. Lacy said this would be a good event to bring your congressional representative and show them the public interest in the ice age floods. It would increase membership, as well as member & congressional enthusiasm so in the future we could do our own Flood Fest. Lacy stated there would be no expense to IAFI. We will have a booth, our IAFI store and individual chapters could sell their own chapter products through the store. Gary Ford asked how we get people to come to the event. Lacy responded that chapters should tell their members about it and also Lacy will write a press release on the Festival and send it out to all chapters. Consuelo Larrabee pointed out that the date of the event is close to our spring board meeting. Ford said it would be a good opportunity to review the event. Dale Middleton asked regarding housing since accommodations are already filled in Othello. Lacy and John Moody said they have personally visited and arranged special pricing at hotels within a 22 minute drive of downtown Othello. Gary Kleinknecht asked about having our IAFI logo on the advertising like the REACH does for tours that he and Bruce Bjornstad give for them. Lacy replied that if we can show reasonable attendance at the event they will change the name to Othello Sandhill Crane / IAFI Festival. Ford said this event needs to get on the IAFI event page especially

since it is already on the Festival website. Lacy emphasized that publicity is a big factor and we need to get as many people as possible to the event to make it a success for IAFI. 16. Visiting with congressional staff. Gary Ford handed out the “Briefing Paper for Senator Jim Risch” a sample one-page document for your congressional visits as well as an instruction page and contacts list. Page 23 of “Congress at Your Fingertips” gives a timetable of when representatives and senators are in. Dunbar encouraged the chapters to use the Briefing Paper as a template and revise it as appropriate for your area. Dunbar and Ford emphasized finding a key staff person, visiting this fall or winter since the planning for the October 1st budget is done the previous January and February, giving them a folder with the suggested information and building a relationship. And then continue with an annual visit in February. Gary Kleinknecht suggested the chapter get the financial request paperwork before February so it can be filled out in advance. Dale Middleton said we would ask for money from the interior and transportation budget so look at the committees and subcommittees that the congressional contact is on. Since 2016 is the centennial year for the National Park Service there will be a push within the agency to do things for this and it will be a good time to talk to them about the subject. Kleinknecht reminded attendees that we are not asking for money for the National Park Service to run the trail but for funds to sign the trail. Dunbar stated that the Lewis and Clark Trail will be re-signed soon and they will have new sign trees that will have three signs on one pole. Ken Lacy asked how much we should ask for. Dunbar said $2,000,000.00 ($2 million) and it is best to ask for it out of the Department of Transportation funds since they have more money. But right now just work on establishing the relationship and then later we will work on asking for funds. 17. Glacial Lake Missoula Chapter’s turn to host fall meeting. Gary Ford handed out the “Chapters that hosted IAFI Meetings and Field Trips” list. Next fall’s meeting and field trip will hosted by the Glacial Lake Missoula Chapter. 18. Information on field trip. Brent Cunderla gave an overview of tomorrow’s field trip departure time and location as well as a summary of the sites to be visited. 19. Facebook. Lloyd DeKay recommended that IAFI get a Facebook page and also put items on YouTube which can be imbedded within the IAFI or a chapter’s website. This will help get younger members. Gary Ford concurred saying our long range plan emphasized that we do social media. 20. Posting Events to IAFI Calendar. Melanie Bell handed out a new event calendar instruction page and said chapters can now post their field trip registration form with their event so attendees will have immediate access to it. 21. IAFI Window Decals. Gary Ford said when the backing is taken off the bottom of the window decals it is very difficult to read. The manufacturer will replace our $619 order for free. New decals will have a white background. Reminder: Gary Ford stated our next meeting is Saturday, April 23, 2016 at the Pasco Best Western in Pasco, Washington.
