Summary of Accomplishments
Foreword This report significantly highlights the achievements in I) Governance and Management Systems, II ) Academic Performance and Achievements, III) Faculties and Instruction, IV) Research and Extension, V) Linkages and Partnerships, VI) Resource Generation and Mobilization and, VII) Physical Infrastructure and Facilities Improvement. This report is supported with separate documents such as Annual Report of Accomplishments for calendar years 2010 to 2013, SPAMAST Strategic Plan 2012‐ 2018 and Monitoring and Evaluation report for the first year of its implementation, manuals of operation for Research and Extension, Graduate School, Business Enterprise Development and Student Handbook. Except for the Revision of the Student Handbook, all manuals/guidelines were first crafted and developed by the present incumbency. SPAMAST leadership is generally characterized by attaining Good Governance and Transparency having been one among a number of SUCs awarded by DBM and CHED in 2012. Specifically, it has achieved the following a) putting in place general policies and guidelines that set the direction towards attainment of SPAMAST goals, mission and vision as put forward in the SPAMAST Strategic Plan 2012‐2018, b) vigorous resource generation through partnerships and linkages with private and public institutions through active proposal development, c) harmonization of institutional plans and programs, thrusts and mandates with local, regional and national development plans with focus on Philippine Higher Education Reform Agenda, d) assuring quality through accreditation, offering of relevant academic programs, focused faculty capability development and facilities improvement, e) gearing towards university typology f) outcomes ‐based education and g) transparency and accountability. The SPAMAST Strategic Plan 2012‐2018 is the blue print that charts the path where the institution would walk through in the next four years or so. Coupled with hard work and perseverance SPAMAST has produced tangible outputs whose outcomes and impacts are being continuously monitored and evaluated. Along with these achievements was the challenge to influence people to rally behind the administration's strategic directions. Majority received it with positive outlook while a few were insouciant. Nevertheless, this incumbency took it as an opportunity to continue to lead the institution with sincerity and humility to make SPAMAST what it is today. Irvin C. Generalao

GOVERNANCE AND MANAGEMENT SYSTEMS The Board of Trustees (BOT) approved the following policies:
CY 2010 1. The formulation of SPAMAST Strategic Plan. This is to provide SPAMAST with a roadmap to reposition itself toward becoming more competitive and responsive to the needs of the stakeholders for academic excellence. 2. The revision of all curricular offerings compliant to CHED Memo Orders. 3. The creation of Business Enterprise Development Office (BEDO) with the goal of developing and operating profitable and sustainable business enterprise for the institution. The specific objectives are; a) to manage and supervise business enterprise by utilizing and improving existing physical and human resources; b) to function as vital component relative to instruction, research and extension and other programs of development of the institution; c) to set up external business and entrepreneurial linkages; d) to provide faculty and staff opportunities to augment their income; e) to serve as venue for students’ hands on training in entrepreneurial undertakings and earning while learning; and f) to manage projects from outside sources. It is headed by Dir. Godofredo Lubat. This is under the Office of the President. (ANNEX A. The BEDO Manual, Briefer) (ANNEX B. The Financial Report of BEDO Projects) 4. There were 13 faculty members who availed of the CHED (12) and DOST (1) Scholarship programs for their advanced degrees. One (1) from the University of Santo Tomas, five from MSU IIT, two from Visayas State University, two from UP Visayas, one from Mindanao University of Science and Technology, one from CLSU and one from UP Los Baños. Six faculty members finished their respective degrees. Page 1

The implementation of faculty promotion through chain promotion out of vacancies resulting from retirement, death, resignation and other causes. Twelve (12) faculty members were promoted following the NBC 461 guidelines 7. The adoption of Citizen’s Charter on Student Services Book I. 8. The creation of Procurement Systems Unit (PSU) with the primary objective of instituting good planning and scheduling of procurement. Group buying will result in cost savings, more efficient college operation and increased profitability. This will also handle the PhilGeps of supplies, materials, and equipment as required by the Procurement Law. This is under the Office of the Chief Admin Officer. 9. The Interim Organizational Structure to carry out the leadership and management of SPAMAST. 10. The institutionalization of the College Management Team (CMT) that will conceptualize and polish proposed policies and projects prior to the presentation in the council meetings. The CMT enhances the feedback system in the administration resulting to an immediate action to problems concerning both academic and administrative functions. This serves as an advisory team to the president. 11. The creation of the Advisory Group, Technical Working Group and Documentation Group in the formulation of the strategic plan of SPAMAST. 12. The recognition of two Employee Cooperatives namely SPEMCO and 42 JEWELS, one each in Digos and Malita. These cooperatives are the legitimate institutions for financial transactions with SPAMAST on Faculty and Staff needs. 13. The granting of stipend, free tuition and miscellaneous fees to Entrance Scholars (Full and Partial) who are High School Valedictorian and Salutatorian respectively. Best seed (Student) is an indicator to produce competitive graduate. 14. The development of Bridge Programs for Math and English. This improves proficiency in mathematical ability and the English language Page 2

The grading system equivalence for the academic performance of SPAMAST students. This is to put TESDA grade equivalence in letters as to the competency acquired by the students under the ladderized program. The BOT noted the institutionalization of the Earn Resource Center (ELRC). The ELRC intends to have a center to help the students earn while they learn. In fact, in Summer 2014, the BS Fisheries students engaged their practicum in BEDO projects. An example is the Bangus fingerling production, where students are paid Php75 per day while completing the work in 320 hours. The improved admission system classifying freshmen for degree and non‐ degree programs. A system also determines who will undergo the English and Math bridge programs. The Public Information Office (PIO) was established in 2010 as an information and liaison arm of the Office of the President. The establishment of the Department of Arts and Sciences (DAS) in two campuses that will look into the management of General Education programs. By and large the harmonization of curriculum, departmental exams for common general education subjects, and the preparation of the K‐12 impact to GenEd subjects are being carried out in this department.
BOT Approved Policies in CY 2011 1. The BOT approved the Job Enabling English Proficiency (JEEP) project under the USAID’s Growth with Equity in Mindanao (GEM) program. The USAID provided SPAMAST the following: 41 computer sets, server, peripherals, free software for one year, training for JEEP teachers with stipend, and IT Lab Manager. The total worth for this project is P 1.14 Million. The project is intended to assist college students improved their English Proficiency and become competitive after the project. It is headed by Dr. Siverlyn Camposano. Page 3

The BOT approved the offering of Bachelor of Science in Agriculture major in Horticulture and Animal Science. This provides the country with high quality graduates who are equipped with high‐level knowledge and skills in science and technology and who are globally competitive. The Graduate School Manual. The manual constitutes the policies that serve as the basis for all decisions in governing hiring graduate school faculty, graduate program management, guidelines for graduate offerings, program offerings, general rules and regulations (ANNEX C, Briefer). The creation of SPAMAST Instructional Materials Development Center (SIMDC). SIMDC promotes ease of use and accessibility of instructional materials. Furthermore, the IMDC supports the College towards operating self‐sufficiency and to be financially independent. The Center is manned by Prof. Edelyn Albiso. The suspension of BSEd Major in Agri‐Fishery Education (AFE) effective SY 2011‐2012. This action serves as a short‐term intervention to save the BSEd major in AFE program from graduates performing below the national passing rate of the licensure examination. The Finder’s Fee and Cash incentives for faculty engaged in Research and Extension. Incentives scheme is designed in order to increase and motivate SPAMAST faculty to engage in research and extension activities. The incentive scheme for the SPAMAST Top Performing students in the Licensure Examination. Giving incentives to the top performing students in the licensure examination is one of the strategies implemented to surpass the National Passing Percentage set by PRC. The guidelines/criteria for the Presidential awards on Outstanding Faculty for Research, Extension and Instruction. This action is intended to encourage and reward the faculty with accomplishments and contributions in the area of instruction, research and extension. To continue the offering of Bachelor of Science in Agroforestry (BSAF) program and Diploma in Agricultural Technology. The extension campus and programs shall serve as feeder to SPAMAST‐CAS and Buhangin campuses. Page 4

The grant of Tuition Privilege Scholarship (TPS) to incoming Freshmen belonging to the Top 10% of the High school graduating class and to enroll only in Board programs. This action helps the College in improving its performance in the licensure examination and extends its services to the less privileged but deserving students. The increase of wages of part‐time faculty to teach in the College from Php100 to Php 110.00 per hour. SPAMAST part‐time instructors, who are holders of at least a Master’s Degree, should be well‐compensated. The establishment of a SPAMAST extension college in the municipality of Sulop, Davao del Sur. The program aims to 1) provide quality and affordable education to the secondary school graduates in the locality and in the neighboring municipalities; 2) increase literacy rate and provide technically skilled manpower in the locality; 3) generate savings in the education needs for the low income families in the community; and 4) address the LGU’s Millennium Development Goals to meet the UN timeline The creation of an Office of the Technical Skills Education Coordinator to harmonize efforts in the updating for training regulations accreditation system and to act as focal person in the periodic and assessment of students As indicated in the Implementing Rules and Regulations (IRR), the College shall establish an office manned by NSTP Director or its equivalent. Students are allowed to have a simultaneous enrollment of a pre‐ requisite subject as approved by the BOT. This action is found to be an appropriate solution in order for the student, who failed in the pre‐ requisite course, to cope up with the delays. The BOT approved the revised student handbook. The offering of Master of Arts in Education major in Language Teaching. In consideration of the interested stakeholders and observe enrollment trend in MAED, SPAMAST offers another field of specialization aside from Educational Administration. Confirmed the scholarship agreement between SPAMAST grantees of CHED‐HEDP FDP (Phase 2). They are: a. CARLITO B. BALANDRA – Doctoral Degree in Mathematics, MSU‐ Iligan Inst. of Technology b. SHEILA JANE S. YAP – Master’s Degree in Language Teaching, Ateneo de Davao University The suspension of admitting first year high school students effective SY 2012‐2013. This is in consideration of the K+12 implementation and absence of higher education budget to support basic education program. An approximate amount of Php1,174,270 is used annually for high school subsidy (from higher education funds). The savings is now used to augment the institution’s operation. The activation of SPAMAST ROTC unit based in the College of Agri‐ Business, Fisheries, and Marine Sciences, Malita, Davao del Sur. This action will bring another option to SPAMAST students taking the National Service Training Program (NSTP) and invite students of other private HEI’s to enroll in ROTC at SPAMAST. The Special Class Offering in the Graduate School effective June 2012‐ 2013. The implementation of the same scheme as the undergraduate level from the collection of appropriate fees, compensating Professors who will handle such classes, and defining a clear policy for such requests. Confirmed the hiring of two faculty to fill‐up the two Instructor I positions (vacant positions after the implementation of Chain Promotion) The revised Research Development and Extension Manual (ANNEX D, Briefer). The establishment of SPAMAST as the Provincial Climate Change Research Institute in Davao del Sur. SPAMAST seeks to be institutionalized and serves as the technical secretariat and administrative arm of the provincial government of Davao del Sur in disaster management. The implementation of the approved Chain Promotion for SPAMAST faculty promotion per BOT Res. No. 495, s. 2010 and the list of faculty promoted as confirmed per BOT Res. No. 575, s. 2011 The Php1,000.00 increase of wages of Job Order employees effective June 2011. The need to consider the educational background and skills of the hired job orders was the reason behind the action taken by the administration. Approved in 2011, a centralized scheme for the utilization of income Fund 164 in order to address the more pressing concerns of the college, such as repair and renovation of decaying and long neglected yet usable buildings and other infrastructure. The creation of the Planning Office (PO) that will facilitate the formulation, monitoring and evaluation of the SPAMAST Strategic Plan. This is headed by Engr. Clara Acebes. The PO is under the Office of the President. The creation of the office of External Affairs that will link SPAMAST and the external partners nationally and internationally for the attainment of the institution’s vision. This is under the Office of the President. The creation of School Engineer’s Office that will handle the campus development plan, the construction, repair and maintenance of all infrastructure of the college. It is headed by Architect Jason Santos. This is under the Office of the President. The creation of Graduate School Department that will lead and manage the graduate education needs in the province. This includes the offering of consortium programs with Davao Norte State College (DNSC) on PhD Education, Master in Public Administration with Mindanao University of Science and Technology (MUST) and new graduate programs such as Master in Business Administration, MAED major in Science Teaching, Page 7

MAED major in Language teaching, MAED major in Mathematics, Certificate of Early Childhood Education. The creation of Office of Student Services (OSS) that will handle the needs of the students such as the Student Organization Disciplinary Office (SODO), medical and dental services, library. This is under the office of the Vice President for Academic Affairs (VPAA). The approval of the first Student Manual. The approval of the first Manual for Income Generated Project The implementation of faculty promotion through NBC 461 Fourth Cycle requiring an amount of approximately P 821,000 annually chargeable against the income of the institution. About 32 faculty members were promoted. The gradual increase of P1,000.00 per month for each Job Order (JO) while standardizing the wages based on the type/kind of work and the qualification of the worker. SPAMAST has legitimized the existence of Kapatagan campus by getting BOT approval in 2011, and has acquired additional two hectare ‐area for the College’s extension class in that campus. The BOT approved the creation of the Department of Arts and Sciences in order to harmonize the general education program of SPAMAST. This meant more efficient use of faculty and financial resources. For students, it meant that after the second year, they can easily enter any program to which they may qualify in any college/program or campus.

The Memorandum of Agreement between SPAMAST and CHED, recognizing the state college as the Provincial Institute of Agriculture (PIA) and Provincial Institute of Fisheries (PIF) per CHED Memorandum Order (CMO) No. 32. SPAMAST received Php500,000.00 for both programs. Page 8

Approval of the SPAMAST Strategic Plan 2013‐2018. This is the deliberate action of SPAMAST to achieve quality and relevance, and to respond to the fast changing society. In the later part of 2010, the BOT approved the formulation of the strategic plan. The Planning, monitoring and evaluation committee (PMEC) was created and approved by the BOT to monitor and evaluate the plan quarterly.
SPAMAST was accredited by the DBM and CHED for GOOD GOVERNANCE AND TRANSPARENCY and consequently, received the Performance Based Bonus in 2012 39. Confirmed the action of the President for the permanency of two (2) faculty members who have complied with the minimum requirements for permanency set by the BOT and the CSC. 40. Confirmed the action of the President to send VP Academic Affairs, Finance Director, Two College Deans, Research Director, Extension Director to attend the Executive Leadership Training for four (4) weeks conducted by the Development Academy of the Philippines (DAP). 41. The MOA between the Department of Agriculture‐RFU and SPAMAST on the project known as “Enhancement of Organic Demo Training Farms for Marginalized Seaweed Farmers in Davao Region” to promote and develop organic agriculture in the region. The MOA among SPAMAST, SUCs in Region XI, DOST and the Office of Civil Defense‐XI on the project “Regional Disaster Science and Management Science and Technology (RDSM) Capacity Development’. The total budget cost allocated for the region is P 1,294,000.00 from CHED and P 3,708,864.00 from DOST‐PCIEERD. ACADEMIC PERFORMANCE AND ACHIEVEMENTS SPAMAST got 2nd place in the 2012 Licensure Examination for Agricultural Engineering. A student in Agricultural Engineering, Ms Shela Amil, was elected president of Pre‐Professional Group in Mindanao. The enrollment has increased over time as shown in ANNEX E. The SPAMAST Performance has improved in some licensure examinations as shown in the Student Performance in Licensure Examination report. SPAMAST garnered 100% passing in Licensure Examination for Fisheries Technology in 2011 and 2012 SPAMAST Alumna, Ms. Annabel Ponce‐Ungcad was awarded “National Lingkod Bayan Awardee in Alternative Learning System” in 2013. SPAMAST was awarded by SMARRDEC, one of DOST‐PCAARRD consortia in the country, as an outstanding Partner Member Agency in Region XI . It also ranked second to UP Min in Best Research and Development Program in 2013. The virtual library was established. Procurement of computer sets and internet connection is ongoing. The colleges conducted an annual Seminar‐Workshop on Syllabi Development in all programs. The regular LET review program has taken place in Malita Campus from April to August every year tapping other reviewers from Digos City, Davao City and MSU IIT. SPAMAST Faculty Dr. Nanette Revilla was GAWAD SAKA Regional Winner in 2013 and one among the eight national finalists. SPAMAST Faculty Dr. Della Grace Bacaltos received a Fulbright Scholarship as an offshoot of the University of California Riverside (UCR)‐ SPAMAST MOU. The MOU was undertaken during the visit of President Generalao to his wife who was then a Fulbright fellow of UCR in 2011. Dr. Bacaltos research work was subsidized by PAEF and by and large supported by UCR through use of its laboratory facilities and provision of mentor/Professor. FACULTIES AND INSTRUCTION With the BOT‐approved Job Enabling English Proficiency (JEEP) project under the USAID’s Growth with Equity in Mindanao (GEM) program, the USAID provided SPAMAST P 1.14 Million worth of 41 computer sets, peripherals and software. The project assisted college students improve their English Proficiency and to make them competitive in the process. The JEEP contents are incorporated in the three English subjects. It is headed by Dr. Siverlyn Camposano. SPAMAST on the other hand, provided a room to house the computers SPAMAST has implemented the grading system equivalence for the academic performance of SPAMAST students. This is to put TESDA grade equivalence in letters as to the competency acquired by the students under the ladderized program. The Bachelor of Science in Agriculture major in Horticulture and Animal Science was approved by BOT in 2011 and implemented in the 1st Semester of SY 2011‐2012. It aims to raise the level of professional competencies among agriculture graduates in the areas of Horticulture and Animal Science to prepare them to become globally competitive. The program is now on its third year of implementation with 40 students enrolled. The BOT approved the creation of SPAMAST Instructional Materials Development Center (IMDC). The IMDC promotes ease of use and accessibility of instructional materials. Basically it aims to improve students learning capabalities and support the College resource generation. IDMC also aims to be self ‐operating and become financially independent. Suspended offering of BSEd Major in Agri‐Fishery Education (AFE) effective SY 2011‐2012. This action serves as a short‐term intervention to save the BSEd major in AFE program from graduates performing below the national licensure examination passing. Page 23

The BOT approved the Finder’s Fee and Cash incentives for faculty engaged in Research and Extension. Incentives scheme is designed in order to motivate SPAMAST faculty and increase participation in research and extension activities. SPAMAST has revived the offering of Bachelor of Science in Agroforestry (BSAF) and Diploma in Agricultural Technology in Digos campus. Presently there are 15 TESDA scholars enrolled in the program. This curricular offering was also one of the bases of establishing a P3.5M clonal nursery in Digos campus by DENR. The institution has granted Tuition Privilege Scholarship (TPS) to incoming Freshmen belonging to the Top 10% of the High school graduating class who shall enroll only in Board programs. This policy not only helps the College in improving its performance in the licensure examination but also extends its services to the less privileged but deserving students. Students are allowed to have a simultaneous enrollment of a pre‐ requisite subject as approved by the BOT. This action is found to be an appropriate solution in order for the students, who failed in pre‐requisite course, cope up with the delays. The BOT approved the revised student handbook. The SPAMAST has activated ROTC unit based in the College of Agri‐ Business, Fisheries, and Marine Sciences, in Malita campus. This action has brought another option for SPAMAST students taking the National Service Training Program (NSTP) and students of other private HEI’s to enroll in ROTC at SPAMAST upon invitation. The Special Class Offering in the Graduate School effective June 2012‐ 2013. The implementation of the same scheme as the undergraduate level from the collection of appropriate fees, compensating Professors who handle such classes, and defining a clear policy for special class requests. However only two faculty members have signified interest. Implemented the expenditure program of Php100,000.00 as LGU Sulop augmentation fund. Granted exemption to pay the review fee in SPAMAST for graduates who are at least Cum laude but cannot afford to pay the review fee. The offering of Doctor of Philosophy in Educational Management in consortium with the Davao del Norte State College. The program aims to ensure quality and relevance of instruction research, extension and production programs of the two institutions involved; enhance the efficiency and effectiveness in the implementation of the program and provide wider access to the intended clients of the programs. In 2012, SPAMAST was granted 10 undergraduate scholars through a MOA with the office of VP Jejomar Binay The application for Competency Assessment Center for Computer Hardware Servicing (CHS) – National Competency (NC) II, Agricultural Crops NC I, Production‐NC II and Horticultural Crops – NC II. The establishment of the center intends to offer access to competency assessment services in the locality. SPAMAST sent the VP Academic Affairs, Finance Director, two College Deans, Research and Extension Director to attend the Executive Leadership Training for four (4) weeks conducted by the Development Academy of the Philippines (DAP). These officials have developed the strategic directions and plans and programs of SPAMAST in the core functions of the institution as their course outputs. SPAMAST has developed the first handbook of policies and guidelines for Curriculum revisions and development, and the offering of new programs. To ease overload of regular faculty, and the limitation of available Plantilla items, Contractual Faculty (CF) were hired. This is also to augment the teaching force of SPAMAST due to increased enrollment and the new programs offered. Each CF receives fixed salary at P 10,000.00 per month. Implemented the NBC 461 4th Cycle to promote 25 deserving faculty members. Salary differentials are chargeable against the SPAMAST income. This is seen motivate the faculty members to strive more such as getting advanced education degrees, involving themselves in research and extension and other worthwhile professional development endeavors. Executed MOA between SPAMAST and CHED on “Enhancing Infrastructure Support to AFNR Instruction and Extension Services in the amount of P 3,227,550.00 pursuant to CMO No 09 Series of 2012”. The institution has already established and inaugurated the training center cum hostel recently. It has already accommodated farmers and students training.

Provision of permanent tenure to two (2) faculty members who have complied with the minimum requirements for permanency set by the BOT and the CSC. Implemented the MUST‐DNSC‐SPAMAST‐DOSCST Consortium in Offering Master in Public Administration Program. This program helps develop the human resource needs in Davao del Sur and the newly created Davao Occidental. There are now 18 first year graduate students coming from personnel of provincial, municipal and city local governments in the two provinces. Implemented the offering of Bachelor of Secondary Education major in Technology and Livelihood Education in 2013 to respond to the human resource needs of the province especially the K‐12 grades 11 and 12 teachers. Following CHED Memo Order, the institution implemented the revision of two curricula namely the Bachelor of Science in Information Technology (BSIT) and Associate in Computer Technology (ACT). This is in order to harmonize with the ladderization program of BSIT. SPAMAST purchased 1 unit Farm Tractor and its Implements for Instructional use worth P 750,000.00. This is to augment laboratory facilities required for Agricultural Engineering and Agriculture programs. Executed MOA between SPAMAST and CHED for SPAMAST to develop a program in growth areas in the Agriculture and Fisheries Sectors for inclusive growth. The CHED allocated P 10,000,000.00 for the component projects. Included in the program was an allocation of P 7,000,000.00 for Banana Technology Innovation Center while P 3,000,000.00 for Bangus Technology Innovation Center. The center operation is under BEDO. There are now commitments and ongoing negotiations from certain businessmen who are interested to purchase Bangus fingerlings and bananas produced by the center. Students are involved and paid by the project while some faculty members are being paid as consultants. Implemented payment to SPAMAST faculty amounting to P 42,200.00 for developing application software software for admission, course scheduling, registration, enrollment, assessment, billing, cashiering, and students’ records management. The creation of the Department of Arts and Sciences in order to harmonize the general education program of SPAMAST. This meant more efficient use of faculty and financial resources. For students, it meant that after the second year, they can easily enter any program to which they may qualify in any college/program or campus. The library in Digos campus has been modernized through the installation of an automated accession system for its collection. Some faculty members presented both in national and international fora and few of them received awards the area of Knowledge generation and research‐result utilization. As of August 2013, SPAMAST has three programs accredited Level II by AACUP and preliminary surveys of five programs Re‐accreditation assessment for BS Fisheries for level III was undertaken. The establishment of SPAMAST as the Provincial Climate Change Research Institute (PCCRI) in Davao del Sur. As a learning institution, SPAMAST seeks to institutionalize PCCRI to serve as the technical secretariat and administrative arm of the provincial government of Davao del Sur in disaster and risk management. 4. The MOA between CHED and SPAMAST for the conduct of extension project entitled “Money in Grass: A SPAMAST Pilot Project on Engineered Bamboo Production in Mt. Apo Uplands Reducing Risk of Disasters related to Climate Change.” SPAMAST received funding assistance in the amount of Php 1,200,000.00. The project was implemented in 2011 and at present terminal report is being prepared. 5. The BOT confirmed the research contract between SPAMAST and Philippine Rice Research Institute on the Genomewide Selection for Grain Yield (Rice). SPAMAST received financial assistance in the amount of Php 45,000.00. The project sought to identify rice varieties suited in Davao del Sur, being one of the country’s high rice‐ producing areas. The project was completed in 2013. 6. SPAMAST was awarded by SMARRDEC as an outstanding Partner Member Agency in Region XI . It also ranked second to UP Min in Best Research and Development Program in 2013. 7. SPAMAST Faculty Dr. Nanette Revilla was GAWAD SAKA Regional Winner in 2013 and one among the eight national finalists. 8. Implemented the use of administrative cost from externally funded projects especially RDE projects of SPAMAST. These include the payment of supplies and materials, utilities and equipment, travelling expenses, fuel and honoraria while operating these projects. The approved Research and Development Agenda of SPAMAST serves as a guide to harmonize institutional priorities with that of regional and national agenda, especially those who would like to conduct their undergrad and graduate theses and researches to be funded by the institution. SPAMAST has supported two research projects which have been terminated recently and outputs were presented in local and regional fora. Training for farmers and students have been conducted as a result of the construction of the Training Center cum Hostel funded by CHED under the program “Enhancing Infrastructure Support to AFNR Instruction and Extension Services which had a total budget of P 3,227,550.00. The regional field trial of Hybrid Rice Meztizo 19 and 20 is ongoing. Two out of the four croppings have already been completed. This project is covered by a MOA between Department of Agriculture RFU and SPAMAST on Rice Research and Development Program in Region XI to support food security. The program costs P1,350,000.00. SPAMAST is currently undertaking data gathering as a co‐implementer of the project “Regional Disaster Science and Management Science and Technology (RDSM) Capacity Development” . The BOT approved the MOA among SPAMAST, SUCs in Region XI, DOST and the Office of Civil Defense‐XI. The project has a total budget cost of P 1,294,000.00 from CHED and P 3,708,864.00 from PCIEERD. SPAMAST has institutionalized a policy on Research Paper presentation and Paper Publication. Attendance to conferences, symposia etc is limited to those faculty and staff who have papers for presentation. When the paper is published internationally, SPAMAST shall pay the researcher/faculty P 10,000.00 for each publication. So far, five faculty members have availed of the P10,000.00 incentive having published in an internationally refereed journal. The MOA between the Rizal Technological University (RTU) and SPAMAST in Page 28

fostering cooperation in research, public outreach, instruction, and joint studies in the fields of ASTRONOMY. SPAMAST shall work for field observation and research in SPAMAST campuses for dark‐sky astronomy. The RTU shall bring telescopes and other equipment for specific observing requirements. Research for a and publication shall follow. SPAMAST is awaiting for RTU inception meeting. 18. Certified seeds produced by SPAMAST have been distributed to farmer beneficiaries. This is covered by a MOA between the Department of Agriculture (DA) and SPAMAST under the Food Staples Sufficiency Program (FSSP). The purpose is for mass production of High Quality Seeds (HQS) in Davao Sur. 19. The implementation of MOA between DA‐Bureau of Fisheries and Aquatic Resources (BFAR) XI for the establishment of multi‐species hatchery of priority fish for mass production and capacity building of the external partners in the community has completed procurement of supplies, materials and equipment for hatchery and installation shall be done in May 2014. It has also opened new partnership with Davao del Sur Sur School of Fisheries (DSSF) being the implementer of Grades 11‐12 whereby SPAMAST is the service provider. 20. The MOA approved by the BOT between University of the Philippines Los Banos (UPLB) and SPAMAST through DOST‐PCARRD to implement the program “Smarter Approaches to Reinvigorate Agriculture as an Industry (SARAI) in the Philippines is now implemented. The commodities include banana, cacao, coffee, coconut, rice and corn in Davao Region. It has a national budget of P150,000,000.00 of which SPAMAST is representing the Davao Region. The inception meeting with other implementers was attended by the President and Research Director in UPLB on May 8, 2014. 21. SPAMAST generated several proposal‐driven externally funded projects from 2010‐2014 approximately amounting to Php 40,000,000.00 as shown in ANNEX F.

Suki Trading Corporation SPAMAST established a partnership with Suki Trading Corporation to assist SPAMAST Agricultural Engineering students in the fabrication of agricultural engineering machineries and equipment. Suki hosted SPAMAST students On‐the‐job trainings and the company also donated irrigation pumps and engines to SPAMAST. 2. Bureau of Fisheries and Aquatic Resources (BFAR) The BOT approved the MOA between SPAMAST and BFAR for the establishment of community‐based multi‐species hatchery in the province of Davao del Sur. SPAMAST received funding assistance in the amount of Php 1.2M. The BOT approved the MOA between DA_Bureau of Fisheries and Aquatic Resources (BFAR) for the establishment of multi‐species hatchery of priority fish for mass production and capacity building of the external partners in the community. The project cost is P 3,600,000.00. It has opened new partnership with Davao Sur School of Fisheries and Matanao community.

RESOURCE GENERATION AND MOBILIZATION The BOT noted the institutionalization of the Earn Resource Center (ELRC). The ELRC intends to have a center to help the students earn while they learn. In fact, in Summer, S.Y. 2013‐2014, the BS Fisheries students engaged their practicum in BEDO projects. An example is the Bangus fingerling production, where students are paid Php75 per day while completing the work in 320 hours. The BOT approved in 2010 the creation of Business Enterprise Development Office (BEDO) with the goal of developing and operating profitable and sustainable business enterprise for the institution. The specific objectives are a. to manage and supervise business enterprise by utilizing and improving existing physical and human resources; b. to function as vital component relative to instruction, research and extension and other programs of development of the institution; c. to set up external business and entrepreneurial linkages; d. to provide faculty and staff opportunities to augment their income; e. to serve as venue for students’ hands on training in entrepreneurial undertakings and earning while learning; and f. to manage projects from outside sources. We acquired a total amount of P 529,000.00 as grant on top of the regular year‐end bonuses. The MOA between SPAMAST and Philippine Coconut Authority (PCA) for SPAMAST to establish a coconut seedling nursery and produce 24,000 seedlings (First Phase) to be bought by PCA at P 25 per seedling . Students are involved and get paid. Full time manager will be hired for this project. The hiring of full‐time manager for Kapoc Banana Project (P7M) and Malita Bangus Fingerlings and Production (P3M) was approved by the BOT. The BOT approved the MOA between SPAMAST and the Banana Growers Association for SPAMAST, within six (6) months, to produce 80,000 meriplant seedlings to be bought by the association at P 7.00 per seedling. The expected net profit is P300,000.00 in 6 months. The tissue cultured plantlets are about to reach the full meriplant stage for release to the association. Page 35

SPAMAST has acquired 50 hectares from Kapatagan Digos Local Government Unit through a memorandum of agreement. The agreement warrants appropriating areas for research and extension for BS Agro forestry and Agricultural Technology students and other institutional R&D projects. PHYSICAL INFRASTRUCTURE AND FACILITIES IMPROVEMENT The BOT approved the MOA between the Department of Agriculture‐RFU and SPAMAST on the project “ Enhancement of Organic Demo Training Farms for Marginalized Seaweed Farmers in Davao Region” to promote and develop organic agriculture in the region. DA provided P 1,444,000.00 while SPAMAST counterpart fund is P 568,800.00 as working capital/production inputs in the implementation of the project. The building has been constructed and turned over to SPAMAST. This building houses processing facility for seaweeds like the organic KD fertilizer, produced out of seaweed drippings. As a result, a MOA was undertaken between the provincial government and SPAMAST for the commercialization of the KD fertilizer. The provincial government shall provide SPAMAST 40% of the net profit. The BOT approved the following projects chargeable to GAA funds worth P3,550,000.00. These include a. Livestock and Poultry Natural Farming; b. Rehabilitation, establishment and Instrumentation of Agriculture Laboratory Facilities; c. establishment of Nursery, Orchidarium and Greenhouse; and d. Establishment of Animal Health Facility. The BOT approved the construction of Students’ Dormitories of 80‐ person capacity for Malita and Digos Campuses worth P 4,000,000.00 chargeable against Fund 164. SPAMAST received P 600,000.00 from DPWH for the construction of School Building at SPAMAST Extension School at Sulop, Davao Del Sur. The BOT approved the allocation of P495,000.00 for the establishment of Speech Laboratory in Malita Campus and the laboratory fee of P250.00 per student with speech laboratory course. Page 36

The BOT approved the offering of Master of Arts in Education major in Science Teaching as the only graduate program in Science Teaching offered in Davao Del Sur. This caters the Secondary Education Science Teacher to proceed MAED in Science Teaching. Its laboratory facilities are now augmented as SPAMAST had received a P 13,700,000.00 for building of Science Laboratory building and the purchase of laboratory equipment. VIII. OTHER ACHIEVEMENTS 1.
SPAMAST conducted medical and dental check up to all students in all campuses as part of students’ services.

The administration is regularly spearheading the monitoring and evaluation of SPAMAST Strategic Plan.

Institutionalized budget proposal presentation by department in order to harmonize and firm up institutional budget prioritization and appropriation. This is also to train everyone how to prioritize meager resources efficiently and effectively.

The institution continues to develop the 30 hectare‐Kapoc area in Matanao for instruction, research, extension and production. It has now established the production area for rice and banana (5 hectares) with P 7 million fund window from CHED Growth Area. As part of the Executive Education and Lifelong Learning program of CHED, the President successfully completed the 4‐month training on Executive Management Program conducted by the Asian Institute on Management on December 7, 2012.
