Accomplishment Report in First 100 Days

Executive Summary The first 100-day accomplishments of Department of Trade and Industry-ARMM (DTI-ARMM) are in line with its vision in attaining a dynamic and competitive ARMM economy by 2019. A Management Committee (ManCom) meeting was conducted on August 1-2 in Cotabato City to draw and craft a consolidated regional action plan from the ranks of DTI-ARMM’s technical and management services, finance and administrative division, with the vigorous participation of the department’s provincial directors and planning officers to reaffirm its mission and outline strategic activities that would bring positive impacts and contribution in combating poverty in the region by propelling the economy and inclusive growth in ARMM within 100 days. Within the period of 100 days, the DTI-ARMM has identified organizational gaps that need to be addressed immediately both internally and externally. The gaps identified internally which affects the organizational excellence of the DTI-ARMM in program services are the weak information and data management; the department being detached from the national program of its national office and the need to harmonize planning system in the regional level. To address the gaps on data management and planning system, the DTI-ARMM has strengthened its office through restructuring and establishment of additional divisions. It includes establishment of Information and Database Management Division (IDMD) and Regional Planning, Project Development Division or RPDD. The DTI-ARMM has also gained commitment of support and established strong linkage to the DTI national office by arranging meetings with the national secretaries to tackle the challenges and gaps especially on the programs that the regional department was not able to partake and accessed. In consonance to improve external and extension services, the DTI-ARMM is also poised to drumbeat the success among the private sectors by supporting Chamber of Commerce and Industries (CCI), micro, small and medium enterprise development (MSMED) and consumer groups. In addition, as a trade and industry agency of the region, a campaign to intensify implementation of fair trade law is being prioritized by the DTI-ARMM. With the leadership of DTI-ARMM Regional Secretary Atty. Anwar A. Malang, a total of 10 strategic programs, projects and activities commenced and are still on-going relevant to its first 100-day socio-economic agenda which aims towards strengthening the department’s mandates

on industry development and investment promotion; trade regulation and consumer protection, and enterprise and trade development in ARMM region, to wit; 1. Trade and Industry Promotion which includes conduct of provincial trade fairs and provincial industry for a; 2. Strengthening Local Government and Private sector mechanisms which highlights reorganization and reactivation of MSMED councils, organizing of consumer groups and re-organization of chamber of commerce and industries; 3. Institutionalization of Databank Management System which covers MSMEs profiling, Website development, Profiling/database of industries and procurement of equipment such as desktop computers, printers and cameras; and 4. Promotion of more value adding activities such as 1st ARMM franchising expo and regional consumer forum.

Accomplishments A. 1st ARMM Franchising Expo The Franchising Expo is the first of its kind conducted by Department of Trade and Industry-ARMM (DTI-ARMM) in the region in partnership with Philippine Franchising Authority (PFA). Conducted at Shariff Kabunsuan Complex in ARMM Compound on October 4, the event aims to conduct business orientation, provide essential knowledge and information on franchising business and exhibits local enterprises and their products during the two-day activity. It is part of the program under the banner of Enterprise and Trade Development (ETD) of DTI-ARMM which aims to contribute to socio-economic development for the region in its first 100 days. At least 516 participants coming from various sectors joined the activity such as OFW returnees, local business sector and existing entrepreneurs, academe, women and outof-school youth and government sector especially in local government units (LGUs) and local government agencies (LGAs) as well as retiring employees who are interested to engage in start-up and franchising business. Trade exhibitors such as Zagu, Kerri Mo, Kambal Pandesal, Mang Gorio and Bayad Center as well as financial institution like Metrobank actively participated in the expo.

B. Conduct of Provincial Trade Fairs In line with the strengthening of enterprise and trade development in ARMM, at least two (2) major trade fairs were conducted in the provinces of Tawi-Tawi and Lanao del Sur. In Tawi-tawi, the trade fair generated at least (Php 6, 700.00) and assisted 1 MSME

while in Lanao del Sur, a sum of Php 157, 075.00 is generated through the business activity and at least 21 MSMEs were facilitated to access the opportunity.

C. Reorganization, reactivation of MSMED Councils Four (4) provinces in ARMM namely Maguindanao, Basilan, Tawi-tawi and Sulu successfully reorganized its Micro, Small and Medium Enterprise Development (MSMED) councils. The reactivation of MSMED councils eyes to improve and sustain fair and competitive environment for domestic trades, delivery of services and product developments in every province within ARMM. At least 30 participants coming from provincial line agencies, LGUs, business sector and other stakeholders attended the activity in Basilan while 20 participants in Sulu, 20 in Tawi-tawi and 23 in Maguindanao respectively. D. Preparation of MSMEs Profile Micro, Small and Medium Enterprise or MSMEs profiling is on-going in the provinces of Maguindanao and Basilan mapping at least 20 MSMEs in each province. The MSMEs profiling is regular initiative under the banner of DTI-ARMM’s Enterprise and Trade Development division to map out existing entrepreneurs operating within the region including the goods and services it offers to the people of ARMM. E. Organization/ Strengthening of Consumer Groups To amplify the consumer protection and serve their common welfare in ARMM, at least six (6) consumers groups are organized across the region resulting to organizing of Maluso Vigilant Consumer Group in Basilan; Bongao Consumer Group in Tawi-Tawi; Shariff Aguak Makadtabanga in Maguindanao; Sulu Consumers Group in Sulu; and Marawi and Lanao del Sur Consumer Groups. The organizing of consumer groups provides venue for participation of consumer sector in ensuring their rights and responsibilities are fulfilled and protected as well as it provides opportunity to influence decision-making of the government especially on policy-making concerning their welfare and protection.

F. Regional Consumer Forum The Consumer forum is spearheaded by DTI-ARMM in partnership with Bangko Sentral ng Pilipinas (BSP) in coordination with DTI Region 12 and Department of Health-ARMM’s Regional Nutrition Program. At least 471 participants coming from the sectors of consumer groups, academe, government line agencies, local government units (LGUs), civil society organizations (CSOs) and individuals participated in the said forum. The awareness forum is in line with the celebration of Consumers’ Welfare Month which aims to heighten awareness among the participating sectors on the malnutrition situation in ARMM region. The consumers sector plays a vital role in addressing the malnutrition which can be translated in their capacity to purchase and consume commodities especially foods that are relevant factor to progressive growth of children and adults in the region. G. Profiling/Database of Industries The DTI-ARMM’s Industry Development and Investment Promotion Division or IID has recently profiled five (5) major industries across the region. This includes the rubber industry in Basilan, Abaca in Lanao del Sur, seaweeds in Tawi-Tawi, coconut industry in Maguindanao and coffee industry in Sulu. H. Conduct of Provincial Industry Fora Provinces of Basilan, Sulu and Tawi-tawi have successfully conducted a provincial forum on rubber industry, coffee and seaweeds respectively. The forum tackles the state of industries in every province including its potential employment generations, projected income and opportunities as well as challenges faced by the growers and entrepreneurs.

I. Re-organization of Chamber of Commerce and Industries At least four (4) chambers were successfully re-organized in the provinces of Basilan, Sulu and Tawi Tawi. The re-organization of the business chambers has elected new set of officers which aim to set new direction, sustainability and strategies to provide encouraging environment for the business sectors in the local level.

J. Institutionalization of Databank Management System through web development which covers MSMEs profiling, Website development, Profiling/database of industries and procurement of equipment such as desktop computers, printers and cameras.
