Accordingly the said RFP is amended as follows; 1) The deadline to submit proposals has been extended up to October 3, 2014, 05:00 P.M. Pakistan Standard Time (PST) and 2) The questions submitted by prospective bidders are answered as under No.

Questions The bid closes on Oct-1, 2014. In order to submit our offer we need to allow 5 days transit from the USA, which means our offer would have to be released the day after tomorrow. Consequently, there is not sufficient time for us to prepare a responsive bid and for this reason we kindly request an extension of 10 days.

Additionally, the technical specifications indicate that the proposed manufacturer must be approved by WAPDA (Water and Power Development Authority) in Pakistan and has been providing such goods to WAPDA for a minimum of ten years. The manufacturer we intend to propose has not supplied goods in Pakistan, and more specifically to WAPDA, but is approved by other utilities in the United States and other countries in the Americas. Could the WAPDA requirement be waived or substituted by certificate of approval from other utilities?

Can we quote this tender through consortium of companies?
Yes, but all manufacturers in the consortium must fulfill the WAPDA approval and experience requirements (documentation to be supplied with the proposal). The consortium must provide a single unit price for each item and a single delivery schedule, as if the consortium were a single manufacturer. Warranties will be provided by each manufacturer, i.e. each manufacturer will be required to independently warranty the cable they manufacture.

Can any item of choice be quoted?
No. All items must be quoted

Can partial quantities be quoted?
No. Proposals quoting partial quantities are not acceptable. Manufacturers may form consortia to provide complete proposals

Will WAPDA Inspectors inspect the cables before deliveries?
IRG inspectors will inspect the cables to WAPDA standards before delivery

How much advance payment will be provided along with Purchase Order?
None. Goods will be paid for in accordance with the payment terms in the RFP

Will Type Test of offered cables will be required?
The WAPDA approval presumes that type tests have already been done. No additional type testing will be required.

Please confirm you will make payment against L/C or thru any other mode. We may humbly submit our official request for the extension in submission date of subject tender, we are very much interested participating and winning this particular RFP but as you know that we are approaching Holy Month of Zil-e-Hajj and Eid-ul-Adha, most of manpower either went for a Hajj and remaining are busy with Eid preparations, in lieu of that we request IRG to extend the bid submission date from 1st, October, 2014 to 1st, November, 2014.?
Payment terms are listed in the RFP. This is a contract funded by USAID, so payment for acceptable goods is assured.
