Bond Oversight Committee The Sherwood School District’s Board of Directors will establish and appoint an independent 2016 Capital Improvement Program Bond Oversight Committee to ​actively monitor and regularly report to the Board of Directors on the progress of the bond program. The Bond Oversight Committee’s responsibilities include the following: 1. Monitor the expenditures of the District 2. Monitor project schedules 3. Monitor completion of the projects funded by the bond funds Composition of the Committee The committee will be comprised of seven (7) volunteer members to serve a four-year term, or until the completion of construction projects outlined in the bond summary. Committee members​ agree to: ● Actively review and report on the proper expenditure of taxpayers’ money for school construction ● Publish meeting minutes on the 2016 Capital Bond website ● Advise the public, through regular reports to the Sherwood School District Board of Directors, as to whether the school district is complying with the ballot measure language ● Report​ quarterly ​to the Board of Directors Committee members must meet the following criteria: ● Be a resident within the Sherwood School District boundary ● Identify with one or more of the seven (7) representative stakeholder categories (listed below and on the application)

The Committee will include membership by the following representative stakeholder groups: 1. Owner or manager of a local business located in Sherwood, representing the business community 2. At least one member serving in an occupation with construction expertise 3. At least one member serving in an occupation with technology expertise 4. Parent with student(s) currently attending Sherwood Schools at the elementary level 5. Parent with student(s) currently attending Sherwood Schools at the middle school level 6. Parent with student(s) currently attending Sherwood Schools at the high school level 7. Resident and representative of the Sherwood community at large Employees or officials of the school district, or any paid vendor, contractor, or consultant of the school district, are ineligible to be a member of the Bond Oversight Committee. Committee members are subject to conflict of interest requirements as set forth by state law. Should a Bond Oversight Committee member, after being selected for the committee, later become an employee, official or paid vendor, contractor, or consultant of the school district, that individual will no longer be eligible to serve on the Bond Oversight Committee. Cornerstone Management Group, Inc. (the District’s owner’s representative), the SSD Chief Operations Officer, and other necessary District staff will support the work of the Bond Oversight Committee. This will include providing materials and reports, answering questions, and meeting logistical support. Purpose and Activities of the Committee ● The purpose of the Bond Oversight Committee is to monitor and report on the expenditures of the 2016 bond proceeds and to inform the public through the Sherwood School District Board of Directors on those expenditures and bond proceeds. ● This committee is considered to be advisory to the Sherwood School District Board of Directors.

Bond Oversight Committee Meetings The Bond Oversight Committee will meet quarterly. The committee will also report quarterly to the Board of Directors at the regularly scheduled, monthly Board meetings and/or work sessions. Agendas will include: 1. Project schedules and timeline updates 2. Project expenditure updates 3. Public input related to schedule or expenditures

Proposed Selection Process Schedule April 12-23 ○ Open application period April 24-30 ○ Screening of applications by Board member(s) and Superintendent May 1-5 ○ Candidates selected for interview will be contacted to schedule panel interview time for May 9 May 9 ○ Panel interviews of select candidates May 10 ○ Board of Directors updated on selection process Mid- to late-May ○ First meeting of Bond Oversight Committee
