General Purpose and Description: Under general direction, plan, coordinate and supervise the community development grants and programs. Duties, Functions and Responsibilities: Plan, oversee and implement grant-funded programs for community development. Involves: Schedule, organize and conduct planning activities. Prepare long-term plans for community development, economic development and housing. Prepare applications for grants including Community Development Block Grants (CDBG), Home Investment Partnership Program (HOME) and others. Develop public participation methods and prepare or oversee preparation of publicity and solicitations of requests. Coordinate the setting of grants priorities and policies by City Council. Prepare application packets for funding categories. Conduct workshops for applicants and review proposals for eligibility. Coordinate staff and Steering Committee review of proposals. Prepare information materials for City Council. Direct development of programs, project scopes and timetables and contracts. Involves: Direct the management of budgets for capital projects, economic development and planning activities. Monitor expenditure of funds and ensure compliance with local, state and federal rules and regulations. Maintain appropriate expenditure rate for CDBG program in order to meet Housing and Urban Development (HUD) requirements. Oversee and participate in the preparation of performance and evaluation reports for funding agencies. Research program regulations and consult with HUD officials to make accurate eligibility determinations and proper policy interpretation. Represent the department and provide technical support, information and guidance on community development needs and issues. Involves: Provide interpretation and implementation of HUD policies. Gather input from citizen advisory groups. Coordinate citizen advisory committees. Develop and monitor the division budget. Prepare complex comprehensive documents on grants and program activities, grant documents, special reports and recommendations. Schedule and attend committee meetings and attend City Council, professional meetings and other gatherings to represent the department. Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors assigned staff. Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.

Application of considerable knowledge of federal and state grant availability, audit requirements and grant administration. Application of good knowledge of local, state and federal laws, rules and regulations governing grant administration. Application of good knowledge of budget management. Application of good knowledge of project planning and management. Application of good knowledge of supervisory techniques. Identify grant related problems and recommend and implement appropriate solutions. Conduct research, compile data, analyze findings, identify key issues and prepare professional recommendations. Implement and monitor grant funded programs and activities. Clear concise oral and written communication to prepare comprehensive reports and present complex issues to committees and the public. Establish and maintain effective working relationships with coworkers, officials, customer departments, contractors, regulatory agencies and the general public.
Minimum Qualifications: Education and Experience: An accredited bachelor’s degree in business or public administration, planning or related field, and four (4) years grant administration experience, including two (2) years supervisory experience. Must be able to travel overnight. Must be bilingual (English/Spanish).
