Information and Update Electra Theodorides-Bustle joins DHSEM as Chief of Staff
Electra Theodorides-Bustle joined DHSEM on August 15 as the new Chief of Staff. She comes to DHSEM with an extensive and diverse career that has included over 15 years of state and local executive, legal, and policy making positions in public safety. Theodorides-Bustle has a Bachelor of Arts degree from the University of Pennsylvania and received her Juris Doctorate from Florida State University, College of Law.
Theodorides-Bustle started her public safety career with the Florida Sheriffs Association in 1989, first as a law clerk and later as the Deputy General Counsel. Following FSA, she served as an Assistant General Counsel for the Department of Highway Safety and Motor Vehicles and General Counsel for the Sarasota County Sheriff’s Office and legal counsel to the Commission for Florida Law Enforcement Accreditation and the National Association of Women Law Enforcement Executives. After receiving her certification as a law enforcement officer, she also served as a Captain and Major with the Sarasota Sheriff’s Office. In 2004 she joined the Florida Department of Law Enforcement as the Legislative Affairs Director and later become the Chief of Staff and Assistant Commissioner for the Department overseeing critical areas including administrative services, legislative affairs, sexual predator registry, Capitol Police, criminal justice officer records and discipline, and the State’s criminal history and fingerprint databases In 2007, she was appointed by Florida’s Governor and Cabinet as Executive Director of the Department of Highway Safety and Motor Vehicles, which included the Florida Highway Patrol, the Division of Driver Licensing, and the Division of Motor Vehicles.

She was recently the government relations consultant representing criminal justice clients, such as the Florida Sheriffs Association. Theodorides-Bustle has also been active in the community serving on several boards including the Florida Missing Children’s Day Foundation, the Northeast Florida Safety Council and Last Hope Rescue, a Tallahassee based dog rescue.
State Emergency Operations Center Renovations Completed
The State Emergency Operations Center renovations are complete and the facility is fully functional. The renovations were completed at the end of July and included updates to the technology and communications infrastructure within the State EOC. The center provides more than 65 workstations for representatives of all Colorado state agencies and our partners from the local, federal, tribal and nongovernmental organizations to provide support during response and recovery operations. The updated State EOC has already supported wildfire responses and several exercises.

Leading Colorado: Fort Collins Achieves a Class 2 Rating Under the Community Rating System
Fort Collins has achieved a Class 2 rating under the National Flood Insurance Program’s Community Rating System administered by FEMA. This is something that no other jurisdiction in Colorado has achieved. DHSEM applauds Fort Collins on their hard work and dedication in receiving this designation. Congratulations to Jaclyn Kurle on her promotion to Individual Assistance Specialist with the DHSEM Mitigation and Recovery Section in July. The Colorado Springs Utilities Emergency Management and Continuity Department won the 2016 IAEMUSA Business and Industry Preparedness Award for developing a best-in-class utility industry emergency management program that incorporates the best practices, principles, and concepts of the emergency management, homeland security, and business continuity domains. Kudos to Larimer County and Lori Hodges for receiving approval of their Colorado Debris Management Plan for participation in the Public Assistance Alternative Procedures Pilot Program for Debris Removal. The pilot program allows for a one-time two percent Federal cost share increase for debris removal operations preformed within 90 days from the start of the incident period of a major disaster or emergency declaration.

On July 1 the U.S. Department of Homeland Security’s Office of Inspector General released an updated resource for those agencies receiving FEMA Public Assistance program grant funds. The resource is titled Audit Tips for Managing Disaster-Related Project Costs. The resource will help applicants: document and account for disaster-related costs, minimize the loss of FEMA disaster assistance funds, maximize financial recovery, and prevent fraud, waste, and abuse of disaster funds. The resource was also share directly by the DHSEM Mitigation and Recovery Section to grant sub-recipients in July by email. Register today for the Colorado School Safety Resource Center 2016 Colorado Safe Schools Summit. The registration is available online. The summit is scheduled for October 12 and 13, 2016 in Thornton. The agenda includes plenary sessions include speakers from the Cyberbullying Research Center and Gene Deisinger a national expert on threat assessment. FEMA has several resources to support the importance of inclusive emergency management in preparedness activities. Register today for the Fall Longmont CERT class that begins on September 20 and continues for four weeks. The U.S. Fire Administration announced three free webinars: o Fire Data in a Serious State on August 25 at 12 p.m. o Stressful Conditions and Crowd Behavior: How Properly Trained Crowd Managers Can Be Life Savers on September 12 at 12 p.m. o The Fire Prevention Paradox: Is Our Culture Killing Us? On September 20 at 12 p.m.
FEMA Shares National Preparedness Month Messaging
The following information was shared by FEMA in their weekly bulletin. Each year, September is recognized as National Preparedness Month, which serves as a call to action to prepare, now and throughout the year, for the types of emergencies that could affect us where we live, work, and visit. The 2016 National Preparedness Month theme is “Don’t Wait. Communicate. Make Your Emergency Plan Today.” Don’t wait! Make a plan with your family and friends for how you will stay safe and communicate during an emergency or disaster that can affect your community. Download the Family Emergency Communication Plan and fill out the sections before printing or emailing it to your family and friends. Each week of National Preparedness Month has a theme to help you, your family, and your community to be more disaster prepared: • September Week 1 (August 28-September 3): Promote National Preparedness Month; • Week 2 (September 4-10): Preparing Family and Friends; • Week 3 (September 11-17): Preparing Through Service; • Week 4 (September 18-24): Individual Preparedness. • The fifth week leads up to National PrepareAthon! Day on September 30, when the nation will come together to take action and practice their preparedness in advance of an emergency. Mark your calendars for the 2017 Colorado Wildland Fire Conference scheduled for April 19-21, 2017 in Pueblo, Colorado. Presentation proposals are also being accepted online until November 18, 2016. Register for a free Ransomware 101 Workshop coming to Denver on September 21, 2016. The workshop will run from 8:30 a.m. to 12:15 p.m. and is promoted by the Governor’s Office of Internet Technology.
