VACANCY ANNOUNCEMENT – PROCUREMENT SPECIALIST (SPECIFIC PROCUREMENT NOTICE - SPN)

Background
This invitation for applications follows the general procurement notice (Reference No. AfDB4304/12) for this project that appeared in UN Development Business online on 27 April, 2012. The International Center for Agricultural Research in the Dry Areas (ICARDA) is an international autonomous, non-profit, research center based in Aleppo, Syria, supported by the Consultative Group on International Agricultural Research (CGIAR). We are committed to the improvement of livelihoods of the resource-poor in dry areas by enhancing food security and alleviating poverty through agricultural research, and the equitable use and conservation of natural resources. For more details: www.icarda.org The International Institute of Tropical Agriculture (IITA) (the Executing Agency) and its partners Africa Rice Center (AfricaRice) and the International Centre for Agricultural Research in Dry Areas (ICARDA) (the Implementing Agencies) have received a grant of about US$ 63 million from the African Development Fund (ADF) to finance the Multinational-CGIAR Project on Support to Agricultural Research for Development of Strategic Crops in Africa (SARD-SC). The strategic crops within the context of the project are Cassava, Maize, Rice and Wheat. The overall objective of SARD-SC is to enhance food and nutrition security and contribute to poverty reduction in Bank’s low-income Regional Member Countries (RMCs). Its specific objective is to enhance the productivity and income of four CAADP’s priority value chains (cassava, maize, rice and wheat) on a sustainable basis. The International Center for Agricultural Research in the Dry Areas (ICARDA) wishes to employ a highly qualified Procurement Specialist as part of a multidisciplinary team working to sustain and improve the productivity of wheat-based systems in Africa, under the wheat component of the SARD-SC project. The successful candidate will report to the ICARDA’s Assistant Director General for Corporate Services for procurement and to ICARDA Regional Coordinator for North Africa (RC-NARP) on administrative matters.

Position: Procurement Specialist ( 1-year renewable contract)
Location: ICARDA Office, Tunis, Tunisia Duties:
Prepare the annual procurement plans of the project using inputs of project experts; undertake bid documents preparation under the AfDB procurement rules; undertake the tendering, monitoring of a portfolio of contracts in accordance with Africa Development Bank (AfDB) procedures; support bid evaluation proves as may be required by the project management; prepare and process purchase orders and documents in accordance with policies and procedures; source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers; assist in the selection of appropriate suppliers and contractors; promote good procurement practices with due regard to sustainability, ethical purchasing standards and whole life costing; participate in negotiation of contract terms on a range of central contracts and to monitor performance against these contracts; maintain complete updated purchasing records/data and pricing in the system; execute and monitor all regular purchasing duties; coordinate with end users and suppliers in the purchasing scope of work for projects assigned; assist in managing and following up overseas orders; handle and monitor claims with vendors for defective, shortage, missing parts; coordinate with suppliers to ensure on-time delivery; monitor and coordinate deliveries of items between suppliers to ensure that all items are delivered on time; plan and manage inventory levels of materials or products; Source for new parts, suppliers or sub-contractors when the need arises Perform any other duties as required by the North Africa Regional Coordinator and the SARD-SC Wheat Commodity Specialist, Coordinator.

Qualification/Selection Criteria
Education: Higher degree in a relevant discipline (e.g. Engineering, Architecture, Procurement, Law, Management, Commerce, Agriculture or Finance)
Working Experience: A minimum of six (6) years of project procurement experience, with a minimum of four (4) years in Africa. Procurement experience in an international/multinational PROCUREMENT SPECIALIST

financial organization is advantageous. The ideal candidate must have: (i) the capacity to work effectively in a team; and (ii) be competent in the use of the Microsoft Office applications such as Word and Excel, and Business Operating Systems. This is a regionally-recruited position. A regionally competitive remuneration package will be offered. ICARDA provides a collegial and gender-sensitive environment. The initial appointment is for one (1) years with the possibility of renewal.
5.0 Language The candidate should communicate fluently (orally and in writing) in French or in English with a good working knowledge of the other language.
