Exe;npting Railways from New The Federations stressedthat this matter Pension Scheme. needsto be takenup at the levelof Hon'ble Ministerfor Railwayswith Hon'bleFinance Ministerand requestedfor a meetingwith Hon'bleMR. The Federationsre-iterated is quite that Railwayemployees'functioning comparablewith those of the Defence Personnelas Railwaymenwork under continuous stressandstrain. It was agreedto fix up a meetingof the Federations with Hon'bleMRshortlv. Up-gradation of ApexlevelGroup OfficialSidestatedthat proposalhas again 'C' poststo Group'B' Gazettedbeen submitted to Ministry of Finance (3335posts). seeking their concurrence. Thereafter, Ministry of Finance sought certain clarifications in contextto the saidproposal which has been replied to them on 10.09.2015.The matter is further being pursued Dte. by PayCommission Federations, however,statedthat creation/ up-gradation in Group'B'posts is withinthe competenceof Railway Board as was observed in the meeting of Standing heldon 07.05.2008. It was agreedto examinethis aspectafter connecting the minutesof the meetingof StandingCommitteeof NationalCouncil referredto by the Federations. Repoftof High PowerCommitteeOfficialSideconveyed that recommendations on duty hoursof RunningStaff. of the High Power Committeewill be deliberated by FullBoardon 06.10.2015 duly takinginto accountthe viewsexpressed by the Federations. Inductionof CourseCompletedIt was proposed,from the OfficialSidethat it Act Apprentices againstSafety is contemplated that hencefortheducational qualificationsfor recruitmentto erstwhile vacancies in GP-Rs. 1800/-. Group 'D' posts may be kept as Course CompletedAct Apprenticesand minimum 1Oth Pass(Matriculation). Federations stated that they will first discuss this issue themselves iointlv.

Rectification of MACPS anomalies.Federationswere advisedthat before the issuesare discussedat the level of Board (MS& FC),it will be desirable to deliberate on those issues by concernedExecutive Directors (EDPC-I,EDPC-II, EDF(E)and EDE(N)) in association with the General Secretaries of the Federations(AlRF & NFIR). For this purpose/a meetingis to be fixed shortlv.
