VACANCY ANNOUNCEMENTS The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI), an affiliate of Elizabeth Glaser Pediatric AIDS Organization (EGPAF) is Tanzanian led and managed national organization focusing largely on HIV and AIDS and other related health programs. AGPAHI implements all its programs in collaboration with Tanzania Government Entities through the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and President’s Office – Regional Administration and Local Government (PO RALG) and other stakeholders. AGPAHI supports the provision of high-quality HIV and other health services and ensures that efforts are well-integrated into existing regional and district health systems. AGPAHI is implementing various projects that are highly demanding and thus the organization is looking for a motivated, result driven, qualified and competent staff to fill the following positions. JOB TITLE: Finance Manager (1) LOCATION: Dar es Salaam REPORTS TO: Director of Operations Job Summary Ensure that all accounting and financial management of AGPAHI’s operations are in strict compliance to donor Rules and Regulations as well as AGPAHI Financial Requirements and consistently and completely implemented throughout the country programs. Essential Duties and Responsibilities Management:
Liaise with the Director of Operations with regard to AGPAHI financial management. Communicate financial policies and procedures to All Staff and ensure they are being properly implemented and adhered to. Build capacity of Finance unit and Finance-related staff. Assesses Finance policies and procedures on an on-going basis to identify and propose new policies or changes as needed, in addition to monitoring the implementation of existing Finance policies to ensure they are being properly adhered to. Ensure standard and synchronized implementation of financial activities throughout each of the AGPAHI Tanzania offices. Ensure financial documents from Regional, Zonal, as well as the Dar es Salaam Office are in compliance with the Organization’s policies as well as USG donor regulations.
Accounting:
Review of all financial documents to ensure its accuracy, completeness, and compliance with applicable policies before disbursement of funds to the vendors. Ensure all vouchers are properly prepared and completely and accurately documented. Cash flow management for AGPAHI’s program and offices to ensure availability of funds for program implementation. Responsible for payroll calculating/paying taxes as required by the Government of Tanzania and generation and submission of required reports to local Government authorities. Assists with overseeing the processing of monthly cash requests for all Sub Awardee and the resolution of issues arising from these reports. Working with banks to ensure proper signatories are in place and that all payments processed through the bank are done so in a timely manner. Oversees Quick books and ensures all information is input accurately on a daily basis. Prepares adjusting journal entries as needed. Responsible for overseeing month end close activities, reporting, and copying of documentation. Assist with Audit Undertaken
Financial Planning Analysis and Budgeting:
Responsible for preparing monthly financial reports including but not limited to: Pipeline reports showing balances remaining under funding agreements; Budget to actual reports for specific agreements Donor financial reports Financial projections and burn rate analysis for agreements Financial analysis based on program activities or regional offices Responsible for budget development and management which includes: Oversee development of new business cost proposals Develop annual budgets under continuations awards Develop organization Annual budget Develop all organization related financial statements Prepare budget narratives based on the numerical budget, where needed Reallocate common cost allocation for existing agreements and the new proposal budget Provide financial data and analysis to Executive Director, Director of Operations, program managers and others to make management decisions. Examples might include Recommendations for addressing variances in spending patterns including under spending or overspending Alerting appropriate staff of potential funding shortfalls Perform financial analysis including: Cost per beneficiary analysis under programs Perform long term financial planning for AGPAHI offices including scenario analysis
Perform and complete special projects and other financial duties as required
Reporting:
Analysis of financial data (Pipeline & BTA) and reporting of any irregularities. Preparation and verification of financial report for Donors – monthly, quarterly and annually as well as ad hoc reports by donors. Prepare and submit monthly financial reports for AGPAHI on a timely basis. Preparation of any other ad hoc financial report of provision of financial information as needed.
Regional/Zonal Office Support:
Liaise with Regional Finance Staff to ensure standard Finance policies and procedures are implemented. Conduct Trainings and Meetings with Finance Staff to build capacity and understanding of Finance activities. Conduct visits to Regional Office to assist with implementation of Finance activities and policies and build capacity and understanding of staff. Financial monitoring for AGPAHI Regional Offices. Ensure Regional Office spreadsheets area updated on a daily basis, monthly reports are submitted in a timely, accurate, and complete manner, all financial policies and procedures are being properly adhered to, etc. Provide Financial Technical support to the designated support staff (Finance Officers). Any other relevant duties as assigned by the Director of Operations.
Qualifications, Skills and Experience:
Bachelor of Commerce, Finance or Accounting degree from a recognized University Post - graduate qualifications in either MBA or MSc Finance will be an added advantage. Professional qualification in accounting (ACCA, CPA or equivalent) is a must; At least 7 year’s relevant experience. Experience with USG/Donor finance and compliance rules and regulations is an added advantage. Strong leadership and motivational skills Auditing and training experiences will be an added advantage.
JOB TITLE: Operations Coordinator (1) LOCATION: Shinyanga REPORTS TO: Zonal Program Manager Position Summary: Operations Coordinator is responsible for providing operations support for the office. Under the guidance of the Zonal Program Manager, the operations coordinator will primarily be responsible for office management to ensure that the office functions well in HR, Administration, IT, Procurement, Logistics and Finance. Specific tasks: Lead the operations team in program activities planning and keep track of what is going on throughout the office Ensure appropriate policies and procedures are followed as the programs are being implemented Monitor, manage and improve the efficiency of support services such as IT, HR, Administration, Logistics, and Finance. Facilitate coordination and communication between support functions. Liaison with HR & Admin Manager, Finance Manager, Support Services Manager. Assist in the development of strategic plans for operational activity. Implement and manage operational plans. And any other activity as requested by the Zonal Program Manager Education and experience Degree in Business Administration, Management or any related field At least 4 years relevant work experience Knowledge and experience in organizational effectiveness and operations management Strong leadership, analytical, and organizational skills Finance, HR, procurement, IT and Administration, skills or experience Knowledge of USG regulations is an added advantage Knowledge of project management principles and practices Information technology skills JOB TITLE: Logistic Officer (1) LOCATION: Shinyanga REPORTS TO: Human Resources and Administration Officer Purpose of post: To assist AGPAHI with daily logistics for smooth implementation of its programs. RESPONSIBILITIES AND TASKS:
Under the supervision of the Program Manager and within delegated authority, the Logistics Officer will be responsible for the following; Logistics support
Oversight management of programs logistical support services. Supervision to all logistics requirements Coordinate movement of staff and goods. Coordinate servicing of vehicles and other assets. Review the payments for all programs logistic services. Review and compile monthly reports for all AGPAHI vehicles reporting on their maintenance & fuel usage. Compile explanations to any alarming concerns on their fuel usage or vehicle maintenance that may arise Inventory
Prepare required quarterly and year-end reports related to property inventory and maintenance for Dar and Region Offices. Maintain inventory of all AGPAHI property for the Dar Office and all the sub-offices.
Property Maintenance
Monitor all properties for maintenance requirements as well as responds to specific maintenance requests from staff. Arrange for property disposal in accordance with AGPAHI regulations/policies.
Vehicle Maintenance & Fuel Monitoring
Ensuring routine fleet vehicle maintenance is done at the right time liaising with service providers Ensure vehicle usage and fuel analysis is properly prepared, completed and approved on a monthly basis Ensuring that vehicle insurance and registration is renewed on-time Compile explanations to any alarming concerns on their fuel usage or vehicle maintenance that may arise
Qualifications, Skills and Experience:
Bachelor’s Degree in Business Administration, Supply Chain management, logistic operations/management. At least 2 years of experience in logistics or related area. Excellent communication skills, fluency in English (written and verbal).
JOB TITLE: Program Officer, Community Linkage (4) LOCATION: Mwanza and Tanga REPORTS TO: Regional Program Coordinator Purpose of post: The Program Officer, Community Linkage will provide leadership in the community initiative that support effective referrals and follow up of clients between the health facilities in the project sites and the surrounding communities that promote Care & Treatment, RCH/ PMTCT and Family Planning services. He/ She will work closely with the Program Officers, Clinical Services to provide Technical support for quality implementation and documentation of activities supported by AGPAHI programs. Principal functions:
The Program Officer Community Linkage will function as part of the team to provide technical leadership in facilitating collaboration and networking between the facilities based activities for Care & Treatment, PMTCT and Family Planning with the ongoing HIV/AIDS related services in the community. To ensure effective linkages within the health facilities and follow-up mechanism for Care & Treatment adults, positive pregnant women and exposed children are in place.
Specific responsibilities include but not limited to:
Share experiences of implementing community linkages with AGPAHI Staff and other implementing partners Work with program officers to facilitate networks and linkages between the sub-grantees with potential Organization that are involved in supporting PLHIV (in cancelling, nutrition and income generating programs) in the project sites Work with the sites to strengthen linkages within different departments and programs of the health facilities Represent the Organization in different collaboration meetings between government and other NGOs that focus on strengthening continuum of care in the community. Provide mentorship on community linkage related activities to staff and service providers at AGPAHI supported sites. Strengthen capacity of partners and PLHIV support groups in improving community linkages Conduct routine site visits for technical support and improvement of performance in related program areas Provide technical support in best approaches for improving referrals and follow – up of clients in the community Work closely with Senior Program Officer, Communication & Community Outreach; Participate in development and transition of IEC materials for community support. Organize trainings for counselors in the AGPAHI supported sites
Monitor implementations of community linkage activities by the sub grantees Initiate regional meetings for HIV/AIDs partners to increase networking in the AGPAHI supported areas Participate in preparation and planning for different AGPAHI community based meetings Together with Senior Program Officer, Communication & Community Outreach, take leadership in identifying Organization community success stories for publications Compile and prepare monthly, quarterly , semi-annual and annual programmatic report on community linkage activities Undertake any other duties as assigned by the supervisor
Qualifications, Skills and ability Advance Diploma, Degree or equivalent, (in Social Sciences or Community Development) Proven experience in working with rural communities in problem identification, setting solutions/planning and implementation. Knowledge in HIV/AIDS and the Tanzania Government structures will be an added advantage
