il2/t 6. 6Rarestof rare cases'- Western Railway: The GeneralSecretaryexplainedthe tragic conditionsin a few caseswhich are "rarest of rare" for granting relief as specialdispensation.He cited two examplesas below:lost his two (a) ' - Appointment of the daughter-in-lawof Shri Masukh Tapu. The employee rottr in quick succession(who were offered appointmentunder LARSGESS) which was not materialized. (b) Compassionateappointment- caseof Shri Nilay ShyamRao s/o late Smt PadmaS. Tekale. The empioyeedied due to HIV infection, but howeverthe ward has not been grantedcompassionateappointmentignoring Board's extantinstructions. 7. Non-filling up of promotional posts: The issueof nott-nnitrg up of piomotional vacancieslying vacant for over l|/z years and evenupto four yearswas also highlighted to the Member Staff with a specialemphasison the needto gearup administrativemachinery. 8. Indian Railways: The GeneralSecretary,NFIR suggestedto the MS, the needfor going into the causesfor drop in the 6arningsof Indian Railways.
