ANNOUNCEMENTS Martha Rice announced that Yvonne Ullas received the Crystal Apple Award from the Yakima School District. Dr. Terry Bergeson discussed the status of High Objective Uniform State Standard of Evaluation (HOUSSE). Washington State is currently on a list of states not complying with the Highly Qualified Teacher portion of No Child Left Behind. Mary Jo Johnson, Program Director for Title II, Part A will be working with the Department of Education on using HOUSSE.

PROFESSIONAL CERTIFICATE REPORT AND UPDATE Mary Jo Larsen provided a PowerPoint presentation to update the PESB on the implementation of the Professional Certificate. Copies of this presentation may be obtained from the PESB or by contacting Mary Jo Larsen, Professional Certification Program Specialist at OSPI. Members were given an opportunity to ask questions. OSPI would like to ask the PEABs to submit in their annual report what they are doing in their ProCert programs. The ESDs now have the ability to provide ProCert Programs. However, they are not exhibiting an overwhelming interest in offering the program. The ESDs have expressed interest in access and capacity and how best to coordinate programs that will serve the needs of the state and their students. Mary Jo Larsen will be meeting with the ESDs, Higher Education Professional Certificate Professionals on May 23rd to discuss this issue.

PUBLIC COMMENT Anita Erickson from the Yakima School District. Ms. Erickson completed ProCert in 2004. Ms. Erickson feels that anchor papers would be a huge asset to the program because they would provide sample evidence of what a teacher should be working toward. While she worked on her Professional Certificate, she was able to complete her Master’s degree. Although the program had challenges - huge time commitment, lack of knowledge of what her expectations were, and lack of knowledge among teaching professionals about what the program is, she can now see the benefit. Steve Siera from St. Martins University Appreciate the work and efforts of OSPI. We have greater direction and guidance now and this is making a positive difference. The site visit was difficult, but informative. Site visit validated areas we thought were strong and well as those that needed work. Challenges that remain for Pro Cert include: lack of awareness still exists on the part of school administrators and candidates; dynamic tension that exists in terms of the program being both professional development and uniform certification requirements / validating competencies; program capacity – will we be able to meet the demand?

CITY UNIVERSITY PROFESSIONAL CERTIFICATE SITE VISIT REPORT Judy Hendricks, Associate Dean at City University discussed the Professional Certificate Program.

The Professional Education and Certification staff were asked to provide the PESB with what each Professional Certificate Program charges.

PROFESSIONAL CERTIFICATE SITE VISIT REPORT FOR WASHINGTON STATE UNIVERSITY (WSU) WSU’s program is a single program at all four branch campuses. Paul Allen, Coordinator for WSU ProCert at Pullman, facilitates at all four branches. WSU is the first university to have the pre-assessment seminar and the culminating seminar online.

MOTION:

To approve the WSU pro cert program for 3 years. Motion carried with one abstention.

EDUCATIONAL STAFF ASSOCIATE (ESA) PROFESSIONAL CERTIFICATION Dr. Arlene Hett introduced Connie Raichle, administrative program specialist with the Professional Education office at OSPI. Ms. Raichle provided a progress report on the development of the Professional Certificate for Educational Staff Associates (ESAs). Ms. Raichle also provided a written progress report and introduced Dr. Christine Jensen, school counseling program at Seattle University, and Dr. Steve Hirsch, WSU/EWU combined school of Psychology. Dr. Jensen and Dr. Hirsch described the framework of the ESA professional certificate program. The 2007 timeline may be tight, but depending on how quickly the pieces fall into place will determine whether or not the timeline could be met. Ms. Raichle offered to provide an additional progress report in July. The panel will plan on providing a process for the proposals in September. The Board asked the panel to use the term Standard rather than Component to create uniformity and strengthen the piece on guidance.

Dr. Arlene Hett asked the Board to funnel questions, concerns, comments through Jennifer to her.

STATUS OF ADMINISTRATOR PREPARATION IN WASHINGTON STATE Dr. Arlene Hett provided a basic overview of the administrator preparation in Washington State. Currently, superintendents and program administrators do not have to have a certificate to work in a district. Overall, Washington prepares and certifies adequate numbers of administrators, however not all certified as administrators are actively seeking administrative positions. There are anecdotal concerns that the demands of the principal role in particular may have a negative impact on recruiting teachers into the principal ranks.

REQUEST FROM UNIVERSITY OF PUGET SOUND FOR WITHDRAWAL OF APPROVAL OF PRINCIPAL, PROGRAM ADMINISTRATOR AND TEACHER PROFESSIONAL CERTIFICATE PREPARATION PROGRAMS

MOTION:

To approve the request to rescind the principal, program administrator and teacher professional certification programs from the University of Puget Sound. Motion carried.

REQUEST FROM ANTIOCH UNIVERSITY FOR WITHDRAWAL OF APPROVAL OF PRINCIPAL AND PROGRAM ADMINISTRATOR PREPARATION PROGRAMS

MOTION:

To approve the request to rescind the principal and program administrator preparation programs from Antioch University. Motion carried.

REQUEST FROM SAINT MARTIN’S UNIVERSITY FOR APPROVAL OF THEIR PROSOSAL TO OFFER A PRINCIPAL/PROGRAM ADMINISTRATOR PREPARATION PROGRAM Dr. Joyce Westgard, Dean of the Education Division at Saint Martin’s University provided an overview of the Education Division at Saint Martins. Dr. Westgard and Dr. Steve Siera, Director of Graduate Programs in Education, provided a presentation on the proposed principal preparation program at Saint Martin’s University. MOTION:

To approve the request from Saint Martin’s to offer the principal/program administrator program. Motion carried.

UPDATE ON PLAN FOR 06-07 SCHOOL YEAR ALTERNATIVE ROUTES TO TEACHING PROGRAM PARTNERSHIPS AND FUNDING Dr. Lin Douglas, PESB Alternative Routes Program Director discussed the plan for 2006-07 School Year. • ESD 105 will continue to offer routes 2, 3 & 4 through Pacific Lutheran University, Western Washington University, Central Washington University and Heritage College. • During the 2006-07 school year, the alternative route program through ESD 101 will be on hold as they did not have enough interest from qualified candidates. • As for the current programs, Saint Martin’s, PLU, and City U-Vancouver will continue. City U-Vancouver will be evaluating whether they need to continue as their focus has only been on Special Education. • City U will begin offering a route 1 program with Seattle School District. They recently had 85 people attend an informational meeting. This program will begin in October.

City U is also partnering in the Skagit area to offer a route 1 program focusing on ESL and Elementary Ed As of June 2007, Heritage and Central will begin offering a route 1 program. 2007-08 will only focus on people with math and science backgrounds.

Factors appearing to be a challenge: Route 1 has limited the candidates to get endorsed in ESL, or Special Education. We will be blending the program due to the NCLB requirements for teachers to be highly qualified in one of the core areas plus ESL or Special Education. Due to this, the length of the program and cost will go up. Still allows the person to get their BA, and certificate in two years.

AMOUNT OF ALTERNATIVE ROUTES TO TEACHER CERTIFICATION Last year, as a result of reduced funding, the Board reduced the conditional loan amount to $5000. By doing so, the board was able to serve more candidates with less money and to comply with legislative intent. By restoring the conditional loan to the original amount, it will help the all candidates, but particularly the route 1 candidates as their tuition will be increased. Route 1 candidates must complete two endorsements rather than one in order to comply with the Highly Qualified Teacher requirement of No Child Left Behind.

STATUS REPORT AND DISCUSSION: PROGRAM REVIEW SUBCOMMITTEE’S STUDY OF CURRENT PROCESS AND POLICY RELATED TO PROGRAM REVIEW AND APPROVAL Dr. Lin Douglas presented on the process the subcommittee has proposed be accepted for program review.

MOTION:

To accept the recommendation as stated: The PESB Program Approval/Review Subcommittee recommends that the PEC collect information related to institutional processes used to review endorsement/content area programs and use this information and involve higher education representatives to develop a review process that reflects what occurs at the institutional level and output measures related to candidate performance.

EXTENSION OF EXPIRATION DATE OF FIRST PEOPLES’ LANGUAGE/CULTURE CERTIFICATES Jennifer Wallace provided background information to the Board. JR Bluff, Toby Langen and Marsha Wynecoop attended on behalf of their Tribes and discussed the extension with the Board.

MOTION:

To amend WAC 1781-78A-700 (5) to read: A Washington State First People’s Language/Culture Teacher Certification program is established in February 2003. Following completion of the reporting requirements in section (9), the program will be extended, modified or made permanent, as determined by the professional educator standards board in consultation with the participating sovereign tribal governments.

First People’s Language/Culture Teacher Certificates issued prior and subsequent to June 0, 2006 shall expire June 30, 2007, subject to any extension or modification made by the Standards Board. Motion carried. End of program analysis David Koyama asked the board to provide questions to the committee so they may thoughtfully compose the end of program analysis. For the final report, the Tribes will provide the number of people involved and will be issuing their own story. PESB members thanked the tribal representatives for their commitment to the Tribes and their cultures. Members asked that the end of program analysis contain: ƒ Evidence of positive impact on student learning; ƒ Number of students enrolled in the program over time; ƒ Quotes from people involved in the program; ƒ Reporting provided in oral and/or written form; ƒ Once the certificates are issued, what continuing education will be required? What training to refresh skills? Something that shows that professional development occurs; ƒ Growth of program to date and projected growth in terms of number of teachers; and ƒ Recommendations from joint committee related to renewal of certificates (e.g. – every 5 years each Tribe submits assurance of evaluation and recommendation for their recertification?). Subcommittee next steps: 1. Jennifer will look into PESB attending the Centennial Accord in June 2. FPLC will be meeting with PESB representatives to talk about gathering info for the report and what evidence should look like. 3. The committee will reconvene to look at the evidence and to design a structure for the report in September. 4. Decision at the November Board meeting.

PROPOSED ACTION: WASHINGTON EDUCATOR SKILLS TEST – ENDORSEMENT (WEST-E) EXEMPTION FOR TEACHERS WHO HAVE EARNED NATIONAL BOARD CERITFICATION IN EQUIVALENT CONTENT AREAS Esther Baker presented a table showing the Washington State endorsement areas where a direct equivalency exists with National Board for Professional Teaching Standards certification areas.

MOTION:

To approve the equivalency table between the NBPTS subject areas and Washington Endorsements eligible for the WEST-E exemption with the changes listed below: Change 1: Delete the row beginning “Early Adolescence Generalist” Change 2: Change the age/school age in ESL to Birth to 18/Pre-K-Twelfth Change 3: Change the age range on Special Education under Washington Endorsements to 0-18. Motion carried.

MOTION:

Adopt WAC 181-02-002 entitled WEST-E Exemption to read: Individuals who hold a certificate through the National Board for Professional Teaching Standards are exempt from the WEST-E requirement if there is a direct equivalency between the endorsement sought and the national board certificate, as approved by the professional educator standards board and published by the superintendent of public instruction. The equivalent NBPTS and Washington endorsement table approved by the professional educator standards board may not be changed without prior professional educator standards board approval. Motion carried.

PROPOSED ACTION: APPROVAL OF FINAL COMPONENTS OF THE REQUEST FOR PR0POSALS FROM POTENTIAL VENDORS OF THE WEST-E. Esther Baker provided an overview of the RFP. The oral presentation of the proposals will not be scored.

MOTION:

To accept the RFP as proposed. Motion carried.

NES has provided 45 additional waivers for the Skagit and ESD 105 alternative route programs. NES has also added two more administrations of the WEST-B in Yakima and has decided to keep the Port Angeles administration.

ASSIGNMENT, ENDORSEMENT, THE WEST-E, AND NCLB: IMPLICATIONS FOR STUDY AND POTENTIAL POLICY CHANGE BY THE PESB Jennifer provided an informational overview of PESB current WAC in these areas and the potential impacts of current PESB studies and policy proposals and the impact of the Highly-Qualified Requirements of No Child Left Behind.

EXECUTIVE DIRECTOR REPORT Website will be redesigned and launched in August. 2nd round of interviews for the Executive Assistant position completed Hope to have 5 new members at the July meeting. Jennifer discussed potential items for the board to discuss at the July meeting.
