HYDERABAD – A FAST EMERGING REAL ESTATE DESTINATION IN SOUTH INDIA

According to CBRE India’s latest report ‘The Comeback of Hyderabad’, Hyderabad is regaining prominence as one of the leading destinations for real estate in South India. Political stability, the state government’s proactive policies, growing occupier demand, improved infrastructure, quality educational institutions and the availability of a large talent pool have helped bring back attention to the city’s real estate market.

Anshuman Magazine Chairman & MD, CBRE South Asia Pvt. Ltd.

A

With the various investor friendly policies initiated by the state government, and the planned infrastructure development, Hyderabad will be a destination of choice for a number of corporates looking to expand or enter the South India Market. The proposed infrastructure development planned for the city, is creating a conducive environment and will spur further investment inflow into the city and the state.

ccording to the report, the IT/ITeS boom several years ago, coupled with the development of HITEC city, and had made Hyderabad the preferred location for technology firms to set up their operations. While this growth was punctuated by the political instability surrounding Telangana, however the city is right back on track. In 2008, office stock stood at 23 million sq. ft. By 2015, this had doubled to approximately 47 million sq. ft. Traditionally recognized as an office market, Hyderabad is also witnessing renewed interest for Residential, Retail and Industrial & Logistics space in the recent past. With the influx of IT professionals, demand for quality residential also witnessed an uptick. When compared to other South markets such as Bangalore and Chennai, Hyderabad continues to be the most affordable market for residential buyers, especially in the premium/luxury and high end/mid-end segments. Ram Chandnani, Managing Director, Advisory & Transaction Services India at CBRE said, “The year 2015 witnessed a marked recovery in occupier demand on the back of strong leasing activity, the timely completion of new commercial developments and investment flows across prominent suburban and peripheral markets. Industry sectors such as IT/ITeS are likely to remain the dominant demand drivers for office space in the Hyderabad, with banking / financial services, pharmaceuticals and outsourcing sectors being the other active sectors that are likely to generate demand for corporate real estate space.”

As in the case of other cities, commercial development and growth not only influences residential real estate, but also pushes the development of retail. Over the past decade, Hyderabad has witnessed its fair share of demand for high quality organized retail. Total organized retail space in Hyderabad city stood at 2.7 million sq. ft. as of June 2016, majority of which is concentrated in Western and Central Hyderabad. This is likely to go up by almost 4 million sq. ft. of additional supply in key markets over the next two years, inducing the entry of global retailers into the city. Various National highways passing through Hyderabad make it a central point for warehousing activity, while the city’s location is ideally suited for the export and import industry. Rents in Hyderabad are the most affordable in the Southern region and occupiers which left the city during the political crisis are once again revisiting their options here. The Telangana government recently passed the Telangana State Industrial Project Approval and Self-Certification System (TS-IPASS) Bill, which provides speedy processing and clearance for various licenses and certificates required for establishing industries through a singlewindow system. This is expected to boost industrial / manufacturing / warehousing growth in and around the city. The resurgence of investment activity coupled with new government initiatives has prompted the revival of leasing activity over the last couple of years. Hyderabad will be the city to watch over the next few years as the potential of real estate development is huge and is yet largely unrealized.

Focus: Port Sector

GROWTH CENTRES

I

ndia has got a rich and lengthy coastline of 7,517 km. The ports and logistics infrastructure needs to be overhauled in a big way. Against a share of 9 percent of railways and 6 percent of roads in the GDP the share of ports is only 1 percent. Indian ports presently handle more than 90 percent of India’s total EXIM trade volume. There is lot of scope to increase the share of merchandising trade in GDP. The Government programmes like ‘Make in India’ is likely to increase the share of merchandise to trade in GDP further. Sandeep Sharma takes a look at the Port sector opportunities.... PORT REVIVAL SIGNS The Government of India initiatives are directed towards achieving port capacity of 3,000 million tonne by 2025 from the current 1400 million tonne. The government has embarked on number of initiatives and programme to develop and expand the capacity of ports across the country. On the capacity addition front at major ports there has been a significant progress and the rising cargo traffic over the last two years confirms the development. Reserve Bank of India in its monetary policy statement had confirmed that several key infrastructure segments such as ports, road and railways indicate an uptick in the economy. Rising traffic statistics at Indian ports indicates a turnaround. The traffic and port capacity infrastructure data indicates that along with the rise in cargo traffic, the government has already increased the cargo handling capacity at 13 major ports from 800 million tonnes in the year ended March 2014 to 965.3 million tonnes by March 2016. There has been a steady rise in port traffic in the last two years. Out of 13 major ports, 11 have registered a rise in their capacity. Kamarajar Port at Ennore and V.O Chidambaranar Port at Tuticorin are leading the table with addition registered at 45 and 40 per cent, respectively. Total cargo handled by major ports increased from 581.34 million tonnes in 2014-15 to 606.37 million tonne in FY2015-16

registering a growth of 4.3 per cent. The major ports are on the path of recovery and are making attempt to improve their efficiency quotient including the turnaround time. The capacity of the major ports as on March 31 increased to 965 MTPA from 871.52 MTPA in March 2015. Q1 FACTS & FIGURES The Major Ports of India witnessed a positive growth of 6.2% in the April-June quarter of 2016 as compared to the same period last year. The cargo traffic handled by India’s Major ports was 159.0 Million Tonne during this period. This is significantly higher than what the Major Ports achieved during the same period last year where the growth was 4.5% and the Major Ports handled total cargo traffic of 149.74 million tonne. During the first quarter of 2016-17, Mormugao Port recorded the highest growth in traffic (104.5%) mainly due to steep increase in Iron Ore traffic. It increased from 0.2 million tonnes in 2015 to 3.9 million tonnes during the first quarter of 2016. This was followed by Vishakhapatnam (17.1%), Paradip (12.9%), Cochin (9.4%), Kandla (5.7%), V.O Chidambaranar (1.4%) and Kamarajar (0.2%) over the corresponding quarter of 2015-16. Overall seven Major ports registered positive growth. Major Ports, which showed decline in traffic during the first quarter of 2016 were Haldia Dock Complex (-3.6%), New Manglore Port (-3.6%), Kolkata Dock System (KDS – 2.9%), JNPT (-2.7%), Mumbai Port Trust (-2.1%) and Chennai Port (-19%). Decline in New Manglore Port and Kolkata Port can be attributed to the reduction in traffic of fertilizer, thermal and steam coal, coking and other coal, liquids, Iron ore etc. In JNPT the decline was witnessed in other liquids and slight decrease in container traffic. Similarly, in Chennai Port and Mumbai Port the decline was due to decline in POL, fertilizers, thermal and steam coal.

Focus: Port Sector SAGARMALA PROGRAMME Sagarmala is the flagship programme of the Ministry of Shipping for promoting port led development in India. The primary objective is to achieve port capacity expansion and modernization, enhance port connectivity to the hinterland, and facilitate port led-industrialisation to promote trade and sustainable development of coastal communities. The programme aims to promote port-led direct and indirect development and to provide infrastructure to transport goods to and from ports quickly, efficiently and cost-effectively. The project comprises optimizing the optimizing the use of existing and future transport assets and developing new lines/linkages for transport (including roads, rail, inland waterways and coastal routes), setting up of logistics hubs, and establishment of industries and manufacturing centres to be served by ports in EXIM and domestic trade. The National Perspective Plan (NPP) prepared under Sagarmala Programme was released in April 2016 by the Prime Minister. More than 150 projects have been identified which will mobilize investment of over Rs. 4 lakh Crore and generate close to 1 Crore new jobs, including 40 lac direct jobs, over a period of 10 years. These projects are expected to generate annual logistics cost savings of close to `35,000 Crore and provide boost to India’s merchandise exports by $110 billion by 2025. Programme Features: • Port-led industrialization • Port based urbanization • Coastal tourism and recreational activities • Coastal Shipping and Inland Waterways Transportation • Ship building, ship repair and ship recycling • Logistics parks, warehousing, maritime zones/services • Integration with hinterland hubs • Offshore storage, drilling platforms • Port Specialization in certain economic activities such as energy, containers, chemicals, coal, agro products, etc. • Offshore Renewable Energy Projects • Modernizing the existing ports and development of new ports. MULTI-MODAL LOGISTICS PARKS Seven Multi-Modal Logistic Parks (MMLPs) were proposed in Madhya Pradesh, Chhattisgarh, Rajasthan, Odisha, Telangana, Uttarakhand and West Bengal as part of the National Perspective Plan, prepared under the Sagarmala Programme of the Ministry of Shipping, The potential sites identified based on comprehensive study of the container cargo movement across the country are located in the proximity of important industrial clusters. This will be advantageous for the transportation of containerized cargo.

INDUSTRY UPDATES

JNPT TO SET UP DRY CARGO PORT AT WARDHA Jawaharlal Nehru Port Trust (JNPT) is India’s largest container handling terminal with one port owned, another DP World operated and third APM operated terminal. HPL Electric & Power

Tata Power

The power sector has seen many challenges over the last 10 decades. While passage of the Electricity Act 2003, addressed some concerns of the industry, many issues are yet to be addressed. Today, the sector is reeling with several challenges. Poor financial outlook of Discoms where the losses have been increasing to levels far higher than previous years is a matter of great concern. Power distribution still remains a segment that needs significant reform-intervention. Tata Power has exhibited exponential growth despite the challenges faced by the power sector. Anil Sardana, MD & CEO, Tata Power shares his views with Sandeep Sharma about the major milestones achieved by his company in its century old journey, business opportunities in the renewable space, key challenges faced by the industry, policy changes required, compensatory tariff issue, success in the power distribution segment, revival of the debt ridden discoms, current project pipeline and the targeted capacity by 2017. Edited Excerpts... Could you share with us about the major milestones achieved by Tata Power in its century old journey? Key Milestones over the 100 years • 1915 – First Hydroelectric power generating station commissioned at Khopoli with an installed capacity of 40 MW, which was subsequently upgraded to 72 MW. • 1922 – Commissioned another hydro power station at Bhivpuri with an installed capacity of 40 MW, subsequently upgraded to 72 MW. • 1927 – Third Hydro power station of 90 MW capacity comes up at Bhira, which was subsequently upgraded to 150 MW.

• 1965 – First thermal unit of 150 MW comes on line at Trombay- the first of its kind in the country. • 1984 – India’s first 500 MW generating unit with multi fuel burning capability is commissioned at Trombay. • 1994 – A gas based 180 MW capacity combined cycle plant is commissioned to provide quick –start capacity to Trombay thermal station and to ensure reliable and uninterrupted supply for essential services in Mumbai. • 1996 – The 150 MW pumped storage unit at Bhira was commissioned. 67.5 MW thermal power plant at Jojobera (Jharkhand) comes into existence. • 2001 – Tata Power ventured into the renewable source of

country needs a well-planned “Energy Security Policy”, lack of which has led to haphazard development. Besides, India • needs to create an enabling policy framework wherein use of such imported fuels would be dealt with properly specially in terms of its commercial dispensation. Power projects announced by various players are moving • at a snail pace as land acquisition, regulatory clearance have not been facilitated in a manner the industry would like to happen. The rate of growth of the transmission network during the past decade has been just at about 6-7%. • Further policy directions do not indicate any significant development with respect to addressing peaking shortages. The National solar mission has presented an opportunity to grow the solar generation portfolio but strengthening of REC mechanism is expected to help manage the liquidity in the renewable energy market. Also, despite expectation of policy changes to allow private sector in Nuclear, there was no real • development on the subject. It is also looking at a significant international presence in years to come. Power Zone output to 30-40 per cent by 2025, up from its earlier target of 25 per cent. This move is line with the government’s set target of 100 GW from solar and 60,000 MW from wind. Though solar is a very small part in our total portfolio, it will increase significantly over the period as the government is expected to bid out large scale projects to meet its target. For wind, on the other hand, we will continue to look at opportunities as and when they come. We are exploring multiple options, both Greenfield and acquisitions, to be able to capture the market for Solar, Wind, and hydro based generation. Every year, Tata Power strives to add about 150 MW of Wind, and 30-50 MW of solar, depending on the market opportunities. If opportunities are more, then we add more, and vice versa. The Company is also in the process of acquiring suitable land parcels in the states of Maharashtra, Rajasthan, Gujarat, Andhra Pradesh and Karnataka to develop solar and wind projects. What are the key challenges faced by the Power sector players in India? Today, the power sector is facing various challenges. Poor financial outlook of Discoms where the losses have been increasing to levels far higher than previous years is a matter of great concern as the buyer of merchandise has to be solvent and efficient, failing which the fiscal health of all associates in the value chain will get impacted and it would lead into vicious & unviable circle of uncertainty. Power distribution still remains a segment that needs significant reform-intervention and a combination of tariff increases, distribution reforms, open access and enforcement of the ‘obligation to service’ is required going forward. Despite huge coal reserves in India, the domestic power sector has faced coal shortages and has resorted to import to meet its requirements. This shortage may result in increasing non-utilisation of assets that are already built and would distract new capacity additions resulting in targets being missed. In addition, policy changes in Indonesia and Australia have significantly escalated the prices of imported coal thus making generation unviable for imported coal based power projects to function. Another major challenge to the sector is the shortage of natural gas in India. This shortage has stranded gas-based power projects with a combined capacity of around 18,903.5 MW, accounting for 9.13 per cent of total generation capacity. Besides Fuel, slow pace of distribution reforms is another key concern. The third key impediment to growth of the power sector is the commitment of states to support the developers in obtaining clearances, land acquisition free of encumbrances, etc. Without states engagement, developers would find it difficult to bring to fruition, their investments on ground Also, due to linkage unavailability, land-availability issues and delays in various clearances, the pace of growth in India is slow. The ability of the merchandise buyer to off take power and pay for that power is the biggest risk to grow in generation as of today, i.e. the merchandise buyer has to be liquid and has to give you the assurance that I will lift up that power. Power generation in India has primarily stayed at the hands of state owned enterprises i.e. 89% has stayed at the hands of state owned enterprises. If power generation is looked at from any

other business perspective, one will automatically get the answer as it is not difficult at all. It has been made difficult because it is at the hands of the government. Government wanted to keep away from it, therefore they got regulator. However, they have appointed such regulators that will take government orders. This ultimately becomes convoluted because your objective is to say, that I want to create a perception that it is not under my control but at the same time I want to control it. What kind of policy changes in the Power sector can ensure healthy growth? There is a need to evolve a robust energy security policy for the country so that guidance be given to all State Regulatory commissions to plan bulk supply procurement in line with basket of fuels that meet Indian’s energy security needs. It is also important that stranded capacities and therefore stranded equity and debt is made productive failing which the plans to economically support the infrastructure growth without power would be a distant dream. Coal linkages and tariff rationalization is an important aspect that the government should look at. The government must also aim at developing a comprehensive national energy security policy, conveying use of portfolios, basket of fuels and must issue guidelines as to how regulators must ensure that at each state level they build the tariff using bulk sourcing of power based on prudent mix of portfolio of fuels comprising of both imported as well as domestic. The coal sector needs to be opened up to private and foreign investments to bring in international player’s technical and financial capability in exploration and mining in order to scale up production quickly and efficiently. There is also a pressing need to introduce new technologies and modern mining methods to improve productivity and to increase scalability and sustainability of mining operations. Renewed focus on Ultra Mega Power projects for thermal and solar can lead the way to fill the demand supply gap. Focus on new technologies like onshore wind can be crucial in meeting capacities. However, all the policies should be made conducive for attracting private investments. Power distribution is a segment that needs significant reform-intervention. Going forward, a combination of tariff increases, distribution reforms, open access and enforcement of the ‘obligation to serve’ is required. Slow pace of distribution reforms is another key concern. The distribution segment caters to 200 million consumers with a connected load of 400 GW, comprising one of the largest customer bases in the world. However, high financial losses of the discoms are hampering not just the electricity distribution but are almost becoming a question mark for generation capacity addition in India. In the absence of any relief so far from the CERC, how long would it be viable to continue at the current tariff structure as far as Mundra UMPP is concerned? What kind of relief or solution are you seeking in this regard? CGPL reviewed and reassessed the recoverability of the carrying amount of its assets at Mundra, consequent to change in the estimates of future cash flows due to decline in forecast of coal prices. Therefore, the Management has reversed

However, for the same very reason that long term coal prices are predicted to be low, we had to impair the coal investments, therefore we need to make sure that we reflect our accounts appropriately. Reduction of AT&C losses, improvement in quality of power supplied, strengthening of distribution network, improved customer satisfaction and introduction of competition through open access are some of the salient feature of this model.
