Philosophy The COCSD Student Support Services Department is committed to providing students having exceptional abilities or disabilities the appropriate special education and related services to meet their individual learning needs in accordance with the Individuals with Disabilities Education Act (IDEA). Our District promotes inclusive practices in our school to ensure students have full access to the general curriculum, as well as supplemental curriculum, in the least restrictive environment. Every student is an integral member of the school community and is encouraged to be a full participant in every aspect of school life. For students with disabilities, we provide a continuum of service options to ensure eligible students receive a free and appropriate public education. Our teachers and support staff members are dedicated to ensuring that student learning takes place.
Child Find COCSD works diligently to locate, identify and evaluate children residing in our District who may be in need of special education or related services. “Child Find” screenings occur monthly during the school year to identify pre-kindergarten age
students ages 3-5 who may be eligible for special education services. Please contact our office at 928-643-2288 if you have concerns about your child’s development, their performance is delayed, or affects their ability to progress in any of the following areas: vision and hearing, motor control or coordination, behavior or social skills, adaptive or daily living skills, speech or language skills, and thinking or performing tasks. Students in our schools who are suspected of having a disability are initially referred to an Intervention Team at their school site. Team members review data about student learning to determine if interventions or modifications are needed in the student’s classroom. A follow-up meeting is scheduled to review the results of interventions to determine success and document learning outcomes. The Intervention Team determines whether a referral for special education will be recommended. When a referral is made, parental consent for evaluation is obtained, and the evaluation is completed within 60 days. The Multidisciplinary Evaluation Team meets to discuss the evaluation results and determines eligibility. Eligibility for special education is based on two factors: the student must meet the criteria under a under a specific disability category and must need special education (with related services, possible) in order to benefit from and progress in the general curriculum. If the student is found eligible, an Individual Education Program (IEP) is developed and the child is placed in special education. An IEP is reviewed and written at least annually. Eligible students are re-evaluated at least once every three years.
