Superintendent's Report, The acceptance by the present incumbent of the work of the superintendency was made contingent at the time of his appointment upon the possibilities of visiting schools when the graded school was not in session. Acting accordingly, I have been able t3 visit all of the schools in town with the exception of Fiskville. As Mrs. Kibbey, has, however, visited this district, I have been made aware of its conditions. I have not visited the school at Harlow Bridge during the chargeship of the regular teacher, but I have seen the working ability of the pupils in that district. I will say at the outset that where I found teachers of considerable experience. I have as a rule seen the best results. This, however, is not uniformly the case, for many of the younger teachers give promise of becoming efficient in their chosen profession. Realizing that pupils who have entered the High school from the town districts have in the past had insufficient instruction in the subject of physiology and hygiene, I have emphasized to the teachers the necessity of giving special attention to this important subject. 1 have also advocated the desirability of teaching orally to the younger pupils many important facts connected with history, geography, arithmetic and civil government for the purpose of a more rapid and perfect developement of minds which demand activity and a supply of material for creating such activity. In many instances 1 have found that such exercises have been productive of very satisfactory results in the interest created in the minds of the children and in the attainment of much general information. For the purpose of providing mutual assistance along many lines of teaching, a series of teachers' meetings are being held, at which we have papers and discussions on the work in its many phases. An active interest has been manifested by nearly all teachers of the town, and I feel hopeful and confident that some new inspiration has been afforded. In some of the schools where the teachers have been better paid as a result of careful selection, I have seen unusually good re-

suits. As a rule, these teachers are working in the largers chools and better results are necessary and more nearly possible. Experience in teaching has led me to see that a good-sized class is highly advantageous both to the teacher and the pupil, in that the grade of work done will be far more efficiently performed. Teachers are more alert for the best good to be attained and pupils are brought into an active competition which results in alertness and eagerness on their part. Not only is the work more effective, but attendance is likely to be more regular. In not a few of the districts, the irregularity of pupils has been a source of great discouragement and disadvantage to the teacher and a great drawback to the pupil. A few of the older school-houses are still provided with the old wooden benches with the straight backs. It is obvious that these conditions have a retarding influence on the prosperity of the school. As a remedy for these disadvantages, the superintendent would suggest the feasibility of consolidation. It is not probable that this could or should be accomplished altogether at once, but I believe that certain combinations could be profitably made. By gradually combining the smaller districts, the way would be opened for a more general consolidation a few years hence when all have become more strongly convinced of the necessity of general education and culture. Statisticians tell us that this idea is gaining in strength and breadth and that the excellence of results justifies the means. It is also stated that from a financial standpoint, the introduction of this system has been successful. Considering the many other advantages that arise from consolidation, viz: a better rate of attendance and punctuality, longer terms, a more uniform system of instruction and supervision and other advantages, it seems almost certain that the merits of the system are worthy of careful consideration. The higher education of the boys and girls is now becoming a highly interesting and important question. The possibilities of such results can be most quickly and fully realized by an active co-operation between parents and teachers. To this important end, I would make an earnest appeal to all parents and those who have in charge the

interests of the children to require a more regular attendance of the children within the school age limit. Respectfully submitted, H. H. KIBBEY. Feb. 14, 1903.

Total 52. CONTAGIOUS DISEASES. There has been reported and quarantined 3 cases of diphtheria, no deaths. 12 cases of scarlet fever, r death. 12 cases of whooping (with other complications 2 deaths). 250 cases of measles in 122 families quarantined, 4 deaths. This epidemic of measles has extended to all parts of the town and the result has been quite a large expense. The disease has largely been among children, although some very serious cases have appeared among the older people. And without any criticism on the part of the directors of our schools or others having to do with public gatherings when a large number of children are congregated, I feel sure it would be for the best interest of all concerned to close them until such time as the disease can be got under control. The State Board of Health recommends that all houses where whooping cough or measles have appeared be fumigated ; but after consultation with the other members of the board it was not deemed

advisable as a large part of the children have had the disease and it would make quite an additional expense. The sanitary condition of the town is very good and we have resaon to expect that it will continue to improve with the able assistance of our Ladies' Improvement Society which has so materially aided us the past two years. SCHOOL HOUSES. The annual inspection was made as usual the past season and we found them all in a fair sanitary condition with the exception of No. 8 (Harlow Bridge) which we think is totally unfit for the purpose for which it is used. The Library has been open for the distribution of books 105 afternoons and evenings during the past year. To be convinced of its continued if not increased convenience and usefulness one need only to have visited the rooms during any one of these open periods. The large number of younger patrons and the increased demand for juvenile books is very encouraging. To overcome the modern tendency among our youth towards cheap and trashy literature v.'e need to keep them constantly supplied with that which is good and wholesome thus inspiring and fostering more elevated tastes in reading. The duties of Librarian can be made very effective not only in the regular routine work of caring for books, keeping of records, etc., but also in aiding readers in the selection of works that are desirable and suited to their needs. In all these respects we commend our present Librarian, Miss Nellie Brown, whose knowledge of books and authors and her methodical system, cheerfulness and tact have enabled her to render efficient service. Through the continued generosity of friends the Free Public Reading Room has been maintained and supplied with a sufficient number of the best current magazines and newspapers. Twenty-four volumes of magazines have been bound and presented to the Library for further general use. The actual need of more commodious and convenient quarters for both Reading Room and Library is very apparent but we are glad to state that we believe there is a very encouraging prospect of a new Library Building in the near future without cost to the town.
