AUDITOR S REPORT The undersigned auditois for the town of Northfield have this day completed their work and would respectfully report that I hey believe the foregoing to be. a correct statement of the financial condition of the several departments of the town, the same having been obtained after a careful examination of the books, accounts, and vouchers kept by the officers of the town of Northfield. REPORT OF HEALTH OFFICER Since I was appointed Health Officer of the town of Northfield in July, there has been reported sixty five contagious diseases as follows: Chicken Pox 34 Measles 10 Mumps 6 Whooping Cough 2 Scarlet Fever 8 Pneumonia 3 Small Pox 2 Births and Deaths No. of births reported during the year 1923 Male 42 Female 20 No of deaths reported during the year 1923 Male 33 Female 22 Houses quarantined 62 Sanitary inspections 10 Visits to quarantined families 62 Nuisances investigated 8 The sanitary condition of the town is very good. 1 have investigated several nuisances, and have caused same to be abated. 1924 Annual Town Meeting

Warning The inhabitants of the town of Northfield who are legal voters in town meeting are hereby notified and warned to meet in Armory Hall, in the Village of Northfield, Tuesday, March 4, A. D., 1924, at ten o'clock in the forenoon to hear and act on the following matters and business, to wit: Art. 1. To hear arid act on the several reports of town officers. Art. 2. Shall the selectmen be authorized and empowered to appoint one or two road commissioners? Art. 3. To elect all requisite town officers. Art. 4. To see if the to.wh will vote to pay its town clerk a salary in accordance with Sec. 1. No. 97 of the acts of the General Assembly of 1921, and if so, how much? Art. 5. To see if the'town will vote to appropriate a sum of money for Brown Library, and if so, how much? Art, 6. 'To see if the town will vote to appropriate a sum of money for Memorial Day, and if so, how much? Art. 7. To see if the town will vote to appropriate a sum of money for highway purposes in addition to, the amount required by law to take advantage of the State Aid Law, and if so, how much ? Art. 8. To see if the town will vote to appropriate a sum of money for the SorrellMaynard Post, American Legion, and if so, how much? Art. 9. To see if the town will vote to purchase a fire-truck, and if so, how much money it will appropriate to pay for the same? Art. 10. To raise money to defray the current expenses of the town and pay its indebtedness, also for State, State School, State Highway and County Taxes. Art. 11. To see if the town will vote to authorize its selectmen to borrow money to defray the current expenses of the town in anticipation of the revenue to be provided by taxation? Art. 12. To vote on the following Proposals of Amendment to the State Constitution: Proposal No. 1 Shall the following proposal of amendment to the constitution of Vermont be ratified and, adopted? /; That Article 1 of Chapter 1 of the Constitution be amended so as to read as follows: i Article 1st. That all men are born equally free and independent, and have certain natural, inherent, and unalienable rights, amongst which aie the enjoying and defending life and liberty, acquiring, possessing and protecting property, and pursuing and obtaining happiness and safety; therefore no person born in this country or Drought from over sea, ought to be holden by law to serve any person as a servant, slave or apprentice, after he arrives at the age of twenty one years, unless he is'bound by his own consent, after he arrives to such an age, or bound by law for the payment of delts, damages, fines, costs or the like. Proposal No. 11 Shall the following proposal of amendment to the constitution of Vermont, be ratified and adopted?

That Article 10 of Chapter 1 of the Constitution to be amended so as to read as follows: Article 10th. That in all prosecutions for criminal offences, a person hath a right to be heard by himself and his counsel; to demand the cause and nature of his acusation; to be confronted with the witnesses; to call for evidence in his favor, and a speedy public trial by an impartial jury of the country; without the unanimous consent of which jury, he cannot be found guilty; nor can be he compelled to give evidence against himself; nor can any person be justly deprived of his liberty except by the laws of the land, or the judgment of his peers; provided, nevertheless, in criminal prosecutions, for offenses not punishable by death or imprisonment in the state prison, the accused with the consent of the prosecuting offcers entered of record, may in open court or by a writing signed by him and filed with the court, waive his right to a jury trial and submit the issue of his guilt to tl e determination and judgment of the court without ajury. Proposal No. 111. Shall the following proposal of amendment to the constitution of Vermont be ratified and adopted? That Section 13 of Chapter 2 of the Constitution be amended so as to read as follows: Section 13. In order that the freemen of the state may enjoy the benefit of election as equally as may be, each inhabited town in this state may, forever heareafter, hold elections therein and choose each one representative to represent them in the House of Representatives. Provided however, that the General Assembly shall have the power to regulate by law the mode of filling aH vacancies in the House of Representatives which shall happen by death, resignation or otherwise. Proposal No. IV. Shall the following proposal of amendment to the Constitution of Vermont be ratified and adopted? That Section 34 of Chapter 2 of the Constitution be amended so as to read as follows: Every person of the full age of twenty-one years, who is a natural born citizen of this 01 some one of the United States, or has been naturalized agreeably to the Acts of Congress, having resided in this state for the space of one whole year next before the election of representatives, and who is of a quiet and peaceable behavior, and will take the following oath or affirmation, shall be entitled to all the privileges of a freeman of this state: "You do solemnly swear (or affirm) that whenever you give your vote or suffrage, touching any matter that concerns the State of Vermont, you will do it so as in your conscience you shall judge will most conduce to the best good of the same, as established by the Constitution, without fear or favor of any person."
