The grant is to replace 9 school buses that are at least 23 years old with alternative fuel school buses. Matching funds are required by the District for the purchase of the alternative fuel buses, $40,000, per Compressed Natural Gas (CNG) and $20,000, per propane bus. The estimated cost for special options on the buses is $20,000, per bus. Total cost of $540,000, for CNG and $360,000, for propane buses depending on the option chosen, to be paid by the District. In California’s public education system, a trustee is a person elected or appointed to serve on a school district or county board of education. Individual trustees bring unique skills, values and beliefs to their board. In order to govern effectively, individual trustees must work with each other and the superintendent to ensure that a high quality education is provided to each student.

School districts and county offices of education are governed by boards, not by individual trustees. While understanding their separate roles, the board and superintendent work together as a “governance team.” This team assumes collective responsibility for building unity and creating a positive organizational culture in order to govern effectively.

The primary responsibilities of the board are to set a direction for the district, provide a structure by establishing policies, ensure accountability and provide community leadership on behalf of the district and public education. To fulfill these responsibilities, there are a number of specific jobs that effective boards must carry out.

The Board President declared a public hearing for the purpose of hearing comments regarding the petition for New Century Charter School within the Anaheim Elementary School District.

Public Comments:  New Century Charter School Board Member Vanessa Besack and Founding Principal Jose Salas presented information about the Charter.  Michelle Lopez, attorney with Young, Minney, and Corr, LLP, shared New Century Charter School meets the legal requirements of charter elements.  Fatima Adame, regional director of California Charter Schools Association (CCSA), explained the process of selecting charter schools for this purpose.  Scott Warner, Charter School Management Corporation (CSMC) explained his involvement with finances and budget.  Kiumars Arzani, partner at CSMC, encouraged the Board to vote in favor of New Century Charter School.  Tom Nichols, CSMC, spoke about what CSMC has to offer and its commitment.  Parents Miguel Gudino, Cecilia Ochoa, and Yanet Saldivar requested the Board of Education approve New Century Charter School.

The Board of Education recognizes that the district's ability to provide a high-quality educational program is dependent upon the employment of certificated staff who are adequately prepared and have demonstrated proficiency in basic skills and in the subject matter to be taught. The Superintendent or designee shall ensure that persons employed to fillin positions requiring certification qualifications possess the appropriate credential, or permit, or other certification document from the Commission on Teacher Credentialing (CTC) and fulfill any additional state, federal, or district requirements for the positionauthorizing their employment in such positions. When requesting a PIP, the Board shall approve, as an action item at a public Board meeting, a notice of intent to employ the applicant in the identified position. (5 CCR 80021.1) Before requesting a visiting faculty permit or emergency permit, the Board shall annually approve a Declaration of Need for Fully Qualified Educators as an action item at a regularly scheduled public Board meeting. (Education Code 44300.1; 5 CCR 80026)

The Superintendent or designee shall provide support and guidance to noncredentialed teachers in accordance with law to ensure the quality of the instructional program. He/she also may provide assistance and support to teachersstaff holding preliminary credentials to enablehelp them to meet the qualifications required for the professional clear credential. (cf. 4131 - Staff Development) (cf. 4131.1 - Beginning Teacher Support and Guidance/Induction) Priorities for Hiring Based on Unavailability of Credentialed Teacher The Superintendent or designee shall make reasonable efforts to recruit a fully prepared teacher for each assignment. Whenever a teacher with a clear or preliminary credential is not available, the Superintendent or designee shall make reasonable efforts to recruit an individual for the assignment in the following order: (Education Code 44225.7) 1. A candidate who enrolls in an approved intern program in the region of the district and possesses an intern credential 2. A candidate who is scheduled to complete preliminary credential requirements within six months and who holds a provisional internship permit (PIP) or short-term staff permit issued by the CTC The Board shall approve, as an action item at a public Board meeting, a notice of its intent to employ a PIP applicant for a specific position. (5 CCR 80021.1) 3. An individual who holds an emergency permit or for whom a credential waiver has been granted by the CTC Prior to requesting that the CTC issue an emergency permit pursuant to item #3 above or a limited assignment permit which allows a fully credentialed teacher to teach outside of his/her area of certification while working toward an added or supplementary authorization, the Board shall annually approve a Declaration of Need for Fully Qualified Educators. The Declaration of Need shall be approved by the Board as an action item at a regularly scheduled public Board meeting, with the entire Declaration of Need being included in the Board agenda. (Education Code 44225, 44225.7; 5 CCR 80023.2, 80026, 80027, 80027.1) The Declaration of Need shall certify that there is an insufficient number of certificated persons who meet the district's specified employment criteria for the position(s) and that the district has made reasonable efforts to recruit individuals who meet the qualifications specified in items #1-2 above. The Declaration of Need shall also indicate the number and type of emergency permits that the district estimates it will need during the valid period of the Declaration of Need, based on the previous year's actual needs and projections of enrollment. Whenever the actual number of permits needed exceeds the estimate by 10 percent, the Board shall revise and resubmit the Declaration of Need. (5 CCR 80026)

Whenever it is necessary to employ noncredentialed teachers to fill a position requiring certification qualifications, the Superintendent or designee shall provide support and guidance in accordance with law to ensure the quality of the instructional program. (cf. 4138 - Mentor Teachers) National Board for Professional Teaching Standards Certification The Board encourages district teachers to voluntarily complete the requirements for the advanced certification awarded by the National Board for Professional Teaching Standardsknowledge and teaching skills. The Superintendent or designee shall inform all teachers about the program and how to acquire the necessary application and information materials. In accordance with the collective bargaining agreement and the district budget, theThe Superintendent or designee may provide release time, fee support, a stipend upon completion, or other support to teachers participating in the program contingent upon funding. (cf. 4161.3 - Professional Leaves) Parental Notifications At the beginning of each school year, the Superintendent or designee shall notify the parents/guardians of each student attending a school receiving Title I funds that they may request information regarding the professional qualifications of their child's classroom teacher including, but not limited to, whether the teacher: (20 USC 6312) 1. Has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction 2. Is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived 3.

Is teaching in the field of discipline of his/her certification

(cf. 5145.6 - Parental Notifications) In addition, the Superintendent or designee shall notify parents/guardians in a timely manner whenever their child has been assigned, or has been taught for four or more consecutive weeks by, a teacher who does not meet applicable state certification or licensure requirements at the grade level and subject area to which the teacher has been assigned. RESOLUTION AUTHORIZING REMUNERATION TO BOARD MEMBER ABSENT DUE TO SCHOOL DISTRICT BUSINESS/ILLNESS/ JURY DUTY/PERSONAL HARDSHIP WHEREAS, Education Code §35120 and District Board Bylaw 9250 permit remuneration to an absent board member if he or she is performing services outside the meeting for the school district, or due to illness, jury duty, or a hardship deemed acceptable by the Board; and WHEREAS, Dr. Jeff Cole, Board Member, was absent at the November 15, 2017, Regular Board Meeting due to a hardship deemed acceptable by the Board; and NOW, THEREFORE, BE IT RESOLVED that the Board of Education of the Anaheim Elementary School District does by this Resolution declare the November 15, 2017, absence of Dr. Jeff Cole excused and, additionally, does authorize no reduction of remuneration due to absence from said meeting.

PLEASE POST ANAHEIM ELEMENTARY SCHOOL DISTRICT Resolution 2017-18/26

RESOLUTION IN SUPPORT OF Fred T. Korematsu Day of Civil Liberties and the Constitution WHEREAS,

the battle for civil liberties has been championed by ordinary Americans who have had the courage to stand up and fight for their basic Constitutional rights; and

WHEREAS,

Fred T. Korematsu was one of these individuals, who refused to comply with Civilian Exclusion Order 34, based on the federal Executive Order 9066, which imposed strict curfew regulations and required 120,000 Japanese Americans to leave their homes to be incarcerated in American concentration camps during World War II; and

WHEREAS,

Mr. Korematsu was arrested and convicted, but fought back because he believed the conviction went against the basic freedoms guaranteed to him by the U.S. Constitution; and

WHEREAS,

Mr. Korematsu’s conviction was ultimately overturned in 1984; a decision that influenced the US government’s passage of the Civil Liberties Act of 1988, which recognized that a grave injustice was done by forced relocation and incarceration of civilian Americans because of wartime prejudice; and

WHEREAS,

current California law designates a number of days as having special significance, when public schools are encouraged to observe and conduct suitable commemorative exercises as specified; and

WHEREAS,

the History-Social Science Framework for California Public Schools, Kindergarten through Grade Twelve, states that the history curriculum at each grade level relating to community, state, region, nation and the world must reflect and integrate the experiences of men and women of different racial, religious and ethnic groups; and

WHEREAS,

the California Assembly and State Senate passed AB 1775, the Fred Korematsu Day of Civil Liberties and the Constitution, without opposition and Governor Arnold Schwarzenegger signed this bill into law on September 23, 2010;

NOW, THEREFORE, BE IT RESOLVED, that the Governing Board of the Anaheim Elementary School District encourages all schools and teachers to observe the Fred T. Korematsu Day of Civil Liberties and the Constitution on January 30 of every year, or the days surrounding it, and conduct exercises commemorating the life of Fred Korematsu and recognizing the importance of preserving civil liberties, even in times of real or perceived crisis. Anaheim ESD Board Policy Student Wellness BP 5030 Students

The Board of Education recognizes the link between student health and learning and desires to provide a comprehensive program promoting healthy eating and physical activity for district students. The Superintendent or designee shall coordinate and align district efforts to support student wellness through health education, physical education and activity, health services, nutrition services, psychological and counseling services, and a safe and healthy school environment. In addition, the Superintendent or designee shall develop strategies for promoting staff wellness and for involving parents/guardians and the community in reinforcing students' understanding and appreciation of the importance of a healthy lifestyle. (cf. 1020 - Youth Services) (cf. 3513.3 - Tobacco-Free Schools) (cf. 3514 - Environmental Safety) (cf. 5131.6 - Alcohol and Other Drugs) (cf. 5131.61 - Drug Testing) (cf. 5131.62 - Tobacco) (cf. 5131.63 - Steroids) (cf. 5141 - Health Care and Emergencies) (cf. 5141.22 - Infectious Diseases) (cf. 5141.3 - Health Examinations) (cf. 5141.31 - Immunizations) (cf. 5141.32 - Health Screening for School Entry) (cf. 5141.6 - School Health Services) (cf. 6142.1 - Sexual Health and HIV/AIDS Prevention Education) (cf. 6164.2 - Guidance/Counseling Services) School Health Council/Committee The Superintendent or designee shall encourage parents/guardians, students, food service employees, physical education teachers, school health professionals, Board members, school administrators, and members of the public to participate in the development, implementation, and periodic review and update of the district's student wellness policy. (42 USC 1758b) To fulfill this requirement, the Superintendent or designee shall appoint a school health council or other district committee whose membership shall include representatives of these groups. He/she also shall invite participation of other groups or individuals, such as health educators, curriculum directors, counselors, before- and after-school program staff, health practitioners, and/or others interested in school health issues.

(cf. 1220 - Citizen Advisory Committees) (cf. 9140 - Board Representatives) The school health council/committee shall advise the district on health-related issues, activities, policies, and programs. At the discretion of the Superintendent or designee, the duties of the council/committee may also include the planning, implementation, and evaluation of activities to promote health within the school or community. Goals for Nutrition, Physical Activity, and Other Wellness Activities The Board shall adopt goals for nutrition promotion and education, physical activity, and other school-based activities that promote student wellness. (42 USC 1758b) (cf. 0000 - Vision) (cf. 0200 - Goals for the School District) The district's nutrition education and physical education programs shall be based on research, shall be consistent with the expectations established in the state's curriculum frameworks and content standards, and shall be designed to build the skills and knowledge that all students need to maintain a healthy lifestyle. (cf. 6011 - Academic Standards) (cf. 6142.7 - Physical Education and Activity) (cf. 6142.8 - Comprehensive Health Education) (cf. 6143 - Courses of Study) The nutrition education program shall include, but is not limited to, information about the benefits of healthy eating for learning, disease prevention, weight management, and oral health. Nutrition education shall be provided as part of the health education program and, as appropriate, shall be integrated into other academic subjects in the regular educational program, before- and after-school programs, summer learning programs, and school garden programs. (cf. 5148.2 - Before/After School Programs) (cf. 6177 - Summer Learning Programs) To reinforce the district's nutrition education program, the Board prohibits the marketing and advertising of non-nutritious foods and beverages through signage, vending machine fronts, logos, scoreboards, school supplies, advertisements in school publications, coupon or incentive programs, free give-aways, or other means. (cf. 1325 - Advertising and Promotion) All students shall be provided opportunities to be physically active on a regular basis. Opportunities for moderate to vigorous physical activity shall be provided through physical education and recess and may also be provided through school athletic programs, extracurricular

programs, before- and after-school programs, summer learning programs, programs encouraging students to walk or bicycle to and from school, in-class physical activity breaks, and other structured and unstructured activities. (cf. 5142.2 - Safe Routes to School Program) (cf. 6145 - Extracurricular and Cocurricular Activities) (cf. 6145.2 - Athletic Competition) The Board may enter into a joint use agreement or memorandum of understanding to make district facilities or grounds available for recreational or sports activities outside the school day and/or to use community facilities to expand students' access to opportunity for physical activity. (cf. 1330.1 - Joint Use Agreements) Professional development shall be regularly offered to health education and physical education teachers, coaches, activity supervisors, food services staff, and other staff as appropriate to enhance their health knowledge and skills. Outreach to parents/guardians shall emphasize the relationship between student health and academic performance. (cf. 1100 - Communication with the Public) (cf. 1112 - Media Relations) (cf. 1113 - District and School Web Sites) (cf. 1114 - District-Sponsored Social Media) (cf. 6020 - Parent Involvement) In order to ensure that students have access to comprehensive health services, the district may provide access to health services at or near district schools and/or may provide referrals to community resources. The Board recognizes that a safe, positive school environment is also conducive to students' physical and mental health and thus prohibits bullying and harassment of all students, including bullying on the basis of weight or health condition. (cf. 5131.2 - Bullying) (cf. 5145.3 - Nondiscrimination/Harassment) The Superintendent or designee shall encourage staff to serve as positive role models for healthy

eating and physical fitness. He/she shall promote work-site wellness programs and may provide opportunities for regular physical activity among employees. Nutritional Guidelines for Foods Available at School For all foods available on each campus during the school day, the district shall adopt nutritional guidelines which are consistent with 42 USC 1773 and 1779 and federal regulations and which support the objectives of promoting student health and reducing childhood obesity. (42 USC 1758b) In order to maximize the district's ability to provide nutritious meals and snacks, all district schools shall participate in available federal school nutrition programs, including the National School Lunch and School Breakfast Programs and after-school snack programs, to the extent possible. When approved by the California Department of Education, the district may sponsor a summer meal program. (cf. 3550 - Food Service/Child Nutrition Program) (cf. 3552 - Summer Meal Program) (cf. 3553 - Free and Reduced Price Meals) (cf. 5141.27 - Food Allergies/Special Dietary Needs) (cf. 5148 - Child Care and Development) (cf. 5148.3 - Preschool/Early Childhood Education) The Superintendent or designee shall provide access to free, potable water during meal times in the food service area in accordance with Education Code 38086 and 42 USC 1758, and shall encourage students' consumption of water by educating them about the health benefits of water and serving water in an appealing manner. The Board requires that all foods and beverages sold to students at district schools, including those available outside the district's food services program, will support the health curriculum and promote optimal health. Nutritional standards adopted by the district for foods and beverages provided through student stores, vending machines, or other venues shall meet or exceed state and federal nutritional standards. (cf. 3312 - Contracts) (cf. 3554 - Other Food Sales) The Superintendent or designee shall encourage school organizations to use healthy food items or non-food items for fundraising purposes. As appropriate, school staff will provide only non-food items as a reward for students' academic performance, accomplishments, or classroom behavior. (cf. 1230 - School-Connected Organizations) School staff shall encourage parents/guardians or other volunteers to support the district's

nutrition education program by considering nutritional quality when selecting any snacks which they may donate for occasional class parties approved by the principal a maximum of once per trimester. Class parties or celebrations shall be held after the lunch period. Program Implementation and Evaluation The Superintendent shall designate one or more district or school employees, as appropriate, to ensure that each school site complies with this policy. (42 USC 1758b) (cf. 0500 - Accountability) (cf. 3555 - Nutrition Program Compliance) The Superintendent or designee shall assess the implementation and effectiveness of this policy at least once every two years. The assessment shall include the extent to which district schools are in compliance with this policy, the extent to which this policy compares to model wellness policies available from the U.S. Department of Agriculture, and a description of the progress made in attaining the goals of the wellness policy. (42 USC 1758b) The Board and the Superintendent or designee shall establish indicators that will be used to measure the implementation and effectiveness of the district activities related to student wellness. Such indicators may include, but are not limited to: 1. Descriptions of the district's nutrition education, physical education, and health education curricula and the extent to which they align with state academic content standards and legal requirements 2. An analysis of the nutritional content of school meals and snacks served in all district programs, based on a sample of menus and production records 3. Student participation rates in all school meal and/or snack programs, including the number of students enrolled in the free and reduced-price meals program compared to the number of students eligible for that program 4. Extent to which foods sold on campus outside the food services program, such as through vending machines, student stores, or fundraisers, comply with nutritional standards 5.

Results of the state's physical fitness test at applicable grade levels

6. Number of minutes of physical education offered at each grade span, and the estimated percentage of class time spent in moderate to vigorous physical activity 7. A description of district efforts to provide additional opportunities for physical activity outside of the physical education program

8. A description of other districtwide or school-based wellness activities offered, including the number of sites and/or students participating, as appropriate The Superintendent or designee shall invite feedback on district and school wellness activities from food service personnel, school administrators, the school health council, parents/guardians, students, teachers, before- and after-school program staff, and/or other appropriate persons. As feasible, the assessment report may include a comparison of results across multiple years, a comparison of district data with county, statewide, or national data, and/or a comparison of wellness data with other student outcomes such as academic indicators or student discipline rates. The Superintendent or designee shall inform and update the public, including parents/guardians, students, and others in the community, about the content and implementation of this policy and assessment results. (42 USC 1758b) In addition, the assessment results shall be submitted to the Board for the purposes of evaluating policy and practice, recognizing accomplishments, and making policy adjustments as needed to focus district resources and efforts on actions that are most likely to make a positive impact on student health and achievement. Posting Requirements Each school shall post the district's policies and regulations on nutrition and physical activity in public view within all school cafeterias or in other central eating areas. (Education Code 49432) Each school shall also post a summary of nutrition and physical activity laws and regulations prepared by the California Department of Education.

ANAHEIM ELEMENTARY SCHOOL DISTRICT RESOLUTION NO. 2017-18/32 RESOLUTION TO ADOPT THE DECLARATION OF THE RIGHTS OF ALL STUDENTS TO EQUITY IN ARTS LEARNING WHEREAS, the Anaheim Elementary School District Board of Education acknowledges that arts learning, which includes dance, music, theatre, and visual and media arts, is an essential part of a comprehensive education for all students, in grades kindergarten through sixth, to prepare them for college, career and life; and WHEREAS, Arts learning promotes critical thinking and problem-solving skills, supports overall academic achievement, and nurtures skills that help all students in the Anaheim Elementary School District succeed in school and in life; and WHEREAS the Anaheim Elementary School District Board of Education recognizes that particular groups of students experience significant barriers to access, participation and success in arts learning and that these barriers are directly linked to historical, persistent and pervasive inequities in our educational system; and WHEREAS,

we do adopt this declaration as follows: Declaration of the Rights of All Students to Equity in Arts Learning

1. The right to equitable access to pre-K-12 free, coherent and sequential standards-based arts learning that is part of the core curriculum and that provides both integrated and discrete visual and performing arts learning opportunities; and the right to equitable outcomes as a result of this access, without distinction on account of race, culture, language, religion, national origin, geographical location, or legal status. 2. The right to protection for every student’s artistic and aesthetic development. The right to protection from policies and practices that exclude or preclude certain students or populations from equitable access to, and success in, powerful and coherent arts learning. 3. The right to arts learning that is culturally and linguistically responsive and relevant, with particular attention to those populations that have traditionally been excluded or precluded, such as English learners, students of color, foster youth, homeless youth, low-income students, migrant students and special needs students. 4. The right to arts learning programs in every school, district, and community that are funded and supported with the necessary resources – including qualified administrators, teachers, teaching artists and other staff; adequate materials; and appropriate facilities to support powerful culturally and linguistically responsive arts learning. 5. The right to educators, leaders, parents, and community members who are knowledgeable about the intrinsic and extrinsic benefits of arts learning for individual students, families/communities, the nation and global society. 6. The right to be brought up in school and community environments that value and protect the arts and equity as essential to the full development of every student, and that demonstrate those values/beliefs in their public policies and practices.

NOW, THEREFORE, BE IT RESOLVED, that the Anaheim Elementary School District Board of Education recognizes the powerful impact that an arts curriculum has in the cognitive and social development of students and its role as an essential component of a comprehensive education. THEREFORE, BE IT FURTHER RESOLVED, that the Anaheim Elementary School District Board of Education adopts this Declaration and commits to taking the following actions:   

Post the Arts Equity District badge on the District’s website and social media channels. Ask all staff members to encourage students to participate in visual and performing arts courses that will help promote academic achievement, express creativity and support social development. Promote arts learning that honors all cultures and languages by developing staff capacities, identifying community resources and creating opportunities for students to contribute to the design of their learning.

Resolution No. 2017-18/28 Approving the Charter School Petition for the Palm Lane Elementary Charter School by the Governing Board of the Anaheim Elementary School District WHEREAS, pursuant to Education Code Section 47600 et seq., the Governing Board of Anaheim Elementary School District (“Anaheim Board”) is required to review and consider authorization and/or approval of charter schools; WHEREAS, in October 2017, Palm Lane Elementary (“Palm Lane”) Charter School submitted a request for approval of its Charter Petition (“Charter”); WHEREAS, a public hearing on the provisions of the Charter was conducted on November 15, 2017, pursuant to Education Code Section 47605, at which time the Anaheim Board considered the level of support for this Charter by teachers employed by the Anaheim Elementary School District (“AESD”), other AESD employees, and parents; WHEREAS, in reviewing the Petition for the establishment of this Charter, the Anaheim Board has been cognizant of the intent of the Legislature that charter schools are and should become an integral part of the California educational system and that establishment of charter schools should be encouraged; WHEREAS, the AESD staff have reviewed and analyzed the information received with respect to the Charter Petition and information related to the operation and potential effects of the proposed Palm Lane Charter, including speaking to and meeting with Palm Lane’s representatives relative to this request; WHEREAS, in reviewing and analyzing the Charter, AESD staff noted some issues and concerns and determined that certain changes and revisions to the Charter Petition were necessary in order to support the requested Charter approval. The AESD staff worked with Palm Lane on resolution of these issues and implementation of the necessary changes, additions, and revisions and Palm Lane has agreed to incorporate these changes, additions, and revisions into the Charter, corporate Bylaws and conflict of interest policy; and WHEREAS, the terms of the Charter require that the Palm Lane Governing Board make certain revisions to its corporate Bylaws, and conflict of interest policy, in order to make the Bylaws and conflict of interest policy consistent with the terms and requirements of the Charter; and WHEREAS, Palm Lane has indicated that Palm Lane should be able to make the requisite revisions to its Bylaws and conflict of interest policy and submit the revised adopted Bylaws and conflict of interest incorporating such revisions to AESD’s staff no later than ninety (90) days from Anaheim’s Governing Board's approval of the Palm Lane Charter and adoption of this Resolution; and 1 005493.00098 18074495.1

WHEREAS, Palm Lane understands that a failure to make the necessary revisions to its Bylaws and/or conflict of interest policy will constitute a violation of the Charter Petition, which specifically requires that the Bylaws and conflict of interest policy be revised to be consistent with the Charter Petition at all times; and WHEREAS, the AESD staff have made a recommendation to the Anaheim Board that the Charter Petition be approved; WHEREAS, the Anaheim Board has fully considered the Charter submitted for Palm Lane and the recommendation provided by AESD staff; NOW, THEREFORE, BE IT RESOLVED AND ORDERED AS FOLLOWS, that the Governing Board of the Anaheim Elementary School District finds the above-listed recitals to be true and correct and incorporates them herein by this reference. It is recommended the Board approve the adoption of the following Fiscal Solvency Statement: WHEREAS, the District Board of Education shall certify in writing whether or not the District is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, for the two subsequent fiscal years. The certifications shall be classified as positive, qualified, or negative, pursuant to standards and criteria adopted by the State Board of Education (Education Code 33127) WHEREAS, in certifying the 2017-18 First Interim Report as positive, the Board understands its fiduciary responsibility to maintain fiscal solvency for the current year and the two subsequent fiscal years. THEREFORE, due to the volatility of state revenues and rising operational costs, it is recognized that, if necessary, the school district plans to implement budget reductions of $15 million in 2018-19. With the 2017-18 Second Interim Report submission, the Board will provide a detailed budget reduction plan for 2017-18 along with an implementation timeline. RESOLUTION NO. 2017-18/30 ANAHEIM ELEMENTARY SCHOOL DISTRICT AUTHORIZATION TO APPLY FOR AND SECURE FUNDING FROM THE SOUTH COAST AQMD PA#2018-02 FUNDING FOR NEW ALTERNATIVE FUEL SCHOOL BUSES WHEREAS, the Board of Education of the Anaheim Elementary School District of Orange County, State of California, has determined the District’s transportation needs; and WHEREAS, the District is in need of replacing 9 school buses under PA#2018-02 released by the South Coast AQMD at the October 6, 2017, SCAQMD Board meeting, and said program to be administered by the South Coast AQMD when awards are announced at the SCAQMD meeting on April 6, 2018; and WHEREAS, this grant is for funding for new alternative fuel school buses. The grant application process for these South Coast AQMD funds requires that the school board commit in advance through this resolution to commit to pay for any additional options above the grant amount, such as required special needs equipment, that might also be on the bus granted and ordered from the bus vendor. The Board of Education by this resolution is also showing that they are fully committed to obtaining these grants and following through with all of the requirements of this grant program; and WHEREAS, the matching funds required by the District are $40,000 per Compressed Natural Gas (CNG) and $20,000, per propane bus. School cost of the additional options, required for 9 buses, is $20,000, per bus, for a total of $540,000, for CNG and 360,000, for propane buses to be paid by Anaheim Elementary School District.
