Ventura Street - Ojai, CA Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. Extension of the Moratorium placed on the installation of fences. walls, hedges and screening over three feet in height in the rear and side setbacks when adjacent to a public or private street, or driveway on residentially zoned property in the City of Ojai RECOMMENDATION: Adopt, by a roll call vote of at least four-fifths, the urgency ordinance extending the moratorium on the installation of fences, walls, hedges and screening over three feet in height in the rear and side setbacks when adjacent to a public or private street, or driveway on residentially zoned property in the City of Ojai for a period of ten (10) months and fifteen (15) days.

Moratorium on the Issuance of Conditional Use Permits for Transient Rentals in Resid~ntial Zones RECOMMENDATIONS: 1. Adopt, by a roll call vote of at least four-fifths, the urgency ordinance extending the moratorium on the issuance of conditional use permits for transient rentals in residential zoning districts for a period of ten (10) months and fifteen (15) days; and 2. Continue the process started at the January 20, 2015 meeting of gathering information to use in development of regulations relating to transient rentals.

Municipal Code Ordinance Text Amendment (TA 15-02) to modify the City of Ojai's Municipal Code, Section 10-2.503, Table 2.4, Allowed Uses and Permit Requirements for Commercial and Manufacturing Zoning Districts (M-1)
RECOMMENDATIONS: 1. Conduct a Public Hearing; and 2. Consider an Ordinance for the proposed Municipal Code Amendment (TA 15-02), and the accompanying Initial Study and Negative Declaration (Exhibit A) which amends the City's Municipal Code Section 10-2.503, Table 2.4, Allowed Uses and Permit Requirements for Commercial and Manufacturing Zoning Districts (M-1) 3. Appointment to the Parks and Recreation Commission RECOMMENDATION: Receive a report from the Appointments Committee (Council Member Haney, Parks and Recreation Chair Rylander and Commissioner Basore) and consider ratification of the appointment of Ryan Firestone to serve on the Parks and Recreation Commission for a term to end May 31,2016.

Resolution Establishing a Fine for Operating a Transient Rental in a Residential Zone without a Permit RECOMMENDATION: Adopt a Resolution establishing a fine of $500 per violation for operating a transient rental in a residential zone without a permit, and making the fine applicable to administrative citations.

Resolution Approving Revised Guidelines for the Second Unit Compliance Program RECOMMENDATIONS: 1. Review the proposed changes to the Guidelines proposed by the Planning Commission and Building Appeals Board, and determine which recommendations to accept. 2. Adopt a Resolution approving the Guidelines with the changes accepted in Step 1 above. 3. If necessary based on the change made in Step 1, direct staff to prepare an Ordinance amending the Municipal Code to the extent necessary to conform to the revised Guidelines. 4. If necessary based on the changes made in Step 1, direct staff to prepare a fee schedule for the Second Unit Compliance Program. Ojai Redevelopment Successor Agency (ROSA)
On January 10, 2012, the Ojai Redevelopment Successor Agency was deemed as the former Ojai Redevelopment Agency by Resolution No. 12-03, under Health and Safety Code section 34173(a). The same rules as for City Council meetings apply.
